APPROVAL OF MINUTES: Regular meeting, December 14, 2010 — The minutes
were approved as submitted.

Motion by Redholtz, seconded by Carrico, to approve the items listed. Motion
carried 5-0.

ADMINISTRATIVE USE PERMIT NO. 10-34
CATEGORICAL EXEMPTION
APPLICANT: Alex and Elizabeth Barba
LOCATION: 2123 East Cortez Street
REQUEST: The applicant is requesting approval of an administrative use
permit to allow a 564.5-square foot second -story addition to
an existing 2,138-square foot single -story house (including a
410-square foot detached two -car garage) located on a 9,864-
square foot lot. The proposal also includes a 637-square foot
first -story addition, a 260-square foot patio addition and a
50-square foot breezeway addition. The house with the
proposed addition will be 3,339.5 square feet (including the
410-square foot garage).
COMMENTS:
Alex and Elizabeth Barba, applicants, addressed the Commission in favor of the
request. No one spoke in opposition. There was a discussion by the Commission
regarding the recommendations by the Design Review Subcommittee.
Commissioner Stewart said that he was supportive of the interior portion of the
plan, but expressed his concern that the property is a corner lot. He said he would
prefer a single -story addition on this property.
Motion by Carrico, seconded by Redholtz, to adopt Resolution No. 11-5398,
approving Administrative Use Permit No. 10-34. Motion carried 4-1 (Stewart
opposed). -

D. NON -HEARING ITEMS

STUDY SESSION
POSTING AND NOTIFICATION
A study session to review and evaluate current Planning Commission guidelines for
posting notices on site and for mailing public notifications.
Staff recommends that the Planning Commission provide comment and direction as
appropriate.
COMMENTS:
Fred Sykes spoke regarding this matter. There was a discussion by the Commission
regarding how best to provide notification of public hearings to the public. It was
the consensus of the Commission that posting of the property would an effective
way to notify the ,public of proposals for wireless telecommunication towers. The
Commission also considered adding wireless telecommunications facilities to the
list of uses that require posting of the subject site. It was the consensus of the
Commission to direct staff to draft amendments to the "Posting of Public Hearing
Site Notice Standards" guidelines and agendize the issue for a future meeting.
Motion by Carrico, seconded by Redholtz, to direct staff to amend the list of
applications requiring posting of the subject property to include wireless
telecommunications facilities. Motion carried 5-0.
Motion by Carrico, seconded by Redholtz, to receive and file the remainder of the
report. Motion carried 5-0.

STUDY SESSION
PLANNING COMMISSION RESOLUTION NO. 567/STANDARD
CONDITIONS
A study session to review Planning Commission Resolution No. 567, which
establishes standard conditions for precise plans, and to consider revisions.
Staff recommends that the Planning Commission adopt a resolution approving
revisions to Planning Commission Resolution No. 567.
No one offered comment on this matter. After hearing the comments by staff
regarding the history of the resolution, it's purpose and the length of time it's been
in existence, it was the consensus of the Commission to adopt a resolution to
approve revisions to Resolution No. 567.
Motion by Redholtz, seconded by Holtz, to adopt Resolution No. 11-5399
approving revisions to Planning Commission Resolution No. 567. Motion carried
5-0.

of Azusa Avenue and Giambi Way.
