a) REQUEST FOR WAIVER OF COMPETITIVE BIDDING
Review staff report. Recommendation is that the City Council
waive competitive bidding for purchase of an undercover communica-
tions system on the basis that it would be impractical, useless
and uneconomical for the reason that only one vendor packages
and sells the equipment designed specifically for this use.
And further, on the basis that it would not be in the public's
welfare to go out to bid, we recommend that Council approve
the purchase of the Fargo Company F-2 Stealth System in an amount
not to exceed $8,500.00.

b) REQUEST FOR WAIVER OF COMPETITIVE BIDDING
Review staff report. Recommendation is that the City Council
waive competitive bidding for the purchase of the automatic
weapons on the basis that it would be impractical, useless,
and uneconomical for the reason that the handguns are designed
specifically for SWAT operations to the exclusion of other
handguns. Further, it would not be in the public's welfare
to go out to bid for this specialty item. We recommend that
Council approve the purchase of the Heckler and Koch 9mm, automat-
ic handgunsin an amount not to exceed $11,000.00.
