SUMMARY: Orangewood Park Master Plan Amendment No. 1 is a City -initiated request
to adopt a park master plan to accommodate new roller hockey rinks and
appurtenant structures at the park site, located in the "O-S (Open Space)"
zone. The California Street Hockey Association (CSHA) and the City are
processing an agreement for the construction and maintenance of the
proposed hockey facility.
BACKGROUND
Orangewood Park is located on a 8.3-acre site. on the north side of Merced Avenue,
between Orange Avenue and Sunset Avenue. The parks amenities include a soccer field,
baseball diamond, basketball court, picnic area, tot lot and bathrooms. This park plan
amendment is intended to respond to the rising demand for roller hockey rinks by West
Covina residents. The City selected Orangewood Park as a potential site for new roller
hockey rinks. The following is a chronology of the key events leading up to this park plan
amendment:
August 1994: The City Council selected the California Street . Hockey
Association (CSHA) to develop and operate a hockey rink
facility at the park after the. completion of the RFP (Request for
Proposals) process.
November 1, 1994: The City Council reviewed. a Memorandum of Understanding
with the .CSHA was presented outlining the financial agreement
between the two parties. Work proceeds on the maintenance
agreement and the construction agreement.
November 8, 1994: The Human Services Commission held a public hearing
regarding the proposed hockey facility layout. The Commission
voted to recommend approval, but expressed concerns
regarding the availability of parking for the new rinks, possible
intensification of grading problems already present at the park
site, possible placement of safety netting . along the baseball
field to the north of the site, and the availability of portable
restrooms.
January 10,1995: The Planning Commission held a public hearing and voted to
recommend approval of the project and certification of the
Conditional Negative Declaration, but added a condition
regarding provisions for retail sales at the public park site.

The Planning Commission expressed concerns that the pro shop not be allowed to operate
independent of the hockey facility. Commercial activities are not permitted at public park
sites unless specifically authorized by the City Council as stated in -Section 16-23--of the
Municipal Code. Specifically, the Planning Commission wanted to ensure that the pro shop

is owned and operated by the, operator of the hockey facility, that the approval of the pro
shop expires when the hockey facility is no longer operational, and that the pro shop does
not operate beyond the hours of the hockey facility. In order to ensure this, the Planning
Commission added a condition requiring that the pro shop be allowed to operate only in
conjunction with the hockey facility or as otherwise allowed by agreement with the City
Council.
In conclusion, the proposed park master plan amendment will result in a substantial
upgrade to a park that is long overdue. It will fulfill the existing demand for hockey facilities
as well as provide additional parking for park patrons, while also conforming with State and
Federal handicapped accessibility standards. Overall, it will produce a benefit to park
patrons and the community at large.
FISCAL IMPACT
The implementation of this park plan amendment involves a loan from the City to the CSHA
of $175,000 for the construction of the hockey rink facility and approximately $40,000 for
the parking lot and driveway modifications, resulting in a total estimated cost of $215,000.
Under the financial agreement between the CSHA and the City, the loan shall be repaid to
the City over the course of 15 years with all maintenance and operation costs associated
with the hockey rink facility being absorbed by the CSHA Construction of the hockey rink

later date.
RECOMMENDATION
Staff recommends that the City Council affirm the recommendations of the Human Services
Commission and the Planning Commission by ad ting the following resolutions:

NOW THEREFORE, the Planning Commission of the City of West Covina does
hereby resolve as follows:
SECTION NO.1
Based on the evidence presented, the City Council hereby approves Orangewood Park
Master Plan Amendment No. 1, subject to the following conditions:
1. Comply with Study Plan "A", dated January 1995.
2. As allowed by Section 16-23 of the WCMC, commercial sales at the park site shall.
be permitted within a pro shop as indicated on the study plan. However,the
operation of the pro shop at the site shall only occur in conjunction with the
operation of the hockey rink or as otherwise provided in the operator's agreement
with the City.
3. The applicant shall meet any and all monitoring or reporting requirements necessary
to ensure compliance with the mitigation measures contained in the Negative
Declaration of Environmental Impact as those may be determined by the City,
including but not limited to entering into an agreement to perform andtfor monitoring
and reporting during project construction and implementation. The applicant further
agrees he/she will cease construction of the project immediately upon written notice
upon a violation of such requirements and that such a provision may be part of any
agreement of the City and applicant.
4. Comply with the mitigation measures as outlined in the Initial Study/Environmental
Assessment, prepared on December 21, 1994, as follows:
a) All grading shall comply with Chapter 9 of the West Covina Municipal
Code and Chapter 29 and 70 of the Uniform Building Code.
b) Normal wetting procedures or other dust palliative measures shall be
followed during demolition and excavation activities to reduce fugitive
dust emissions in order to meet AQMD Rule 403 requirements.
c) Grading and construction activity shall comply with the City's grading and
noise ordinances. Requirements include, but are not limited to, restricting
excavation, grading, and other construction activities to the hours
between 7:00 a.m. to 8:00 p.m. Also, all construction equipment,
stationary or mobile, shall be required to have properly operating and
maintained mufflers.
d) Comply with Chapter 15 of the West Covina Municipal Code regarding
noise nuisances. The site shall be monitored for adverse noise impacts.
Should adverse noise impacts occur at the site, the hours of operation and/or
other aspects of the park operation shall be modified to mitigate the noise
impacts
e) Lighting at the site shall be directed away from adjacent properties.

