SUBJECT: UPDATE ON DOWNTOWN MASTER PLAN
RECOMMENDATION:
Staff recommends that the City Council receive and file this report.
DISCUSSION:
On January 4, 2005, Councilmember Hernandez requested an update report on the status of
the Downtown Master Plan project. On January 6, 2005, staff held a kick-off meeting and
strategy session with the City's consultant, Studio 111, and their team of sub -consultants.
Among the issues discussed were the following:
Plans for Kohl's department store on the Wickes site and how this proposal will
dovetail with the more comprehensive planning for the area.
2. Preparing apreliminary market analysis for the study area.
3. Issues and challenges involving the traffic analysis to be prepared for the study.
4. The public participation process.
The first task in the overall project is the preparation of a preliminary market analysis. by
economic sub -consultant, Economic Research Associates. This will provide the baseline of
information as to the types and intensities of uses (retail, office, residential) that can be
supported in the study area. This completion of this analysis is instrumental to the public
participation process and developing the land use plan.
Particular attention was also given to the issue of public participation as this was something
that had been stressed by the Council and will be key to preparing a successful plan. Staff
had already taken the step of hand delivering a brief overview of the proposed conceptual
plan to businesses in the study area.
The beginning of the public participation process will entail two main parts: (1) meetings
and interviews with key stakeholders, property owners, and business operators in the area;
and (2) the first of two community workshops. Tentative dates were selected for both of
these: February 3 and 7 for the stakeholder meetings, and March 9 for the community
workshop. The community workshop is proposed to be held at the Cameron Park
Community Center. Staff is also planning to utilize all available forms of informing the
public of the meetings and the project, including the City's web site, cable television,
newpaper ads, and direct mailings. The community meeting will also be videotaped for
broadcast.
The scheduling of the meeting dates is consistent with the timeline proposed for the project,
which called for the first community workshop to be held by the two -month mark from the
beginning of work on the project. The timeline calls for the draft plan to be ready;for public
hearings within six months.
