CONTINUED PUBLIC HEARING (1) ADMINISTRATIVE USE PERMIT NO. 06-46 CATEGORICAL EXEMPTION APPLICANT: Marco Diaz LOCATION: 1735 West Roseway Street REQUEST: The applicant is requesting an addition to an existing 1,193- square foot single-family home (including a 259-square foot attached garage). The project consists of a 644-square foot first -story addition and a 1,433-square foot second -story addition, for a total of 2,077 square feet. The house with the proposed addition would be 3,270 square feet (including attached 436-square foot garage). The project is located in the "Single -Family Residential" (R-1) Zone, Area District I. COMMENTS: Marco Diaz, applicant, and Julian Velasco, property owner, spoke in favor of the application. Donald Walters spoke in opposition. There was a discussion by the Commission regarding the proposed size of the house and the recommendations by the Design Review Subcommittee. The Commission also considered the size of the lot, the proposed square footage of the addition, the proposed lot coverage and whether or not this home would be harmonious with the surrounding area. It was the consensus of the Commission that the home was still too large for the surrounding area. The Commission also expressed their preference for a single - story addition, rather than a two-story home. The applicant requested that this matter be continued to allow him time to work with staff to reduce the proposed square footage of the home. Motion by Sotelo, seconded by Fisher, to continue this matter to January 23, 2007. Motion carried 4-0 (Thrasher absent). NEW PUBLIC HEARINGS (2) CONDITIONAL USE PERMIT NO. 06-22 CATEGORICAL EXEMPTION APPLICANT: Daniel Chen LOCATION: 1551 South Alpine Drive REQUEST: The applicant is requesting an addition to an existing 4,730- square foot two-story, single-family home (including a 707- square foot garage). The proposal is to add a 517-square foot first -story and a 408-square foot second -story addition. The house with the proposed addition will be 5,655 square feet (including a 707-square foot garage). Additionally, the applicant is proposing to add two second -story decks: 234 square feet and 102 square feet at the rear of the home. The project is located in the "Single -Family Residential" (R-1) Zone, Area District V. COMMENTS: Edward Fong, representing the applicant, spoke in favor of the proposal. No one spoke in opposition. Mr. Fong also answered questions by the Commission regarding the proposed addition and the existing deck. It was the consensus of the Commission that the proposed addition would be harmonious with the surrounding neighborhood. Motion by Redholtz, seconded by Sotelo, to adopt findings as recommended by staff. Motion carried 4-0 (Thrasher absent). Motion by Redholtz, seconded by Sotelo, to waive further reading of the body of the resolution and adopt Resolution No. 06-5196, approving Conditional Use Permit No. 06-22. Motion carried 4-0 (Thrasher absent). (3) ADMINISTRATIVE USE PERMIT NO. 06-53 CATEGORICAL EXEMPTION APPLICANT: Don C. Quinine LOCATION: 3577 East Hillhaven Drive REQUEST: The applicant is requesting approval of an administrative use permit for an addition to an existing single-family residence. The proposal consists of a 1,069-square foot first -story addition and a 697-square foot second -story addition, for a total of 1,766 square feet. The house with the proposed addition would be 3,489 square feet. The project is located in the "Single -Family Residential" (R-1) Zone, Area District IIA. COMMENTS: Jaime Jaffo, property owner, and Don C. Quinine, applicant, spoke in favor of the project. Royall Brown spoke in opposition. The property owner submitted pictures to the Commission to illustrate the fact that the slope limits his ability to add on to his home. There was a discussion by the Commission regarding the privacy of the adjacent residents, the size of the proposed addition, staff s recommendation to remove the balcony and the slope of the property. It was the consensus of the Commission that, while they supported the second - story addition, the square footage of the second story should be reduced. The applicant requested that this matter be continued to allow him time to meet with staff and modify the proposed plans. Motion by Redholtz, seconded by Sotelo, to continue this matter to January 9, 2007. Motion carried 4-0 (Thrasher absent). D. NON -HEARING ITEMS None E.