BACKGROUND!
Orangewood Park is located ona 8.3-acre site on the north side of Merced Avenue,
between Orange Avenue and Sunset Avenue. Adjacent uses to the site include Edgewood
Middle School to the south (across from Merced Avenue), the Queen of the Valley Hospital
and other medical buildings to the east, and the West Covina Unified School District
Headquarters to the west. To the north of the site is a single-family residential
neighborhood separated from the site by a concrete flood control wash (Walnut Creek
Wash) owned by the Los Angeles County Flood Control District
The site has beeen used for park and recreation purposes since 1954. In 1979, the City
Recreation and Park Commission determined that the park needed to be upgraded and re-
designed since 'most of the park features were reaching the end of their useful life. That
same year, a park specific plan,. as required by the Environmental Quality Element of the
West Covina General Plan, was approved by the Planning Commission. The park specific
plan is a City -initiated document intended to serve as a guideline for future development of
the park Due to financial constraints however, the specific plan was never implemented
and, according to the Human Services Director, is now declared null and void.
Due to the proposal to provide a hockey rink facility at the park, _a new park master plan (as
the specific plan! is now referred to) is now necessary. Orangewood Park was identified as
one of the- potential sites for hockey rinks. The City Council selected the California Street
Hockey Association (CSHA) to develop and operate a hockey rink facility at the park after
the completion of the RFP (Request for Proposals) process in August, 1994.
On November 1 1i 1994, a Memorandum of Understanding between the City Council and the
CSHA was presented outlining the financial agreement between the two parties. On
November 8, 1994, the proposal was presented to the Human Services Commission. The
following are c6mments by the Human Services Commission, followed by how the
comments have 16een addressed.
1. Installation of additional netting along the third base fence of the baseball field
north of the''site to avoid balls flying into the hockey rink areas.

start of operation of the hockey rinks.
2. Make accommodations for sufficient parking by obtaining an agreement from the
Queen of tte Valley Hospital allowing use of their parking lots, or re -designing
site to create additional parking spaces.

Prior to construction, the CSHA must obtain an agreement with the property owner of an
adjacent lot for use of off -site parking during off -business hours to accommodate
parking demand. The CSHA. is presently finalizing an agreement with the West Covina

more convenient location than others nearby. Additionally, the parking lot layout has
been modified on the. master plan to allow for the creation of approximately 25
additional parking spaces at a later date.

