C-2 .DATE February 3, 2004 GALSTER PARK MASTER PLAN, AMENDMENT NO.1 RECOMMENDATION: The Planning Commission, Community Services Commission, and staff recommend that the City Council adopt the following resolution: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING GALSTER PARK MASTER PLAN, AMENDMENT NO. 1 The Community Services Commission and staff further recommend- that the City Council: (1) approve the report on the amendment to the Galster Park Master Plan by David Evans and Associates; and (2) approve the release of a request for proposals (RFP) for the hiring of an architect to. prepare the construction documents. DISCUSSION: Galster Park is located east of Aroma Drive and south of Galster Way and is approximately 43 acres. The park includes an upper and lower parking area, a tot lot, and primary and secondary trails. Secondary trails are designed at 4 feet in width and in intended only for hikers. Primary trails are designed to be 12 feet width and provide access for both hikers and all -terrain vehicles (ATV's). In addition, the park includes a girls camp located in the central portion of the park and a boys camp in the southerly portion of the park. Most of the park is left in a natural condition. Proposed Rehabilitation and Restoration The proposed park master plan amendment entails the rehabilitation and restoration of the existing recreational facilities at Galster Park. The improvements included within the park master plan amendment are listed on the conceptual plan legend (see attachment) and are not numbered in order of priority. The project includes the rehabilitation of an existing trail, camp facility, including minor grading and clearing, upgrading the existing restroom facilities, installation of new picnic tables and chairs, benches, lighting, fencing, and irrigation. A 600-square foot canopy is proposed to provide a nature center for groups to meet. The project will not result in the removal of trees or native vegetation. Grant Timeline Construction of the improvements included as part of the Park Master Plan Amendment will be funded through three different grants that have been awarded to the City. In order stay within available grant funding limits, facilitate construction, and comply with grant timelines, the improvements have been divided into phases to be administered by City staff. The project will consist of five phases, which are discussed in detail within the David Evans Associates report attached (Attachment "A" ). One of the three grants is from The Rivers and Mountains Conservancy (RMC). The amount of the RMC grant is $476,000. It should be noted that this grant has a specific scope of work and needs to be implemented in a timely manner. Any changes to the grant elements requires approval by the RMC prior to implementation. Galster Park Master Plan Amendment 1 February 3, 2004 — Page 2 Y Additional Trail Connections The currently -proposed Galster Park Master Plan Amendment pertains only to the existing physical limits of Galster Park, which.includes the improvement of trails through the park. In order to provide a more comprehensive trail system, it has been proposed to further develop a trail that would link up to the Galster Park trail system at the park's southerly boundary (No. 16 on the conceptual plan) and extend around the proposed West Covina municipal golf course on the former BKK property and through City -owned open space properties. This trail would eventually link up to existing County trails and City of Walnut trails to the east (see attached map). Staff is currently investigating the opportunity to utilize the grant funds that have been awarded to the City for this purpose. In order to use the grant funds, it will be necessary to formally expand the physical area of Galster Park into some of the City -owned open space lands to the east. It is therefore staff s intent to request that the City Council initiate proceedings to adopt a further park master plan amendment and change the zoning of the required areas from "Single -Family Residential' (R-1) to "Open Space" (O- S). This requested action (through the adoption of a resolution) will be brought forward to the City Council in the near future. FISCAL IMPACT: It is not anticipated that the proposed amendment to the park master plan will have any fiscal impact to the general fund in that improvements to be undertaken will be paid for with grant funds and not City general funds or park improvement funds. Funding for the next step in the Galster, Park project will involve a request to release a request for proposals (RFP) for the hiring of an architect to do construction documents. Available funding for this part of the project can be appropriated from available grant funds in the amount of $916,293.60. PLANNING AND COMMUNITY SERVICE COMMISSION DISCUSSION AND RECOMMENDATIONS: On January 13, 2004, the Community Services and Planning Commissions held a joint meeting regarding this matter. Several commissioners expressed concerns regarding the lack of security at the park and that security should be the priority element. Staff expressed the need to obtain further information from grant sources to add security to the park because the current grant sources do not allow for security improvements in their intended scope of work. The Planning Commission recommended that they reserve the right to make future changes to the master plan and to incorporate security as the priority. Several, members of the public expressed the same concern for security and surveillance at the park and the need for the Community Services Department and the Police Department to collaborate on a security plan. (Attachment 3 provides more detail on Community concerns). The Planning Commission recommended approval of Galster Park Master Plan Amendment No. 1 on a vote of 5-0. The Community Services Commission recommended approval of Galster Park Master Plan Amendment No. 1 and the report on the Park Master Plan Amendment by David Evans & Associates on a vote of 8-0. Pursuant to Pursuant to Section 15304 of the California Environmental Quality Act (CEQA) of 1970, the proposed project is considered to be categorically exempt (Class 4, Minor Alteration to Land) in that it consists of rehabilitation and renovation of the existing camp and park facilities at Galster Park. This funds, it �s nece spry g p report documents the activities undertaken during the Master Plan Process and describes the Conceptual Master Plan, which is to be the basis for future construction in the park. It does not address specific design details, as these efforts are more appropriate to later phases of the project. The first step is to determine how best to 'restore the park to its original condition so that it can be used, appreciated, and provide a safe environment. The specific design details and how the project will be constructed are the work of the next phase. Further information such as meeting minutes can be found in the appendices. i Kick Off Meeting A preliminary meeting was held with the City to determine the final scope and schedule of the project and to acquire available files concerning the park. The City provided copies of the available files from both the Planning and Community Services Departments. The records were extensive and included information back to the early 1960s. Meeting minutes are 'included as Appendix `A'. Background The