Tuesday, January 25, 2000
COMMISSIONERS PRESENT: Vice -Chairman Tarozzi, Commissioners Solinger,
Tafoya (arrived 7:37 p.m.), and York.
ABSENT: Commissioner Warshaw.
CITY STAFF PRESENT: Collier, Mclsaac, Dunlap, Darnell, Lam, and Barge.
APPROVAL OF MINUTES:
None.
A. CONSENT CALENDAR
This is the time for the public to comment on any item on the Consent Calendar.
As Consent Calendar items are considered routine in nature, they are normally
enacted in one motion. The Chairperson may remove a questioned Consent
Calendar item for separate action.

HEARING PROCEDURE:
You are encouraged by this Commission to express your views on any matter. set for public
hearing. It is our procedure to first receive the report of the Planning staff; then to ask for
public testimony; first from those in favor of the matter,, followed by testimony from those
in opposition to it, and, if there be opposition, to allow those in favor, rebuttal testimony
only as to the points brought up, in opposition. To testify on a matter, you need to simply
come forward to the lectern at the appropriate time, give your name and address and make
your statement. In addition, please sign in on the sheet provided at the podium so it will'
facilitate preparation of our minutes.. Do not be concerned with your possible lack of
experience in public hearings. We are interested what you say, not your level of expertise

B. NEW PUBLIC HEARINGS
CODE AMENDMENT NO.293 -
FILM PERMITS
GENERAL EXEMPTION
APPLICANT: City of West Covina
LOCATION: Citywide
REQUEST: The project consists of an amendment to certain sections of
Chapter 26 of the West Covina Municipal Code (Zoning) .
related to standards for motion picture filming within the
City.
COMMENTS:.
There was no -public testimony. The Commission concurred that the proposed „
code amendment provided desirable flexibility and provided a good tool to
address the concerns ,of residents and business operators, as well as those of
production companies. Commissioner Solinger commented that staff should
handle the processing of major production permits as expeditiously as possible:
The Commission gave direction to "staff that they would like to see permits for late "
night and early morning filming. to ' go . through a hearing process. The -
Commission also gave direction to staff to address where production vehicles are
parked in the review process.
Motion by Solinger, seconded by Tarozzi, to adopt findings as recommended by
staff. Motion carried 4-0.
Motion by Solinger, seconded by Tarozzi, to waive further reading of the' body of
the resolution and adopt Resolution No. 01-00-4587, recommending to the. City
Council approval of Code Amendment No. 293. Motion carried 4-0.
Final .action regarding this item will' be taken by the City Council at. a public hearing
tentatively scheduled for February 15, 2000.

CATEGORICAL EXEMPTION
APPLICANT: Chicago Pizza, Inc.
LOCATION:. 2917 East Eastland Center Drive
REQUEST: The applicant is requesting the approval of a conditional .
use permit to allow the establishment of a
restaurant/microbrewery (on- and off -sale alcohol sales) in
an existing commercial building, a precise plan to authorize
minor site improvements, and a variance to allow a '
detached commercial identification, sign' on a functional
±20 foot tall grain silo.
COMMENTS:
Robert Bally spoke on behalf, of the applicant.. There was no. testimony in _
opposition. Vice Chairman.Tarozzi commented that the parking lot was in poor
condition in some locations and requested staff to contact Westfield' regarding this.
The' Commission agreed that the proposed design changes were attractive and that
the use was appropriate for the site.

by staff. Motion carried 4-0.
Motion by York, seconded by Solinger, to waive further reading of the body
of the resolution and adopt. Resolution No. 01-00-4588, approving
Conditional Use "PermitNo. 534. Motion carried 4-0.
Motion by York, seconded by Solinger,'to adopt findings as recommended
by staff. Motion carried 4-0.
Motion by York, seconded by Solinger, to waive further reading of the body of the
resolution and adopt Resolution No. 01-00-4589, approving Precise Plan No. 876.
Motion carried 4-0.
Motion by,York; seconded by Solinger, to adopt findings as recommended by
staff. • Motion carried. 4-0.
Motion by York, seconded by Solinger, to waive. further reading of the body of the
resolution and adopt Resolution No. 01-00-4590, approving Variance No. 1041.

These actions are final unless appealed within 10 days.

CODE AMENDMENT NO.294
LARGE EXPANSIONS & MAXIMUM UNIT SIZE. EXCEPTIONS
CATEGORICAL EXEMPTION -
APPLICANT: City of West Covina
LOCATION: Citywide
REQUEST: The City of West Covina proposes to amend the Zoning
Code related to modifying requirements pertaining to
maximum unit sizes and large- expansions in the
"Residential Agricultural/Single-Fainily Residential" (R-
A/R-1) Zones within the City of West Covina.
Commissioner Warshaw has requested that this item be
continued until February 8, 2000.
Motion by Solinger, seconded by Tarozzi, to, continue this item to the
Commission meeting of February 8, 2000.. Motion carried 4-0.
C. NON -HEARING ITEMS
CODE INTERPRETATION REGARDINGA PROPOSED PROJECTION SIGN
AT THE WESTFIELD SHOPPINGTOWN AT WEST COVINA
APPLICANT: Innovative Lighting.'
LOCATION:: Plaza Drive
REQUEST.' This is a discussion. item to obtain direction from the
Planning Commission to determine if, a projection. sign
proposed to be. located within the Westfield Shoppingtown
mall (formerly The Plaza. at West Covina) parking structure
is appropriate for the regional mall due to lack of specific
regulations and standards for such signage.

COMMENTS:
The Commission agreed that the proposed projection .sign was creative and
appropriate at the proposed location. They did not believe that the projection sign
would create a traffic or. safety hazard. The Commission did comment that
advertising should be strictly for mall tenants or linked to mall tenants through
products and services that they offer. The Commission also agreed that, while
this projection sign would be appropriate where proposed, others may not be and*
that all proposals for projection signs should come before them for review.
D. OTHER MATTERS OR ORAL COMMUNICATIONS
This is the time when any member of the public may -bring a matter to. the attention
of the Commission that is within the "scope of duties assigned to the Commission:
The Ralph M: Brown Act limits the Planning Commission and staffs ability -to
respond . to comments on non-agendized matters at the time, such comments are
made. " Thus, your comments may be agendized fora future meeting or referred to
staff. The Commission may discuss or ask questions for clarification, if desired, at
this time.

discuss an issue raised by a resident or take an action, the Commission may vote
to agendize the matter for the next meeting. The. Commission may discuss or ask "
questions for clarification, if desired, at this time.
