LOCATION: 1030 South Glendora Avenue
REQUEST: Request to demolish an existing 955-square foot single-family
Residence and construct a 1,850-square foot commercial building on a
7,497 square foot parcel located at the abovementioned address.
Lloyd Johnson spoke regarding this matter.
Motion by Castellanos, seconded by Blackburn, to adopt Resolution No.
14-5549, approving Precise Plan No. 13-02. Motion carried 5-0.
5. ADMINISTRATIVE USE PERMIT NO. 13-55
CATEGORICAL EXEMPTION
APPLICANT: Anthony Pei for East West Supermarket
LOCATION: 3650 South Nogales Street (Quail Ridge Shopping Center)
REQUEST: Request for the retail sales of alcoholic beverages within a
new grocery store. The grocery store is located within an area of "undue
concentration" as defined by the State Department of Alcoholic Beverage
Control. A neighboring resident submitted a request for a hearing.
Ried Floco and Herb Redholtz spoke regarding this matter.
Motion by Castellanos, seconded by Menefee, to adopt Resolution No. 14-
5550, approving Administrative Use Permit No. 13-55. Motion carried 4-
1 (Holtz opposed.)
6. CODE AMENDMENT NO. 13-05
GENERAL EXEMPTIOIN
APPLICANT: City of West Covina
LOCATION: Citywide
REQUEST: The proposed code amendment consists of certain
amendments to the Zoning section of the West Covina Municipal Code as
it pertains to donation drop boxes.
Motion by Holtz, seconded by Castellanos, to adopt Resolution No. 14-
5551, as amended. Motion carried 5-0.

7. STUDY SESSION — SUBCOMMITTEE FOR DESIGN REVIW
REVIEW OF POLICY
Motion by Menefee, seconded by Blackburn, to adopt Subcommittee for
Design Review Policy allowing staff to review and approve certain
development standards. Motion carried 5-0.