first step in the process was to conduct research to determine the work effort to date. Included in Appendix `B' is a synopsis of the available records. Briefly, the Galster family donated the parkland in the 1960s. At that time, a landscape architect was chosen who completed a master plan. Many of the improvements were completed and the park was dedicated in 1971.. While the nature center area was identified as a proposed feature, it was not constructed at that time. The Galster family was still in the area at the time and there is no correspondence to indicate that the master plan efforts "were in opposition to the wishes of the family. In the 1980s, a second master plan was completed. Improvements included relocating the lower parking lot to the western boundary of the park, construction of the proposed nature center from the previous master plan, and construction of an amphitheater adjacent to the playground area. See Appendix `C'. The improvements outlined in this second master plan were not implemented, presumably due to a lack of funding. Currently, Galster Park provides two types of user experiences: 1) a more traditional park on the eastern portion with a tot lot, lawn and picnic areas, restrooms, and a look out tower; and 2) wilderness trails and camping. The planting on the eastern portion of the park is in good condition and provides a pleasant appearance. The Restroom/Look out Tower building has been recently renovated and also is in good condition. The remainder of the park includes the two camping sites, one fenced ("Girls' Camp") and another which is not fenced (`Boys' Camp"), a lower parking area and a trail system. The campsites each have a restroom/shower facility that is locked and not functioning. The trails are overgrown and eroded. Fencing around the Girl's Camp has holes in it and is unattractive. The park's perimeter fence also has areas, which need to be repaired. Appendix `D' shows a map of Galster Park as it currently exists. How the trails will connect will be determined in the future as the BKK site is developed and staff works closely with adjacent agencies. 'Trails connections outside of Galster Park are beyond the scope of the Conceptual Master Plan and will be addressed in future phases. Meeting minutes are included as Appendix `E'. Conceptual Master Plan Based on the meeting with staff, a Conceptual Master Plan (Appendix `F) drawing was developed. This drawing was intended to localize improvements, enabling staff to then give priority as to which improvements would be completed with the grant funds available and also give staff the ability to focus grant application efforts with specific project goals in mind. The focus of this Master Plan Amendment is to conceptually determine what improvements are to be constructed with the available grant funds. The specifics of constructing these elements and details of what type the construction materials should be, such as the type of fencing material, style of benches, the construction of signage, etc. is to be determined in subsequent phases. The following goals were determined for the Conceptual Master Plan: • Maintain the wilderness environment • Provide a safe experience for visitors • ; Determine the most effective use of grant funds currently allocated to Galster Park Goal 1: Maintain the Wilderness Environment The.Conceptual Plan proposes to restore the original trails system. At this time, additional trails or switchbacks are not proposed for two reasons: 1) There is not enough available funding to construct new trails and 2) Construction of new trails would entail CEQA compliance including either a Negative Declaration or a full Environmental Impact Report. There is not funding available for environmental documentation. Repair of existing facilities does not necessitate environmental documentation. The existing trails include both a 12' multi -use trail and 4' hiking trail. Erosion had occurred in many areas and needs to be addresses. By providing low impact water bars and drainage features, grading the original trails and trimming back overgrowth, the area would become more usable. By restoring the existing 12' trail to the girls camp access by truck would provide compliance with ADA. An existing 12' trail from the upper tot lot area provides ADA accessibility to the proposed nature area. The entire park is not required to be fully ADA accessible. The two existing camping areas, locally known as "Girls' Camp" and "Boys' Camp" have become overgrown and neglected. The restroom facilities are not functioning and are locked. The Conceptual Plan proposes to enhance the plantings and restore paving surfaces where they exist, such as in the lower parking lot. The paving material has yet to be determined and would be explored in a later phase. The drainage facilities that are an unattractive focus at the entry to the lower parking lot would be reconfigured and an attractive entry sign with appropriate landscaping would be installed. The existing spring and stream located near the lower parking lot, would be restored, a pedestrian crossing installed, and the drainage facilities located at the lower parking lot entrance would be upgraded: Grant funds were specifically given to the City for the purpose of restoring and preserving the existing stream. Goal 2: Provide a Safe Experience for Visitors The Conceptual Plan proposes that the perimeter fencing be repaired. In visible areas, it is proposed to provide a more decorative, tubular steel fencing rather than the existing chain -link. This includes the entrance to the Girls' Camp, as well. The majority of the fencing would be retained and repaired, as needed, rather than replaced for cost reasons and to limit the amount of construction damage to the natural areas. Security cameras, additional park personnel, and security gates have been proposed by the community. These construction details will be addressed in later phases and are beyond the scope of the Conceptual Master Plan. Additionally, by restoring the trails and creating a more hospitable environment, it is the hope that there would be more visitors to the park and fewer incidents of undesirable activity. _ Goal 3: Determine the most effective use of grant funds currently allocated to Galster Park ` A preliminary cost estimate was developed for use by City staff in determining the amount of . funding necessary to construction the proposed improvements. The City has been awarded grant funding for the restoration of'Galster Park. These funds cannot be used until the City approves the Conceptual Master Plan. This phase of the project would allow the City to move forward with restoring the trails, stream restoration, and perimeter fencing. Should funding be available, the restrooms would be repaired and the nature center area would be constructed. Additional security measures and recreational programming would be addressed by the appropriate City departments in the next phase and during construction. The Master Plan and Cost Estimate are attached as Appendix `F'. Community Meeting The next step.in the process was to meet with the.public to gain input for the project. The City was seeking to ascertain the community's concerns and priorities. Appendix `G' includes the PowerPoint presentation introducing the project. The meeting was well attended with approximately 30 individuals present from the community. Each person