D-2a DATE: February 6, 2007 SUMMARY OF ACTIONS REGULAR MEETING OF THE PLANNING COMMISSION CITY OF WEST COVINA January 23, 2007 COMMISSIONERS PRESENT: Fisher, Redholtz, Sotelo and Thrasher ABSENT: Rozatti CITY STAFF PRESENT: Mclsaac, Yauchzee, Anderson, Li, Garcia and + de Zara APPROVAL OF MINUTES: Special Joint Meeting, January 9, 2007 Regular meeting, January 9, 2007 The minutes were approved as presented. A. OTHER MATTERS OR ORAL COMMUNICATIONS Bernie Wilner — regarding blighted condition of a property located on Hollenbeck between Vine and Cameron Avenues. B. CONSENT CALENDAR 1. FORTHCOMING PLANNING COMMISSION MEETINGS AND PUBLIC HEARING SCHEDULE Motion by Redholtz, seconded by Fisher, to approve the items listed. Motion carried 4-0 (Rozatti). C. CONTINUED PUBLIC HEARING ADMINISTRATIVE USE PERMIT NO. 06-46 CATEGORICAL EXEMPTION APPLICANT: Marco Diaz LOCATION: 1735 West Roseway Street REQUEST: The applicant is requesting as addition to an existing 1,193-square foot single-family home (including a 259-square foot attached garage). The addition consists of a 644-square foot first -story addition and an 853-square foot second -story addition, for a total of 1,497 square feet. The house with the proposed addition would be 2,690 square feet (including an attached 436-square foot garage). The project is located in the "Single -Family Residential" (R-1) Zone, Area Districi I. The project was continued from the December 12, 2006 Planning Commission meeting. COMMENTS: Marco Diaz, applicant, spoke in favor of the project. Joanne Wilner and Don Walthers spoke in opposition. The Commission also considered whether or not the home was occupied or vacant. It was the consensus of the Commission that the addition of the second story would not be harmonious with the surrounding area, since there were no other two-story homes in the area. Motion by Thrasher, seconded by Redholtz, to adopt findings as recommended by staff. Motion carried 4-0 (Rozatti absent). Motion by Thrasher, seconded by Redholtz, to waive further reading of the body of the resolution and adopt Resolution No. 07-5203, denying Administrative Use Permit No. 06- 46. Motion carried 4-0 (Rozatti absent). NEW PUBLIC HEARINGS (2) PRECISE PLAN NO. 06-17 TENTATIVE TRACT MAP NO. 62346, Revision 1 NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT APPLICANT: David Cook, WC Homes, LLC LOCATION: 1773 West San Bernardino Road REQUEST: The proposed project includes the development of a 6.45-acre (281,097-square foot) site with 158,443 . square feet of industrial/office condominiums, a 1,752-square foot parcel for a future cellular site, and 347 surface parking spaces. The proposed project is a revision of a previously -approved plan that included public storage on the rear portion of the site. The subject property was previously developed with a drive -through dairy, a commercial vehicle storage facility, and a single-family house. To facilitate the development of the project site, the following entitlements are required: .1. A precise plan for the development and architecture of the project site, as well as for joint use parking. 2. A tentative tract map to subdivide the 6.45-acre site into 89 lots: 70 industrial condominium air space lots, 18 office condominium air space lots, and a lot for the future cell site. Private driveways are also being proposed. COMMENTS: Craig Cook, Don Cook, Royall Brown, John Scheuplein, Lloyd Johnson and Joanne Wilner spoke in favor of the project. Royall Brown spoke in opposition. There was a discussion by the Commission regarding the proposed landscaping, signage for the individual businesses that will occupy the units, ownership of the property, whether or not the condominiums will be sold or leased and the marketability of self - storage units. The Commission also discussed whether or not the site. had been sufficiently cleared of potential environmental hazards. It was the consensus of the Commission that the proposed deletion of the storage units and addition of additional commercial condominiums would be beneficial to the city. The Commission also expressed their support of the project. Motion by Thrasher, seconded by Redholtz, to adopt findings as recommended by staff. Motion carried 4-0 (Rozatti absent). (3) ADMINISTRATIVE USE PERMIT NO. 06-60 CATEGORICAL EXEMPTION APPLICANT: _ Saul Gonzalez LOCATION: 1642 East Walnut Creek Parkway REQUEST: The applicant is requesting an addition to an existing 1,806-square foot single-family home (includes a 368-foot detached garage). The addition consists of a 360-square foot first -story addition and a 1,171-square foot second -story addition, for a total of 1,531 square feet. The house with the proposed addition would be 3,337 square feet. The project is located in the "Single -Family Residential" (R- 1) Zone, Area District I. COMMENTS: Saul Gonzalez, applicant, and Royall Brown spoke in favor of the application. Joanne Wilner spoke in opposition. The Commission considered the recommendations by the Design Review Subcommittee to use alternative materials on the, front elevation and install clerestory windows in the second story to protect the neighbor's privacy. In addition, the Commission expressed their support of the setback for the second- story addition. Motion by Thrasher, seconded by Fisher, to adopt findings as recommended by staff. Motion carried 3-1 (Redholtz opposed, Rozatti absent). Motion by Thrasher, seconded by Fisher, to waive further reading of the. body of the resolution and adopt Resolution No. 07-5207, approving Administrative Use Permit No.. 06-60. Motion carried 3-1 (Redholtz opposed, Rozatti absent). D. NON -HEARING ITEMS (1) STUDY SESSION SINGLE-FAMILY HOME DESIGN REVIEW PROCESS This study session is meant to provide information on the existing process required of single-familyresidential additions, including code requirements and Subcommittee criteria. COMMENTS: Joanne Wilner, Bernie Wilner, Royall Brown and Sheena Heng addressed the Comriiission regarding this matter. There was a discussion by the Commission regarding the current guidelines and design review process. Staff also spoke regarding current Municipal Code requirements, the types of additions that require review and the findings that must be met in order to approve or deny a proposed addition. In addition, staff informed the Commission that questions regarding additions to single-family homes are received on a daily. basis. The Commission considered how best to provide staff with guidelines to provide direction to the public. In addition, the Commission expressed their desire to review and approve each proposal on a case -by -case basis. It was the consensus of the Commission to hold another study session on this matter in the next four to six weeks to discuss this matter further. E. OTHER MATTERS OR ORAL COMMUNICATIONS None F. COMMISSION REPORTS/COMMENTS AND MISCELLANEOUS ITEMS , , (1) 1. CITY COUNCIL ACTION: January 16, 2007: -Planning Commission denial of Conditional Use Permit No. 06-09, Tentative Tract Map No. 65593, Variance No. 06-01, 2900-2944 East Virginia Avenue was overturned. February 6; 2007: -Cameron Park Master Plan No. 4 will be considered. (2) PLANNING DIRECTOR'S REPORT: None G.