Prior to construction -of the facility, a detailed grading plan is required to be reviewed by
the Building & Engineering Department This plan must comply with the Municipal
Code regarding proper drainage 'patterns. At a minimum, the project will not exacerbate
the existing drainage problems at the site as identified by the Human Services
Commission. .
Since the meeting, the layout of die hockey rinks has been modified. However, these
modifications have not been of a substantial nature to warrant taking the item back to the
Human Service Commission. The item is now before the Planning Commission along with
review of the Negative Declaration of Environmental Impact, which, if approved, will next go
the City Council for final certification
DISCUSSION
The proposed master plan amendment consists of two components: the establishment of
hockey rinks and the re -design of Ithe parking lot layout No other changes to existing
layout and facilities of the park are proposed as part of this amendment The environmental
impact resulting from these two changes is not expected to -be substantial and therefore, a
Conditional Negative Declaration of Environmental Impact has been filed in conformance
with State Law.
The first component involves the development of a hockey rink facility in an area presently
occupied by a soccer field. Construction is expected to begin in the Spring of 1995.
According to the Human Services Department, the'soccer leagues presently using the field
will be accommodated at Orangewood School to the south. The park master plan indicates
the general location of the proposed facility, while the details of the hockey rinks are shown
on a separate informational plan. As shown on this plan, two hockey rinks, with dimensions
of 80 feet by 180 feet each, are proposed. Appurtenant structures, such as bleachers for
spectators, players benches, scorer and penalty boxes, and light standards, are provided -
for each rink. A portable trailer is proposed to be used as a staff office for the league and,
eventually, to also serve as a pro shop for the sale and rental of hockey -related equipment
Based on the Zoning Code's parkking requirement for commercial skating rinks, the hockey
rink facility. is expected to generate a parking demand for 72 additional parking spaces.
This figure is based on estimates from the CSHA that 90 persons (40 players or coaches,
plus 50 spectators in bleachers) will generate demand on the average. Utilizing the parking
standard of one parking space for each 2.5 persons, it is estimated that each rink will
generate a demand of 36 parking spaces. Since two rinks are proposed, a total demand for
72 parking spaces is expected.
The park site presently provides a total of 46 parking spaces. Since most of the existing
spaces are presently being used by the baseball league, during games, and other park
patrons, the increased parking demand will accommodated through an agreement with a
property owner of an adjacent property allowing use of parking spaces during off -business
hours (evenings; weekends). The CSHA expects to operate the hockey rink facility from

Plan Amendment No. 1
CSHA is finalizing an agreement with the West Covina Unified School District to allow the
use of the 93 parking spaces at their office headquarters site, located immediately to the
west of the park.The availability of the existing 139 parking spaces to park patrons should
be more than adequate to meet the parking needs.
However , in the event that the demand for parking is not adequately met, the second
component of this amendment should address this since it involves the re -design of the
parking lot layout to create an additional 25 parking spaces on the park and school district
sites for park patrons, as well as providing handicapped -designated parking spaces in
conformance with State and Federal Law. This would result in a total of 164 parking spaces
available on the'two sites upon completion. This component is expected to be completed
some time in the future and is not required for the development of the hockey rinks
(provided the agreement for off -site parking is secured). These changes would result in
shifting the existing driveway eastward to allow for the creation of additional rows of parking
spaces along the property line with the school district. This modification, when
implemented, will require the cooperation of the school district.
The implementation of this park master plan amendment is not expected to create any
significant environmental impacts in regards to aesthetics or light and glare issues since the
hockey facility Isite is located away form public streets and single-family residential
properties (more than 400 feet away). Mitigation measures have been incorporated into the
project to address any potential noise impacts that may occur. Noise generation at the site
will be monitored for compliance with. existing noise standards. Although unlikely since

residential properties are not located nearby, the hours of operation and/or other aspects of
the park operation shall be modified, if necessary, to mitigate noise impacts.
In conclusion, the proposed park master plan amendment will result in . a substantial
upgrade to a park that is long overdue. It will fulfill the existing demand for hockey facilities
as well as provide additional parking for park patrons, while also conforming with State and
Federal handicapped accessibility. Overall, it will produce a benefit to park patrons and the
community at large.
Staff recommends that the Planning Commission adopt resolutions recommending to the
City Council approval of Orangewood Park Master Plan Amendment No. 1 and certifying
the Negative Declaration of Environmental Impact therefore.

WHEREAS, the City Council initiated a request for the development of new roller

County Assessor, City of West Covina, County of Los Angeles, California;
and
WHEREAS, the proposed project is considered a "project" pursuant to the terms of
the California Environmental Quality Act (CEQA); and
WHEREAS, an initial study was prepared for said project; and
WHEREAS, based upon the findings of an initial study, it was determined that the
proposed project will not have a significant impact on the environment and d will not
individually or cumulatively have an adverse effect on wildlife resources, as defined in
Section 711.2 of the Fish and Game Code; and
WHEREAS, a Negative Declaration of Environmental Impact was prepared for the
proposed project pursuant to the requirements of the California Environmental Quality Act
of 1970, as amended, and mitigation measures are included in said Negative Declaration
in support of the finding that there will not be a significant effect on the environment as a
result of this project.
WHEREAS, the Human Services Commission, upon giving the required notice, did
on the 8th day of November, 1994, conduct a duly advertised public hearing as described
by law to consider the said request and voted to recommend approval to the City Council;
and
WHEREAS, the Planning Commission, upon giving the required notice, did on the
10th day of January, 1995, conduct a duly advertised public hearing as described by law

