Motion by Solinger, seconded by Melendez to approve the Consent
Calendar. Motion carried 5-0.
B. NEW PUBLIC HEARINGS

GENERAL PLAN AMENDMENT NO. IV-94-23
NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT
APPLICANT: City of West Covina
LOCATION! Citywide
Motion by Zeller, seconded by Melendez to adopt findings as recommended
by staff, to waive further reading of the body of the resolution and adopt
Resolution No. 01795-4273 recommending to the City Council certification
of the Negative Declaration of Environmental Impact for General Plan
Amendment No. IV-94-23. Motion carried 5-0.
Motion by Zeller, seconded by Melendez, to adopt findings as recommended
by staff. Motion carried 5-0.
Motion by Zeller, seconded by Melendez, to waive further reading of the
body of the resolution and adopt Resolution No. 01-95-4274, recommending
to the CityCouncil approval of General Plan Amendment No. iV-94-23.
Motion carried 5-0.
COMMENTS: No persons spoke in favor or in opposition to this item.
The item is scheduled for public hearing before the City
Council on February 7, 1995.

MOBILE BUSINESSES INITIATION/STUDY SESSION (AMENDMENT
NO.' 263) CITY WIDE
Motion by Melendez, seconded by Reiner to waive further reading of the
body of the resolution and adopt Resolution No. 01-95-4275 initiating the
procedure for an amendment to certain sections of the West Covina
Municipal Code for Amendment No. 263 relative to mobile businesses.
Motion carried 5-0.
COMMENTS: Several members of the public spoke in favor of
permitting mobile pet grooming services. The
Commission agreed that standards were needed 'for
mobile businesses and that some uses should not be
permitted such as some forms of heavy auto repair,
massage services, etc.. The intent of the ordinance is to
permit mobile uses with minimum .regulations.

PLANNING COMMISSION RULES OF OPERATION
Staff requests that the Planning Commission review the revised Rules of
Operation aInd provide staff with comments or corrections for inclusion in
the final resolution.
COMMENTS: The Commission reviewed draft Rules of Operation and
was supportive of adding provisions applying to public
testimony time limits and other hearing procedures.
