NON -HEARING ITEM (1) CAMERON PARK PARKING MANAGEMENT PLAN APPLICANT: City of West Covina LOCATION: 1305 East Cameron Avenue (Cameron Park) REQUEST: In February 2002, the City Council approved General Plan Amendment No. 01-05 and Cameron. Park Master Plan Amendment No. 3, allowing the construction of a 24,400- square foot community center/gymnasium at Cameron Park. A condition of approval of the above -referenced project is the preparation of a parking management plan to minimize potential impacts to surrounding neighborhoods during large events at the community center/gymnasium. The parking management plan may entail the restriction of on -street parking when large events are held at the new Community Center or Cameron Park. The Planning Commission and the Community Services Commission will consider the adoption of the parking management plan at the public hearing. COMMENTS: No one addressed the Commissions regarding this matter. It was agreed by both Commissions to approve the parking management plan with the provision that a new survey of homeowners on surrounding streets would be performed after the community center has been opened for six months. The results will be referred to the Traffic Committee for action. Planning Commission Summary of Action Paee 2 — January 13, 2004 Motion by Roe, seconded by Tarozzi, to approve the parking management plan, as amended. Motion carried 5-0. Motion by Carico, seconded by McIntosh, to approve the parking management plan, as amended. Motion carried 8-0. C. PUBLIC HEARINGS (1) GALSTER PARK MASTER PLAN, AMENDMENT NO. 1 CATEGORICAL EXEMPTION APPLICANT: City of West Covina LOCATION: Galster Park (East of Aroma Drive and south of Galster Way) REQUEST: The project involves the rehabilitation and restoration of the existing recreational facilities at the 43-acre Galster Park. The project includes upgrading the existing restroom facilities, installation of new picnic tables and chairs, benches, lighting, fencing, and irrigation. Additionally, the project includes the rehabilitation of an existing trail facility, including minor grading and clearing. A 600-square foot canopy with seating is proposed to provide a place for camp groups to meet. The project will not result in the removal of trees or native vegetation. COMMENTS: Royall Brown, Joanne Wilner, Bernie Wilner and Dennis Chavez addressed the Commissions regarding the adoption of a conceptual plan for Galster Park, the need to provide adequate security and making trails a priority. Christine McPhail, consultant for the project, also addressed the Commissions in favor of the conceptual plan. It was proposed by Commissioner York that a statement be added to the Master Plan regarding the priority need for security and also with the understanding that the Master Plan could be further revised in the future, as funds for other improvements were available. Motion by Tarozzi, seconded by Roe, to adopt findings as recommended by staff. Motion carried 5-0. Motion by Tarozzi, seconded by Roe, to waive further reading of the body of the resolution and adopt Resolution No. 04-4908, recommending to the City Council approval of Galster Park Master Plan No. 1. Motion carried 5-0. Motion by Rasheed, seconded by McIntosh, recommending to the City Council approval of Galster Park Master Plan Amendment No. 1 and the Amendment to the Galster Park Master Plan Report by David Evans & Associates. Motion carried 8-0 (Armbrust, Valles absent). F. COMMISSION REPORTS/COMMENTS AND MISCELLANEOUS ITEMS Planning Commissioner Tarozzi requested that the Police Department be represented. at the next meeting for Galster Park.