was given the opportunity to express their concerns. City staff presented the budget items and their recommendation for prioritization. The public was invited to comment. Issues were raised in a similar vein as at the previous community meeting and again the public comments were centered around issues that will be addressed in later phases such as security measures, construction materials, and other construction details. The commissions continued the item to a site visit held on November 1, 2003. Meeting Minutes from the joint meeting are attached as Appendix 'J'. Recommendation The City does not have enough available funding to complete all proposed improvements. Based on the Conceptual Site Plan (Appendix `F') Feature Legend, the following phases are proposed: • Phase 1: Adoption of the Conceptual Site Plan and Master Plan Amendment • Phase 2: Development of Construction Drawings for all proposed park improvements listed in the Conceptual Plan Feature Legend. • Phase 3: Construction of improvements to Galster Park which restore the park to its original condition when it was opened in 1971. These include restoring the existing 12' trail and existing 4' trail with benches along the trails, restoring the Girls' Camp and restroom, repairing the fencing and other security measures as determined during the development of the design documents. General clean up of the Boys' Camp will take place during this phase, but the Boys Camp restrooms will not be repaired at this time. Stream and drainage improvements will be construction near the lower parking lot and drainage improvements at the lower entry with enhanced signage will be constructed at this time. • Phase 4: Construction of the nature center and associated trail connections, signage, and kiosks. Galster Park trails will be connected to adjoining Los Angeles County trails, the BKK site, and adjacent trails in the City of Walnut. • Phase 5: Restoration of the Boys' Camp and upper wilderness area and the upper restroom and construction of the proposed new secondary pedestrian trail. Modification of the existing ftrail up to the Boys' Camp top include switchbacks will be considered at this time. The City has been awarded grant funds to complete improvements to Galster Park. Improvements to the park have been proposed, primarily to restore the park to the condition when it was originally opened in 1971. Available grant funding will not complete the entire project. The first priority should be to restore the trails to a usable condition and provide appropriate drainage features as shown on the Conceptual Master Plan to reduce the potential for trail erosion in the future. Grant funding was specifically given for the restoration of the trails and the stream near the lower parking lot and must be used for that purpose. During the construction document phases, the numerous details would be worked out regarding the specific materials and solutions necessary to restore the facility to a more desirable place to be. At this juncture, the conceptual phase, it is more appropriate to determine what improvements will be completed first rather than becoming side-tracked in the details of how they will be constructed. It is recommended that this report and the Conceptual Master Plan be adopted by City Council as a first step in the restoration of Galster Park, allowing staff to proceed with the development of construction plans and specifications for the restoration of the trails, fencing, and camping areas. I would like to take a few minutes to respond to your suggestions/comments listed below: • .. COMMENT: The park is to be user. fee FREE to the community. Therefore one cannot charge to use it for picnics or other large activities. It is questionable even if a fee can be charged for the nature programs that are now a fee activity at the park. It will take a legal interpretation to determine that and/or the consent of the trustee of the Galster Foundation. • RESPONSE: Not only does the Grant Deed state that no fees can be charged, the primary funding source County Park Bond, states the same. • COMMENT: We were surprised to discover that both the Girl Scout 3-acre site as well as the Boy Scout 3-acre site has to be enclosed by a 5-foot high chain link fence with barbed wire on top. Suggestions that there be wrought iron fencing in the park are not allowable improvements. The Deed calls for a 6-foot high chain link fence with double barbed wire on top to surround the entire park. The fence needs to be along the street so after some tree pruning the viewing from the grassy picnic area would give the desired open view. • RESPONSE: You are correct. The boy's site is not fenced (at least from what I can see). You are also correct in your interpretation of the 6-foot link fence with double barbed wire on top to surround the entire park. Your suggestion as to the location of the fencing will definitely be taken into consideration. Additionally, the following is the City Attorney's quotation on the barbed wire: "Although the barbed wire is "a condition of the deed".....it is my belief that it is not a material condition and therefore the removal of the barbed wire for safety reasons, should not trigger a reversion. of the property." • COMMENT: The only persons that can use the Girl Scout site. are girl groups, but the West Covina Girl Scouts,(Spanish Trails) has first priority, then Girl Scouts of America, then other girl organizations. As we understand from our reading, we would not be able to walk or go birding or use the tower in their area as these sites are for their exclusive use. The same holds true for the Boy Scouts, though we did not notice the same conditions re boys groups in the Amendment. We don't think the boy's area has ever been fenced in and the girl's area has usually been open to others. The Deed::also .specified.where. each of the. boys and girls 3-acre sites would be located. The boys' acreage was not as well designated as the girls'. This means that the suggestion to move the boys' site elsewhere in the park is not likely without the consent of the trustee. 1 5. The spring water and the runoff water should be re -circulated back up the hill to a pond to create the illusion of a flowing sm trearather than go to the ocean via the street drain. 7. The remainder of the park should be left the wildemess that it was designated to be. RESPONSE: All of your suggestions have been talked about for inclusion in the amendment. Please be assured that they will be taken into account as the Amended Master Plan is developed. • COMMENT: Are the Girl Scouts and Boy Scouts aware of their responsibilities in this park that are spelled out in the Deed and the Amendment? Also, do all boys' and girls' groups in. the area know of the availability of this facility? • RESPONSE: It is my understanding is that the scout troops that do use the park at this time are very few in number. I would also suggest that until the park is brought up to "snuff' if you will, the City will not publicizes its availability. Also, you might remember that a representative from Boy Scouts was at the community meeting and expressed his excitement about the possible ways that scouts could be a part of this project. Following that meeting, staff spoke with the Scout Master about options for Boy Scouts in this project. These options ranged from actual assistance in the construction of trails and campsite amenities, to programming after the project has been completed. Additionally, a meeting was held with both the Girl Scout and Boy Scout leaders to talk about project options. Ideas for joint projects in both the construction and the programming of the facility were shared. • COMMENTS: Does a fire truck or maintenance truck require a 12 foot wide roadway? If not, then the yellow path should be narrower. • RESPONSE: West Covina Fire Department has been involved in the process from the beginning and will have additional input on necessary roads and accesses needed to keep the Park safe. The Fire Marshal has walked the site with .staff and will be instrumental in the development of the trails. 