FACILITIES
On December 17, 1996, the City Council, acting on the recommendation of
the Planning Commission, I adopted Urgency Ordinance No. 1983,
establishing a moratorium on Wireless Communication Facilities until a
comprehensive ordinance is adopted to regulate these facilities.
The purpose of this study session is to provide the Commission with
pertinent background information regarding this issue, and to solicit input
regarding various options for regulating Wireless Communication Facilities.
Staff recommends that the Plannin Commission review the

staff, report and provide appropriate direction to staff for the purposes of
developing a comprehensive ordinance.
COMMENTS: Staff provided the Commission with a comprehensive
informational .report on wireless communication
facilities.I Additionally, three members of the wireless
industryI spoke to the Commission to explain their
participation in the buildout of the wireless system.
The Commission directed staff to proceed with the
development of an ordinance that will, include 1) a two -
tiered approval process that encourages the use of
roof -mounted antennas rather than monopoles, 2)
provisions requiring camouflaging of antennas, and 3)
a prohibition on the siting of antennas in residential
neighborhoods.
Staff agreed to work with members of the wireless
communications industry in the development of the
ordinance. Staff anticipates that a draft ordinance will

Staff recommends that the Planning Commission review and comment on
the mate ',ial in the staff report and adopt a resolution initiating this Code
Amendment.
Motion by Connolly, seconded by Reiner, to waive further reading of the
body of the resolution and adopt Resolution No. 1-97-4398, initiating the
procedure to amend Chapter 26 of the West Covina Municipal Code
(Zoning) related to regulation of outdoor dining and other outdoor activities.
Motion carried 4-0.
COMMENTS: The Commission approved the initiation of the subject
j code amendment with few comments. Severa;
Commission members stated -that they favored
allowing outdoor entertainers but were concerned with
allowing food vendors. A study session will be
scheduled for the Commission on this item in the near
future.

COMMISSION REPORTS/COMMENTS AND MISCELLANEOUS ITEMS
Chairman Melendez, Commissioners Reiner and Zeller stated that they
would like to attend the Planners Institute in Monterey from March 12, 1997
through March 14, 1997. Commissioner Connolly stated he would inform
staff by the!'end of the week if he is going to attend.

CITY COUNCIL ACTION:
Tree debris, in residential neighborhoods was considered at the January 7,
1997 City Council meeting. The City Council decided not to pursue the
matter anyfurther and directed staff to work with residents on a case -by -
case basis.

PLANNINGiDIRECTOR'S REPORT:
East San Gabriel Valley Planning Committee Dinner Meeting - January 23,
1997. Alan ."Benjamin of AMC will be speaking on the impact of megaplex
thaters.
The new owners of the carwash on Vincent Avenue have pulled permits to
remodel and reopen the facility.
The owners` of the Employment Development Department pulled building
permits to remodel the building.
Sportmartis about to start their tenant improvements and will open in April.
A piano store is moving into the former Waterbed Gallery location
The Heritage Gardens Park landscaping is underway.

City staff is working with Foothill Transit on a joint grant application for the
funding of the Eastland Timed Transfer Station.
