COMMISSIONERS PRESENT: Chairman Clayton, Commissioners Solinger, Tafoya (arrived 8:30`p.m.),,and Warshaw. ABSENT: Commissioner Tarozzi. CITY STAFF PRESENT: Collier; McIsaac; Dunlap, Lee, - Darnell, Mayer, Wills, and Barge. PRESENTATION: Presentation of Resolutions of Commendation to former Commissioners Steve Reiner and -Robert Zeller. . . Following the presentations, Chairman. Phil Clayton announced that he- would be resigning as a Commissioner due to a possible conflict of interest issue regarding his employment and that this would be his last* meeting. APPROVAL OF MINUTES: November 9, 1999 minutes were approved as presented. A. CONSENT CALENDAR This is the time for the public to comment on any item on the Consent Calendar. As Consent Calendar items are considered routine in nature, they are normally enacted in one motion. The Chairperson may remove a :questioned . Consent Calendar. item for separate action. 1. With responses to these issues,. the Commission concurred that the design was -acceptable and appropriate for the site. Motion by Solinger, seconded by Warsh4w,.t o adopt findings as recommended by -'staff. Motion carried 3-0-1 (Tafoya abstained). Motion by Solifiger, seconded onded by Warshaw, to waive hrther reading of the body of the resolution and adopt Resolution No. 12-99-4584, certifying the. Negative Declaration of Environmental Impact for Precise Plan No. 875. Motion carried 3-04 (Tafoya abstained). Motion by Solinger, seconded by Warshaw, to. -adopt findings as recommended. by staff. -Motion carried 3-0-1 (Tafoya abstained). Motion by Solinger, seconded by Warshaw, to waive further reading of the body of the resolution and adopt Resolution No. 12-99-4585, recommending to the City Council approval of Precise Plan No. 875. Motion carried 3-0-1 (Tafoya abstained). These actions are final unless appealed within 10 days. (3) CODE AMENDMENT NO. 291 OFF -SALE AND ON -SALE ALCOHOL REGULATIONS, CATEGORICAL EXEMPTION APPLICANT: City of West Covina LOCATION: Citywide A Code amendment to amend Chapter 26 -of the West Covina Municipal Code to establish a conditional use permit requirement for off -sale alcohol uses and establish additional regulations on off- and on -sale alcohol uses. COMMENTS: Police Chief Frank Wills expressed the belief that there is a connection between alcohol and crime and that he supported the City's efforts toestablish more controls on alcohol sales uses. The Commission discussed, the standard for qualifying for an administrative use permit (AUP) for off sale alcohol uses and decided to reduce the threshold for size of the use from 20,000 square feet to 1.5,000 square feet. The Commission concluded that the City should have the ability to control alcohol sales uses and to protect surrounding sensitive uses such. as schools and churches, but also to have some flexibility in doing this. The Commi ssion indicated- that believed that ., ' this code amendment would accomplish this and. indicated their support. Motion carried 4-0. ...Motion by Tafoya, seconded by Warshaw, to waive further reading of the body of the, resolution and adopt Resolution No. 12-99-4586, recommending to the -City Council approval of Code Amendment No. 291, as amended. Motion carried 4-0. Final action regarding these items will be'taken' by the City Council at a public hearing tentatively scheduled for January 4,2000. The City's regulations governing motion picture filming and the . issuance of filming permits were adopted in 1983. Issues that have arisen from recent filming . shoots have demonstrated the, need to update and.. revise" the City's filing regulations. At its meeting on October 26, 1999, the Planning Commission asked staff to. investigate and evaluate City regulations governing motion picture filming. Staff recommends that the Planning Commission continue this item to the regularly scheduled meeting of January 11, 2000.. Motion by Solinger, seconded by Warshaw, to continue this item to the meeting of January 11,2000. Motion carried 4-0 (Tarozzi absent). C: " NON -HEARING ITEMS : STUDY SESSION MAXIMUM UNIT SIZE EXCEPTIONS AND LARGE EXPANSIONS TO SINGLE-FAMILY HOMES. The. City currently has zoning regulations that pertain to both the maximum unit size exceptions and large expansions to single-family homes. Since, concern has been raised at previous Planning Commission meetings with respect to the intent of the required findings necessary for the approval of a large expansion or maximum unit size exception, the Planning Commission requested that a study session be held to review this matter. The Commission concurred that the code should be amended to address the inequity between the restrictions -placed on additions to existing homes and building a new. home. .The Commission, however, indicated that the issue of what was an appropriate architectural design for a. given -neighborhood was very subjective and the code should not be further amended with respect to this issue. Motion by Warshaw, .seconded by Tafoya, to receive and file this report. Motion carried 470 (Tarozzi absent). STUDY SESSION BANK PARKING REQUIREMENTS AND REGULATIONS The Planning Commission requested staff to investigate and evaluate the City's regulations governing the required parking -for banks. Several existing bank sites within the :City experience perceived shortages of, parking, and concern was expressed that recent -consolidation trends might lead to increased intensity of use at existing sites: Following discussion, the Commission agreed that parking for banks can.become an issue in some locations, but that the issue was best :addressed by thorough proper design and configuration of the parking areas for- banks.' The Commission concluded to not amend the City's parking requirements for banks, but directed staff to give this issue specific consideration when- dealing .with banks.