3 • RESPONSE: You are correct in your original interpretation of the Grant Deed. It does state that: "Approximately one acre of said area shall be set aside for the exclusive us of the Girl Scouts of America' so 1ong: as `they -'shall :desire to make' use of "the same..::..". in October of 2003, staff ' met with the Spanish Trails Girl Scout Administrator at the campsite. After sharing options '(exclusive use, preferential use, or release of the area), she said that she felt the Scouts would prefer "preferential use". Following a meeting that she held with the Spanish Trail Girl Scout Board of Directors, a letter was sent to the City formally approving their wish to receive preferential vs. exclusive use of the campsite. COMMENT: The Deed also calls for a sign with rock as specified in the Deed to be placed at the main entrance to the park. We would say that it should be located at the street as you enter the eastern entry to the park. We saw that the City has placed a monument .at the bottom westerly corner. We are sorry to say that we don't think such a sign is permissible. It certainly does not have a natural look which is to be the ambiance of the park. Also the Galster monument is located up in the parking lot by the grassy plateau. This is not the correct place, according to the Grant Deed. • RESPONSE: Prior to the. installation or relocation of the "monument", staff will insure that it is done appropriately, meeting restrictions/expectations or criteria as" set in the deed/deed amendment. . • COMMENT: Because the City now has. the property to the south of the park, there needs to be an awareness that no road can go out there except for fire protection. The Deed says that entries are to be on the north and west and no road can go completely through the park. We are surprised that the consultants did not utilize the restrictions that appear in the Deed and its Amendment. The conceptual site plan presented shows development that is not permissible and leaves out the designation for the boys' campground. The suggestions that the public made at the meeting could have been fielded then if all those responsible for the project knew the details of the restrictions that Galster placed on the property. __•._:_RESPONSE —The--City''-s--consultant-is-very---awar-a-of--the-restrictions.--The--community input - meeting was designed to accept all suggestions, with the understanding that final decisions would be based on the findings related to the Foundations status. • COMMENT: Here again are some of the ideas that we expressed at the meeting: 1. The park should be designated smoke -free for health and safety. 2... There should be switch back paths to diminish the steep grade that exists when using the "road" trail. 3. Logs or some other natural material should be along the trails for one to sit down to rest, meditate, or observe. 4.:, Currently, there .is;anunstable, loose; soil area -between #12 and the,yellow road path where people climb the short distance up to the road to make a circle path or get to the girls' campground. 14 ----�ATTACH MENT 6-� ----- --__. Issue: , Security is addressed as "protection of open space and Riparian Habitat" in the Rivers and Mountains own grant project listed in their own web site. Therefore, by their own reference, should be a key component for grant expenditure. Response: Per the application and guidelines of the grant, security is a key component as it affects the natural habitat. RMC's response to this was two fold: 1) Primary security is to protect the natural. habitat and 2) Other security would be reviewed and monitored for its impact on the natural habitat. 2. Issue: "Park prioritization improvement components, " documents, attached to the October 14, 2003 staff report showing various cost categories shows the nature area of 20, 000 sq. ft. with a cost of $200, 000 is not meeting the objective of enhancement of trails nor preservation of open space. Response: You are correct, the size and cost of the nature area was inaccurate. The figures will be corrected to reflect a 2,000 sq. ft. nature area at a cost of $20,000'. The nature center is an approved project component submitted to the RMC for funding and as such is a legitimate component of the project for the enhancement of trails. 3. Issue: The existing Nature Trail was not even mentioned with respect to preservation or enhancement Response: Your observation is correct. We believe the funds from the various grants should be utilized to enhance the park's appeal to the public as a nature wilderness center with emphasis on hiking, birding, meditation, and quiet observation of flora and fauna. Large group picnics, BBQ's, group sports activities, and other typical urban park social activities ARE NOT appropriate for a wilderness park, as they create too much noise and disturb the environment. • RESPONSE: We couldn't agree with you more! With that in mind, you may rest assured that we will do all possible to maintain its natural appeal. ADDITIONAL RESPONSES: • On August 27, 2003 you sent an e-mail to Steve Samaniego, Community Services Director, sharing your frustration, dismay about the level of vandalizism and other safety issues at Galster. Response: The scope of work David Evans and Associates (DEA) involvement in the project was to work with City staff, conduct a public presentation, be available at the commission meetings to respond to technical questions, and compile meeting minutes and exhibits in a form for the City to use as a basis for future restoration and development of the park. --- 9. Issue: November 1, 2003 Community Services Commission minutes totally misquotes that Mr. Brown supported the Architects idea. Mr. Brown supported a series of separate suggestions. Also the motion made by the Commission is not correct. Following are stafFs responses to the issues and suggestions that you shared at that meeting: 1. Issue: Security is the number one priority. 2. Response: Staff is very aware of this and is working with police and funding sources to determine what would be an acceptable form of security. Additionally, the use of cameras is also being studied to determine what would be most effective in helping to prevent vandalism as well as to help insure security. This is a priority issue of both Commissions and citizens and will remain a priority for staff. 