Items A-1 through A-6 make up the CONSENT CALENDAR portion of the agenda.
As they are considered routine in nature, they will all be enacted in one
motion. Any member of the public who wishes to speak on a CONSENT CALENDAR
item should state the item number when requested by the Mayor. Those items
to be discussed will be acted on separately. Please come forward to the
podium at the request of the Mayor and state your name and address for the
record. The City Council may as a result of your inquiries refer the matter
back to staff for further action. In those instances, the items referred

to conduct a Walk-A-Thon scheduled for April 29, 1984, between
the hours of 6:00 a.m, and 6:00 p.m. (staff recommends approval,
subject to standard conditions)
b) Letter received from Edna Waters, The Country Fair Association
on March 26, 1984 regarding conducting a weekly arts and crafts
show each Saturday, in a local city park.. (refer to staff and the
Recreation and Park Commission to determine the appropriateness of
the use in a local City park for a report back to the City Council
at its earliest possible date)

1. Accept the Planning Commission's recommendation to allow
massage parlors in the M-1 Zone subject to approval of an
unclassified use permit and introduce an ordinance entitled:
AN ORDINANCE OF THE CITY OF WEST COVINA, CALIFORNIA,
AMENDING THE WEST COVINA MUNICIPAL CODE, CHAPTER 26,
ARTICLES XI AND XII, AS THEY RELATE TO MASSAGE PARLORS
AND BATHHOUSES
2. Provide for the proper review and permit issuance for massage
parlors by introducing an ordinance entitled:
AN ORDINANCE OF THE CITY OF WEST COVINA, CALIFORNIA,
AMENDING THE WEST COVINA MUNICIPAL CODE BY REPEALING
ARTICLE V OF CHAPTER 14, AND BY ADDING A NEW ARTICLE V,
OF CHAPTER 14, RELATIVE TO MASSAGE PARLORS AND BATH-

Review Engineer's report. Recommendation is to accept the bid of
Larsen and Leaverenz, Inc, of Monrovia in the amount of $42,931.25
as presented at the bid opening on April 3, 1984 and authorize the
Mayor and City Clerk to execute an agreement with said Larsen and
Leaverenz, Inc, for the work to be done.
