ADDITIONAL POLICE SERVICES DATE February 4, 1992
SUMMARY: The City Council has requested costing estimates of adding additional
manpower to the authorized staffing levels of the Police Department. Two
primary areas of concern mentioned were the number of Officers assigned to
Patrol in a black and white car.and the"number of Detectives assigned to
investigate major crimes.
BACKGROUND: Currently, the Patrol Division has 54 Officer's:assigned.t"o;seven
different shifts on a 24 hour/7 day schedule. The minimum staffing level for
any particular shift is seven Officers and patrol cars working the' City at any
one time. In addition, Patrol deploys six motorcycle Officers'working`°traffi;c.
related activities and four Officers assigned to the Street Crime Apprehension'
Team (SCAT).concentrating on gang and drug related cr,imes;:,-In'order to increase
the minimum staffing level for Patrol to eight Officers per sfiift; the°
following costs would be incurred:
(1) The deployment of one additional Patrol car on a 24 hour/7 day
schedule requires an increase in staffing levels of five Officers.
The cost of one Officer, including benefits, is approximately
$73,180 per year. The total cost for five Officers is $365,904.
(2) The addition of one Patrol car to the existing fleet, including
maintenance, is approximately $12,000 per year.
Currently, the Investigative Division has 15 Corporals, assigned as Detectives,
who are responsible for all follow-up investigations on criminal. activity. The
investigators are deployed in three major categories: crimes against persons,
crimes against property, and gang related crimes. They are assisted.,by two
police Officers, a Community Service Officer (CSO), and ciuili.an..support
personnel. The costs associated with the addition of one full=ti:me Detective
are as follows:
(1) The cost of one Corporal, including benefits, is approximately
$78,843 per year.
(2) The addition of one Detective vehicle to the existing fleet, including
maintenance is approximately $5,000 per year.
The current workload in the Police Department has been impacted by a
substantial increase in homicides, violent assaults, and gang related crimes.
This increase in workload, justifies the addition of both Patrol Officers
and Investigators, however, the current budget constraints dictate that minimal
or no funding would be available to staff these positions. With this in mind,
no recommendation is. made to Council_ on the viability of increasing current
staffing levels.
FISCAL IMPACT: Total cost of increasing the minimum staffing level"for Patrol
deployment by one Officer/vehicle is $377,904 per year.
Total cost of adding one full-time Investigator position is $83,843 per year.