3. Issue: The entire park needs to be fenced, not just portions. This would also help alleviate vandalism and aid in security. Response: The issue of fencing will be a part of the construction phase of the project and staff anticipates bringing it as a priority need. 4. Issue: Trails are a priority, but there is a need to look at the trails proposed as "main trails ". On the map, trails are listed as `Primary" and "Secondary" based on the trails width, not importance. With that in mind, we (the Wilner's) recommend that the secondary trail (shown in pink) be one of the first trails constructed to allow for access to point "16"on the map. Response: The determination of which trails will be priority and these decisions will be made during the construction drawing phase and your input and recommendation will be considered. 5. Issue: There is a need for a trail to connect the nature area to the trail going to the girl's camp (feature legend numbers 11 & 12). Response: Your point is well taken and will be considered. 6. Issue: The budget set for this project has an error in the nature center costing: What was stated was a "20,000 ft nature center, " which should be 2,000 ft at a cost of $20,000, not $200, 000. Response: The size of the nature area and the actual cost will be corrected in the final budget presentation. 7. Issue: Prioritization of components on the Conceptual Site Plan need to be Reviewed. Our (the Wilner's priority list would be the following: 1. Security, including total fencing of the park and removing of fencing at trail #8, to be replaced with a seating wall. 2. Introduction Galster Park is a unique amenity within the City of West Covina. Approximately 53 acres in area, it provides a wilderness experience within the confines of the urban environment. Originally dedicated in 1971; the park,,has fallen into -disrepair. Erosion and budgetary problems in the 1980s forced park closures. ,Vandalism and undesirable activities have prompted concerns over safety and security. The City has successfully acquired grant funding in an amount close to $900,000 for the renoyation of Galster�Park. In order to be able to utilize the available grant ` ftinds, it is necessary to amend the two previous Master Plans and bring them up to date. This report documents.the activities undertaken during the Master Plan Process and describes the ' Conceptual Master Plan, which is to be the basis for future construction in the park. It does not address specific design details, as these efforts are more appropriate to later phases of the project. The first step is to determine how best to restore the park to its original condition so that it can be used, appreciated, and provide a safe environment. The 'specific design details and how the project will be constructed are the work of the next phase. Further information such as meeting minutes can be found in the appendices. Kick Off Meeting A preliminary meeting was held with the City to determine the final scope and schedule of the ' project and to acquire available files concerning the park. The City provided copies of the available files from both the Planning and Community Services Departments. The records were extensive and included information back to the early 1960s. Meeting minutes are included as ' Appendix `A'. Background ' The first step in the process was to conduct research to determine the work effort to date. Included in Appendix `B' is a synopsis of the available records. Briefly, the Galster family donated the parkland in the 1960s. At that time, a landscape architect was chosen who completed a master plan. Many of the improvements were completed and the park was dedicated in 1971. While the nature center area was identified as a proposed feature, it was not constructed at that time. The Galster family was still in the area at the time and there is no correspondence to indicate that the master plan efforts were in opposition to the wishes of the family. In the 1980s, a second master plan was completed. Improvements included relocating the lower parking lot to the western boundary of the park, construction of the proposed nature center from the previous master plan, and construction of an amphitheater adjacent to the playground area. See Appendix t `C'. The improvements outlined in this second master plan were not implemented, presumably due to a lack of funding. Currently, Galster Park provides two types of user experiences: 1) a more traditional park on the eastern portion with a tot lot, lawn and picnic areas, restrooms, and a look out tower; and 2) wilderness trails and camping. The planting on the eastern portion of the park is in good condition and provides a pleasant appearance. The Restroom/Look out Tower building has been recently renovated and also is in good condition. The remainder of the park includes the two camping sites, one fenced ("Girls' Camp") and another which is not fenced ("Boys' Camp"), a lower parking area and a trail system. The campsites each have a restroom/shower facility that is locked and not functioning. The trails are overgrown and eroded. Fencing around the Girl's Camp has holes in it and is unattractive. The park's perimeter fence also has areas, which need to be repaired. Appendix `D' shows a map of Galster Park as it currently exists. City staff members from many different departments were present to give the project focus and direction. Each department brought up concerns, suggestions, and ideas. This information became the basis for the conceptual.plan developed subsequently. The general consensus from the meeting with staff was supportive for restoring`the park -to its function as a wilderness park. Trail connections through ' the park and to adjacent' -sites including the former BKK landfill site, Skyline Trail, and 'Schabaru`m Trail-twere indicated as important to the regional context and connections to Galster ' Park. How the trails will connect will be determined in the future as the BKK site is developed and staff works closely with adjacent agencies. Trails connections outside of Galster Park are beyond the scope of the Conceptual Master Plan and will be addressed in future phases. Meeting minutes are included as Appendix IF. Conceptual Master Plan Based on the meeting with staff, a Conceptual Master Plan (Appendix `F') drawing was developed. This drawing was intended to localize improvements, enabling staff to then give priority as to which improvements would be completed with the grant funds available and also give staff the ability to focus grant application efforts with specific project goals in mind. The focus of this Master Plan Amendment is to conceptually determine what improvements are to be constructed with the available grant funds. The specifics of constructing these elements and details of what type the construction materials should be, such as the type of fencing material, style of benches, the construction of signage, etc. is to be determined in subsequent phases. The followinggoals were determined for the Conceptual Master Plan: g p ' • Maintain the wilderness environment • Provide a safe experience for visitors • Determine the most effective use of grant funds currently allocated to Galster Park Goal 1: Maintain the Wilderness Environment The Conceptual Plan proposes to restore the original trails system. At this time, additional trails or switchbacks are not proposed for two reasons: 1) There is not enough available funding to construct new trails and 2) Construction of new trails would entail CEQA compliance including ' either a Negative Declaration or a full Environmental Impact Report. There is not funding available for environmental documentation. Repair of existing facilities does not necessitate environmental