APPLICANT: Dr. David Dauer
LOCATION: 1531 South Alpine Drive
REQUEST: The applicant is requesting approval of a 5,860-square foot
two-story house on a vacant lot. The proposed house would
be 6,573 square feet, including an attached garage. A
request has been made to deviate from height standards.
Additionally, the applicant is requesting approval to
construct a 1,206-square foot freestanding elevated deck with
a maximum height of four feet at the rear of the home. The

applicant is also proposing four second -story balconies of 92
square feet, 47 square feet, and 41 square feet on the rear of
the home and 100 square feet on the northerly side of the
home. Additionally the applicant is requesting approval to
remove two trees.
COMMENTS:
Dr. David Dauer, applicant, and Roger Layman, architect, spoke in favor of the
project. No one spoke in opposition. There was a discussion by the Commission
regarding the proposed balconies and whether or not they would infringe upon the
privacy of other residents in the area. The Commission also discussed the
irregular shape and topography of the lot and concurred that a variance is
warranted to allow the home to be built.
It was the consensus of the Commission that the home was well designed and
would enhance the surrounding area.
Motion by Redholtz, seconded by Carrico, to adopt Resolution No. 10-5394,
approving Conditional Use Permit No. 10-06. Motion carried 4-0 (Holtz absent).
Motion by Redholtz, seconded by Carrico, to adopt Resolution No. 10-5395,
approving Variance No. 10-04. Motion carried 4-0 (Holtz absent.)
Motion by Redholtz, seconded by Carrico, to adopt Resolution No. 10-5396,
approving Administrative Use Permit, No. 10-09. Motion carried 4-0 (Holtz
absent).

CONDITIONAL USE PERMIT NO. 10-17
CATEGORICAL EXEMPTION
APPLICANT: Petsmart, Inc.
LOCATION: 2851 Eastland Center Drive
REQUEST: The project consists of a request for a conditional use
permit to allow the operation of a veterinary hospital within
a proposed PetSmart Store. The subject tenant space is a
portion of the former Circuit City building located at the
Eastland Center on the northeast corner of the San
Bernardino Freeway and Citrus Street.
COMMENTS:
Jeff Stewart, District Manager representing the applicant, spoke in favor of the
project. No one spoke in opposition. There was a discussion by the Commission
regarding the hours of operation of the veterinary office, access to the office and
whether animals would be boarded at the facility.
It was the consensus of the Commission that this use would be beneficial to the
community.
Motion by Carrico, seconded by Stewart,. to adopt Resolution No. 10-5297,
approving Conditional Use Permit No. 10-17. Motion carried 4-0 (Holtz absent).
D. NON -HEARING ITEMS

APPLICANT: Timothy Trimble
LOCATION: 1042 East Idahome
A request to allow an extension of time of a second unit previously granted by
the Planning Commission.
COMMENTS:
Tim Trimble, applicant, spoke in favor of the request. No one spoke in
opposition. There was a discussion by the Commission regarding the request for
an extension of seven years. The Commission considered granting an extension
for two years, five years and seven years. It was the consensus of the
Commission that a shorter extension should be granted. The Commission also
considered whether or not an addition could be made to the home to
accommodate Mr. Trimble's family members.
Motion by Redholtz, seconded by Carrico, to grant a five-year extension for
Conditional Use Permit No. 05-13 and Variance No. 05-05. Motion carried 4-0
(Holtz absent).

STUDY SESSION
POLICE REPORTING DISTRICTS
A study session to review information regarding Police Reporting Districts.
Staff recommends that the Planning Commission provide comment and direction as
appropriate.
COMMENTS:
Senior Planner Fabiola Wong presented the staff report outlining how police
reporting districts are created, and the reasons why they were created. In addition,
she told the Commission that police reporting districts were different from census
tracts. The Commission discussed how boundaries of each district were created
and how many districts there are, in the City of West Covina.
Motion by Sotelo, seconded by Redholtz, to receive and file the report. Motion
carried 4-0 (Holtz absent).
E. OTHER MATTERS OR ORAL COMMUNICATIONS

F. COMMISSION REPORTS/COMMENTS AND MISCELLANEOUS ITEMS
Redholtz — regarding the number of restaurants that closed in the past week.
Carrico - regarding loud music being played over the weekend at West Covina
Nissan.

Merced Avenue was withdrawn by the applicant.
