SUMMARY: The City Council has stated a desire to enhance the level of code
enforcement services being provided within the City. Staff and the City
Attorney are currently in the process of developing new code procedures
to assist in this objective. In order to help expedite the delivery of
increased code enforcement services, it is proposed to issue a Request for
Qualifications (RFQ) to identify. private firms that provide code
enforcement services to cities.
On October 22, 1997, the City Council considered a report outlining options, for
enhancing the level of code enforcement services provided within the City. Following
this meeting, a subcommittee composed of Councilmembers Howard and Touhey was
appointed to work with staff to work on the details for achieving this goal. During this
process, it was determined that one of the first steps should be to draft new code
provisions that would establish an administrative citation/fine process in the City. !,!The
City Attorneys current workload, however, has temporarily delayed completion of these
code revisions.
In order to continue achieving progress in the process of enhancing code enforcement
services, staff is proposing to issue a Request for Qualifications (RFQ) at this time to
identify firms that may be capable of providing contract code enforcement service's to
cities.
DISCUSSION
Staff is proposing to issue a Request for Qualifications (RFQ) to be circulated among
firms that provide contract municipal services, particularly firms with experience in
providing code enforcement services. As indicated in the staff report of October 21, 11997
regarding this matter, staff is currently aware of only two firms in the greater Los
Angeles area that have such experience. There are, however, several other firms ithat
provide contract services to municipal agencies, some of which may be willing and 'able
to provide contract code enforcement services.
At this time, the Council subcommittee has not made any final recommendations as to
how to permanently restructure the deliver of code enforcement services in the City.
Using contract services may or may not be included in the final recommendations.
Proceeding with an RFQ at this time, however, will help to achieve the following:
• It will allow staff and the subcommittee to gain more knowledge of firms that can
provide contract code enforcement services, including their experience "and
capabilities in this area.
• It will provide staff and the subcommittee with information that may help to
decide whether contract code enforcement services should be used in the long-
term program for enhancing code enforcement services.
• It will provide a basis for developing and issuing a Request for Proposals (RFP)
for contract code enforcement services. This could include the possibility of
contracting for services on a temporary basis if it is determined that some
immediate assistance is desired until decisions are made regarding a more long-
term program for enhancing code enforcement services.

With the City Council's authorization, staff will immediately begin circulation of the
RFQ. Allowing approximately three weeks for firms to respond, RFQ's would be
received by February 13, 1998. The RFQ's would then be reviewed by staff and the
Council subcommittee to decide upon the next appropriate step.
RECOMMENDATION
It is recommended that the City Council authorize circulation of the attached Request for
Qualifications for provision of contract code enforcement services.

for contract services may be for either a temporary or long-term period, and it may entail
the need for one or more contract employees.
Firms wishing to submit a Statement of Qualifications should be able to demonstrate the
following:
• Ability to provide one or more contract employees on a full-time, part-time, long-
term, or shorty term basis.
• Ability to provide personnel with sound working knowledge of contemporary
code enforcement practices (preferably with past code enforcement experience).
• Ability to provide services on weekends and/or occasional evenings.
• Ability to provide personnel that can work well with and accept direction from
City staff.
• Ability to provide personnel with experience in utilizing GIS and other
computerized data base systems.
• Flexibility in the level and type of personnel and services provided.

The City will evaluate all statements of qualifications received and may invite selected
consultants for an interview. Those consultants determined to be most qualified may be
invited to respond to a Request for Proposals (RFP) for providing contract code
enforcement services. The City, however, reserves the right not to invite any of the firms
submitting a statement of qualifications to respond to an RFP and/or to invite other firms
to respond to an RFP. This solicitation is not to be construed as a contract of any kind.
The City is not responsible and shall not be liable for costs of whatever kind or nature
incurred in the preparation of a response.
Interested firms must submit three (3) copies of its statement of qualifications to the
Planing Department by the deadline of 5:00 p.m., Friday, February 13, 1998.