documentation. The existing trails include both a 12' multi -use trail and 4' hiking ' trail. Erosion had occurred in many areas and needs to be addresses. By providing low impact water bars and drainage features, grading the original trails and trimming back overgrowth, the area would become more usable. By restoring the existing 12' trail to the girls camp access by truck would provide compliance with ADA. An existing 12' trail from the upper tot lot area provides ADA accessibility to the proposed nature area. The entire park is not required to be fully ADA accessible. The two existing camping areas, locally known as "Girls' Camp" and "Boys' Camp" have become overgrown and neglected. The restroom facilities are not functioning and are locked. The Conceptual Plan calls for the restoration of these campsites and buildings to their original condition. An open-air pavilion with a solid roof would shelter visitors and provide seating for education activities. It is hoped that at a future date the pavilion could be enclosed to provide a classroom facility��-The nature center area is proposed to be the trailhead for ' interpretive -trails. Signage would be provided to highlight the native plants and indigenous _ animals. These interpretive trails 'would connect with the existing trail system. If available ' funding is not currently�sti cient to; construct the nature center, the Conceptual Master Plan can be,used,to attempt to -acquire additional funding for these improvements in a subsequent phase. The Conceptual Plan proposes to enhance the plantings and restore paving surfaces where they exist, such as in the lower parking lot. The paving material has yet to be determined and would be explored in a later phase. The drainage facilities that are an unattractive focus at the entry to the lower parking lot would be reconfigured and an attractive entry sign with appropriate landscaping would be installed. The existing spring and stream located near the lower parking lot would be restored, a pedestrian crossing installed, and the drainage facilities located at the lower parking lot entrance would be upgraded. Grant funds were specifically given to the City for the purpose of restoring and preserving the existing stream. ' Goal 2: Provide a Safe Experience for Visitors The Conceptual Plan proposes that the perimeter fencing be repaired. In visible areas, it is ' proposed to provide a more decorative, tubular steel fencing rather than the existing chain -link. This includes the entrance to the Girls' Camp, as well. The majority of the fencing would be retained and repaired, as needed, rather than replaced for cost reasons and to limit the amount of construction damage to the natural areas. Security cameras, additional park personnel, and ' security gates have been proposed by the community. These construction details will be addressed in later phases and are beyond the scope of the Conceptual Master Plan. , ' Additionally, by restoring the trails and creating a more hospitable environment, it is the hope that there would be more visitors to the park and fewer incidents of undesirable activity. Goal 3: Determine the most effective use of grant funds currently allocated to Galster Park A preliminary cost estimate was developed for use by City staff in determining the amount of funding necessary to construction the proposed improvements. The City has been awarded grant ' funding for the restoration of Galster Park. These funds cannot be used until the City approves the Conceptual Master Plan. This phase of the project would allow the City to move forward ' with restoring the trails, stream restoration, and perimeter fencing. Should funding be available, the restrooms would be repaired and the nature center area would be constructed. Additional security measures and recreational programming would be addressed by the appropriate City departments in the next phase and during construction. tThe `F. Master Plan and Cost Estimate are attached as Appendix Community Meeting The next step in the process was to meet with the public to gain input for the project. The City was seeking to ascertain the community's concerns and priorities. Appendix `G' includes the PowerPoint presentation introducing the project. The meeting was well attended with approximately 30 individuals present from the community. Each person was given the opportunity to express their concerns. Notes from the meeting are included as Appendices `H' and -'I'. -There was a tendency for the community members to become side-tracked with the details of materials and construction which will be addressed in later phases of the: project.-Mowever, the public comments were recorded and filed for use during the development of construc#� on drawings. Joint Meeting with`the Planning and Community Services Commissions j -On October 14, 2003, a joint session was -held with both the Planning and Community Services Commissions. The focus of that meeting was to prioritize the proposed capital improvements in order to proceed with appropriate utilization of grant funds. City staff presented the budget items and their recommendation for prioritization. The public was invited to comment. Issues were raised in a similar vein as at the previous community meeting and again the public comments ' were centered around issues that will be addressed in later phases such as security measures, construction materials, and other construction details. The commissions continued the item to a site visit held on November 1, 2003. Meeting Minutes from the joint meeting are attached as ' Appendix `F. Recommendation The City does not have enough available funding to complete all proposed improvements. Based on the Conceptual Site Plan (Appendix `F') Feature Legend, the following phases are proposed: • Phase 1: Adoption of the Conceptual Site Plan and Master Plan Amendment ' • Pha se 2: Development of Construction Drawings for all proposed park improvements listed ' in the Conceptual Plan Feature Legend. • Phase 3: Construction of improvements to Galster Park which restore the park to its original condition when it was opened in 1971. These include restoring the existing 12' trail and ' existing 4' trail with benches along the trails, restoring the Girls' Camp and restroom, repairing the fencing and other security measures as determined during the development of the design documents. General cleanup of the Boys' Camp will take place during this phase, ' but the Boys Camp restrooms will not be repaired at this time. Stream and drainage improvements will be construction near the lower parking lot and drainage improvements at the lower entry with enhanced signage will be constructed at this time. ' • Phase 4: Construction of the nature center and associated trail connections, signage, and kiosks. Galster Park trails will be connected to adjoining Los Angeles County trails, the ' BKK site, and adjacent trails in the City of Walnut. • Phase 5: Restoration of the Boys' Camp and upper wilderness area and the upper restroom ' and construction of the proposed new secondary pedestrian trail. Modification of the existing trail up to the Boys' Camp top include switchbacks will be considered at this time. The City has been awarded grant funds to complete improvements to Galster Park. Improvements to the park have been proposed, primarily to restore the park to the condition when it was originally