Sectipn 26-267(4) of the West Covina Municipal Code provides that the decision'of the Administrativim Review Board shall become final and effective 15 days after the f date of written iPotification to the applicant, Planning Comrnission and City Council. During said period, an appeal may be filed in writing with the City Council, or a motion of appe' I al may be adopted by the City Council, or Planning Commission. Such an appeal shall suspend and set -aside the decision of the Administrative Review Board or Planning Commission until such time as a decision on the, appeal is made by the City Council.
