Motion by Solinger, seconded by Tarozzi, to approve the items listed.
Motion carried 5-0.
B. PUBLIC HEARING

CODE AMENDMENT NO.284
ATHLETIC CLUB AND GYMNASIUM PARKING
CATEGORICAL EXEMPTION
APPLICANT: City of West Covina
LOCATION: Citywide
The project consists of an amendment to certain sections of Chapter 26 of the
West Covina Municipal Code (Zoning) related to parking requirements for
athletic clubs and gymnasiums.
COMMENTS:
No public comments. The Commission recommended approval of this item as
proposed without comment.
Motion by Reiner, seconded by Clayton, to adopt findings as recommended by
staff. Motion carried 5-0.
Motion by Reiner, seconded by Clayton, to waive further reading of the body of the
resolution and adopt Resolution No. 01-99-4532, recommending to the City Council
approval of Code AmendmentNo. 284.

CODE AMENDMENT -NO. 285
SERVICE STATIONS
CATEGORICAL EXEMPTION
APPLICANT: City of West Covina
LOCATION: Citywide
The project consists of an amendment to certain sections of Chapter 26 of the West
Covina Municipal Code (Zoning) related to regulations for accessory commercial
uses at automobile service stations.
COMMENTS:
No public comments. Commission Clayton mentioned the amendment to Section
26-598 regarding multi -tenant uses and asked if it would affect the indoor swap
meets regulations. Mr. McIsaac responded that the amendment only pertained to
service stations.
Motion by Zeller, seconded by Solinger, to adopt findings as. recommended by
staff. Motion carried 5-0.
Motion by Zeller, seconded by Solinger, to waive further reading of the body of the
resolution and adopt ResolutionNo. 01-99-4533,recommending to the City Council
approval of Code AmendmentNo. 285. Motion carried 5-0.
Final action on this item will be taken by the City Council at a Public Hearing
tentatively scheduled for February 2, 1999.

CODE AMENDMENT NO.287
MEMBRANE STRUCTURES
APPLICANT: City of West Covina
LOCATION: Citywide
The project consists of certain amendments to Chapter 26 of West Covina
Municipal Code (Zoning) establishing regulations for membrane structures,
(canopied structures with fabric or other similar type coverings) within the "R-1"
and "R-A".(Single-Family Residential) Zones of the City of West Covina.
COMMENTS:
No public comments. Commissioner Clayton expressed some concern about the
proposed size limitations on membrane structures of 100 square feet and 200 square
feet, depending on location. The other Commissioners believed that the proposed
regulations were reasonable as 'drafted. Chairman Zeller. asked if existing
membrane structures would be grandfathered. Mr. McIsaac said that they would not
be, but that staff would generally enforce the ordinance on a complaint basis only.
Motion by Tarozzi, seconded by Solinger, to adopt findings as recommended by
staff as amended. Motion carried 4-1 (Clayton).
Motion by Tarozzi, seconded by Solinger, to waive further reading of the body of
the resolutionand adopt ResolutionNo. 01-99-4534, recommendingto the City

Council approval of Code Amendment No. 287 as amended. Motion carried 4-1
(Clayton).
Final action on this item will be taken by the City Council at a Public Hearing
tentatively scheduled for February 16, 1999.

E. COMMISSION REPORTS/COMMENTS AND MISCELLANEOUS ITEMS
The Commission expressed some concern about the proposed electronic
readerboard sign on the I-10 freeway in the City of Covina.
The commission expressed concern regarding the slow progress toward developing
the restaurant next to the Edwards Theater.