opened in 1971. Available grant funding will not complete the entire project. The first priority should be to restore the trails to a usable condition and provide appropriate drainage features as shown on the Conceptual Master Plan to reduce the potential for trail erosion in the future. Grant funding was specifically given for the restoration of the trails and the stream near the lower parking lot and must be used for that purpose. During the construction document phases, the numerous details would be worked out regarding the specific materials and solutions necessary to restore the facility to a more desirable place to be. At this juncture, the conceptual phase, it is more appropriate to determine what improvements will be completed first rather than becoming side-tracked in the details of how they will be ' constructed. It is recommended that this report and the Conceptual Master Plan be adopted by City Council as a first step in the restoration of Galster Park, allowing staff to proceed with the development of construction plans and specifications for the restoration of the trails, fencing, and ' camping areas. Conditions for acceptance include providing: 3 acres fenced with 5' chain link topped ' with two strands of barbed wire for use for overnight camping for girls, 3 acres improved for camping for boys, the park to be used for park purposes and "maintained in its natural state as a wilderness park for picnicking, hiking, horseback riding and similar uses. Minor portions may be used ... (for) concessions, recreation, fire protection, roads, parking areas and other such uses." A bronze plaque, not larger than 3' x 5' is to be located at the entrance of the park "in a border of rock or stone." • January 1966 Construction of a donor's plaque and drinking fountain. ' • March 1969 Documentation shows discussion of connections between Puddingstone and Galster Park with an extensive trail system. • August 1969 A Preliminary Site, Development Plan is developed for Galster Park. The Plan recommends drinking fountains, trash cans, developing park hours and closing the park during off hours to reduce ' vandalism, provide a named trail system, signage, labeling of native plant material, creating a shallow pool from an existing spring, developing the main entrance as a design feature, adding a bronze plaque, removing existing Alders that were previously introduced, AC paving for parking lots, DG trails, concrete trails in high use areas, using wood for shelter, benches of wood and cast concrete, and steps of railroad ties. An open air shelter may be possible. Safety is of concern. Trails need'to be wide enough to enable truck access for maintenance and emergency services. (Verify that this is practical. It may be that the trail width would be too large and too steep.) Engineering: ADA access needs to be addressed. Access needs to be provided to the Nature Center area and van access to the Girl's Camp. Recreation: The City could provide camping opportunities, if the camping facilities were rehabilitated. Day Camp and family activities would be possible. Recreational staff would like a trailer or small building in the upper parking lot for use by recreational staff. Signage or a self - directed trail exploration could start at the Nature Center site. City Manager: The lower parking lot should be made more attractive. A picnic area could be located at the lower parking lot. There is an existing spring that could be diverted to create a small pond or water feature. Recreation: Interpretive signage should be provided for the plant materials. City Manager: The City should consider user fees such as parking meters to pay for the park. Camarillo charges user fees that pay for park rangers and trail maintenance. Facility rentals could be another source of funding. An emergency phone with either a direct line to the Police Department or for outgoing calls only might provide additional security. Redevelopment: The connection to BKK is important. There is a ridgeline trail at BKK which should connect to an existing fire access gate. City Manager: An equestrian staging area is needed. The lower parking lot or the Aroma frontage are possible staging areas. Need to create a ridgeline trail. Engineering: Graffiti, dumping, liter, vandalism, and low maintenance have been on -going problems in the park which should be addressed. Planning: Are multi use trails compatible for pedestrians, cyclists, and equestrians? DEA: If the trails are wide enough and user respect established etiquette, the trails can be used by pedestrians, cyclists, and equestrians. Fire: Any improvements will help with potential fire issues. Trail clearing and clean up can only be a positive enhancement of the park and reduce fire potential. Planning: The proposed improvements need to address parking and lighting for safety. The community can make it happen. 1 1 1 Appendix `I' CITY OF WEST COVINA ' Galster Park Master Plan ' MEETING MINUTES July 21, 2003 David Evans and Assoc., Inc.: ' Cristine McPhail, L.A. 4216 Jeff Scott, A.S.L.A 1) Steven L: Samaniego welcomed everyone and introduced the Mayor. 2) The Mayor discussed the City's goals and objectives for Galster Park including providing ownership in the neighborhood, revitalization, add users, and discourage gang activity. ■ 3) Funding Sources were discussed by Armine Chaparyan: There is approximately $916,000 in funding 4) A discussion of previous Master Planning efforts and grant deed requirements was provided by Cristine McPhail. 5) Jeff Scott provided an overview of the proposed improvements including existing site photos, trail improvements, boys' and girls' camp improvements, restroom rehabilitation, parking lot improvements, ADA upgrades and stream enhancement. ' 6) The following were comments from the public: Royal Brown: The monument sign was of concern. The natural stream should be preserved. The building in the lower parking lot is for vehicle storage. Concern regarding the proposed bridge. Vault box should remain. Concern regarding the view fence. Trees block the original intent of the tower view in the upper portion of the park. The nature center area should have good access. Girls' camp fencing could be more attractive. A nature walk with trail and informative markers should be below the girls' camp. A fire break should be cut adjacent to the western boundary fence. Identify the original spring box. ' The original intent and features of the park should be restored. Thin the trees in the upper portion of the park. The park should be horse -friendly. ' Add picnic tables at the lower parking area. Concern for public safety. ADA access important for the Nature Center including. the hearing and visually impaired. Peter Joy: Concern for allowing equestrian use from a safety standpoint. Existing fences have breaches and need to be repaired. Relocate the existing fence to adjacent to the road. Volunteers should remove graffiti. Cultural activities should be encouraged such a s Chinese New Year. Joanne Wilner: Keep.the parkas a wilderness area. ' Fire exists are not adequate. Retrieve and reuse spring water. The nature center should be rustic with viewing areas and blinds for birders. ' Grades are too steep in some areas. Switchbacks should be built. } Rest areas and benches should be added to the trails. There should be no smoking in the park. Step logs should be added as a secondary access to the girls' camp. ' The tot lot should be replaced with equipment that looks more rustic. The old equipment was made of wood. The park should be a wilderness get -away. The park should be patrolled. ' Fence needs to be able to be seen through. Steve Herfert: ' Remove the lower parking lot. Keep the neighborhood feeling. The park needs a park ranger program. Tighten up security with gates. Have only one camping area and alternate between use, fo rgirls and use for boys. A Friends of the Park group is needed. Steve Herfert (cont.): Equestrian trails need to connect the Skyline and Schabarum trails. Joe Dorsey (Boy Scouts of America): Keep the park as wilderness. BSA would like to participate in restoring trails, maintaining the park, and staffing. The spring is the only source of water for wildlife. Add guzzlers at the lower parking lot, nature center, boys' camp, and east side. Galster Park — Upper Level 1620 Aroma Drive I. CALL TO ORDER - The Special Meeting of the Community Services Commission was called to order by Commission Chair Rasheed at 12:00 p.m. II. Pledge of Allegiance and Moment of Silent Prayer was led by Commissioner Rasheed. III. ROLL CALL Commissioners Present: Armbrust, Baker, Barrios, Carrico, McIntosh, Rasheed, Roe, Sotelo Valles Absent: Vargas Staff Present: Samaniego, Bommarito, Orta IV. ORAL COMMUNICATION ON NON -AGENDA ITEMS None heard. V. OLD BUSINESS A. Community Services Commission's Recommendation to City Council on the Prioritization Improvement Components to the Galster Park Amendment to the Master Plan — Patricia Bommarito, Community Services Manager, provided a brief overview and history of the project. PUBLIC COMMENT Royall Brown provided an overview of the master plan. He added that the access as outlined is not practical to both camps. They have eliminated camping. Scouts use adjacent city's facilities. He added that current proposal doesn't cover original concepts. He did not recommend the architect's ideas. He added that the project needs an entirely new set of priorities. 1 0 0 John Scheuplein stated That a meeting should have taken place before the architect began conceptual plans. He added that the area has been seriously neglected. He stated that the Commission needs to listen to the community and their suggestions for the park. He also stated that the Commission needs to obtain copies of the comments from the previous public meeting. He added that the grant was fine. He also stated that the Commission needs assurance from the City Council ' regarding the on -going maintenance and that the grant could be a negative after the money is gone. He stated that the character of the park should not be changed ' and that the park should not become anything other than a wilderness park He suggested promoting the park to groups involved in wilderness activities to help maintain the park. ' Joanne Wilner stated that security and maintenance are the main issues. She added that fencing is required around the entire perimeter per the deed. She ' added that the Grantor heir may need to be contacted to make Galster a youth camp for boys and girls. _ She suggested that the trail meander to make for easier access. She stated that the City should use the existing plan and not come up with ' a new one. Bill Robinson stated that the park is a valuable asset and that it is not being used by the community. He stated the grant should be supplemented with City funds. He added that security is an issue and that maybe paving should be used to connect the two camps. He stated that a paved road used to exist and ' recommended to just replace it. Corey Warshaw stated that the road should at least go to the Girls Scout Camp. ' He added that the Boys Scout Camp would be better left in a natural. state. He added that the City should look at some form of ' access road for maintenance and/or camping. He stated that security is lacking at the park and that fencing t needs to be replaced. He understands that funds are limited and there is not a great amount of City money available. He also added that with more people using the park, "bad" people will keep out. He suggested having groups camp at the lower level between the Girls and Boys Scouts Camps; maybe having 3 or 4 sites available to reserve. ' Dennis Chavez, Boys Scouts, stated that they do not use the park due to the disarray. He added that there needs to be money for maintenance and security. He outlined procedures for using the park as opposed to procedures at other cities. He suggested full time staff at the park to detour destruction. Joanne Wilner asked the question as to who has the power to control the park and/or changing the deed. John Scheuplein asked if there was still a trustee. ' COMMISSION DISCUSSION 2 I 11 ' Commissioner Rasheed stated that he understood that the speakers present would like to see the priorities redirected. The attendees concurred. ' PUBLIC COMMENT Royall Brown stated that BKK and Galster should be planned together, along with ' the east property. He stated the City was failing to ' comply with the deed restrictions. tCOMMISSION DISCUSSION Commissioner Sotelo stated that the project needs to.connect with BLD. He added that maintenance needs to be looked at, as well as re -prioritizing the recommendations. ' Commissioner Carrico stated that the real concern is with maintenance and security. He stated that Community Services needs to work with the Police Department and Public Works. He added that he agreed with some of the ' recommendations presented by the architect, but some he did not. He also stated that the City Attorney needs to be contacted regarding the grant deed. He added that the priorities need to be re -adjusted. He added that benches were a high ' priority, along with trail restoration from the top, signage alerting users to beehives. He requested more description on recommendations, such as where the additional irrigation would be. He added that the lower parking lot was fine. He ' stated that the fencing around the Girls Camp could be fixed and need not be replaced. Commissioner Rasheed suggested a joint meeting with the Planning Commission with the Police Department, Maintenance, and Public Works also in attendance to address questions. PUBLIC COMMENT John Scheuplein stated that the Boys and Girls Camps need to be secured as a priority. Joanne Wilner requested more clarity of the nature area. Mr. Wilner stated that there are budgetary constraints. He suggested a possible remote monitor camera to assist the Police Department. ' COMMISSION DISCUSSION Steve Samaniego, Interim Community Services Director, stated that staff needed ' to do more work before the Commission can make a recommendation. He stated that staff would break priorities down, addressing more of the trails, fencing, and paving issues. 3 1 1 1 1 1 1 1 1 1 Commissioner Barrios stated that the architect should take a look at Shadow Oak Park for security/lighting ideas. She stated that the neighborhood needs to take back the park. 'She added that the Boys and Girls''Scouts need to be a part of the planning. Commissioner Baker stated that there needs to be paving to the Girls Camp. She added that maintenance and security are big issues. MOTION: It was moved by Sotelo, seconded by McIntosh to table the recommendation and direct staff to go back to the architect for new priority recommendations. Motion carried 8-0 VI.