1. The existing park site is in need of an upgrade of facilities.
2. The Environmental Quality Element of the West Covina General Plan, adopted
in 1979, requires a master plan of design for all parks in the City of West
Covina.
3. The existing park site is adequate in size and design for a neighborhood park,
which are intended to serve residents within a one-half mile radius.
4. The proposed park master plan helps in the implementation of the goal of the
West Covina General Plan to "provide adequate recreational facilities and
programs for the citizens of West Covina."
5. An initial study prepared for the subject project has disclosed that although the
proposed project could have a significant effect on the environment, there will
not be a significant effect in this case because mitigation measures have been
incorporated' into the project's design and as conditions of approval. A
Negative Declaration of Environmental Impact has been prepared for the
proposed project pursuant to the requirements of the California Environmental
Quality Act of 1970, as amended.

NOW THEREFORE, the Planning Commission of the City of West Covina does
hereby recommend that the City Council approve Orangewood Park Master Plan
Amendment No. 1, subject to the following conditions:
1. Comply with Study Plan "A", dated January 10, 1995.
2. The operation of the pro shop at the site shall only occur in conjunction with the
operation of the hockey rink or as otherwise provided in the operator's agreement
with the City.
3. The applicant shall meet any and all monitoring or reporting requirements
necessary to ensure compliance with the mitigation measures contained in the
Negative Declaration of Environmental Impact as those may be determined by the
City, including but not limited to entering into an agreement to perform and/for
monitoring and reporting during project construction and implementation. The
applicant further agrees he/she will cease construction of the project immediately
upon written notice upon a violation of such requirements and that such a
provision may be part of any agreement of the City and applicant.
4. Comply with the mitigation measures as outlined in the'7nitial Study/Environmental
Assessment, prepared on December 21, 1994, as follows -
a) All grading shall comply with Chapter 9 of the West Covina Municipal
Code .and Chapter 29 and 70 of the Uniform Building Code.
b) Normal wetting procedures or other dust palliative measures shall be
followed during demolition and excavation activities to reduce fugitive dust
emissions in order to meet AQMD Rule 403 requirements.
.c) Grading and construction activity shall comply with the City's grading and
noise ordinances. Requirements include, but are not limited to, restricting
excavation, grading, and other construction activities to the hours between
7:00 a.m. to 8:00 p.m. Also, all construction equipment, stationary or
mobile, shall be required to have properly operating and maintained
mufflers.
d) Comply with Chapter 15 of the West Covina Municipal Code regarding
noise nuisances. The site shall be monitored for adverse noise impacts.
Should adverse noise impacts occur at the site, the hours of operation
and/or other aspects of the park operation shall be modified to mitigate the
noise impacts
e) Lighting at the site shall be directed away from adjacent properties.
f) Adequate parking for the roller hockey activities and other activities at the
park site shall be provided on -site and/or off -site. Agreements by
respective property owners authorizing the use of off -site parking spaces
.shall be obtained prior to the start_ of construction.
FINALLY RESOLVED, that the Secretary be instructed to forward a copy of this
Resolution to the applicant, City Engineer, Fire Marshal and City Council, respectively, for
their attention.

owned by the Los Angeles County Flood Control District and located

C. DISCUSSION OF ENVIRONMENTAL EVALUATION

1.b., c., f. The proposed park improvements will involve the construction of a
concrete slab for the new hockey rinks over an existing grass field (used
for soccer activities) within the park site. Therefore, the disruption,
displacement and compaction of soil and changes in topography and
ground surface relief features will take place during the normal course of
grading and construction. Natural drainage patterns will be altered and
runoff increased as the site is developed. Changes in topography and
. drainage will be reviewed as a part of the grading and drainage plan
review. All grading shall be completed in compliance with Chapter 9 of.
the West Covina. Municipal Code and Chapter 29 and 70 of the Uniform
Building Code. The project will not exacerbate the existing drainage
problems along the east lot line (next to the baseball field fence) north of
the hockey rink site, as identified by the Human Services Commission.

1.g. As with any site in the San Gabriel Valley, there is a potential for ground
shaking during earthquakes due. to the close proximity to the San
Andreas -Fault, the frontal fault system of the San Gabriel Mountains and
the Whittier Fault. This can be mitigated to some extent by compliance

any_ unstable earth conditions. There are no unique geological or physical
features related to the site. No increase of erosion of soil will occur as a

NOISE
MAYBE
6.a., b.. Noise impacts may occur during construction and during game
operations. Compliance with the City's construction and noise
ordinances will mitigate potential noise impacts. Mitigation measures
include but are not limited to: restricting excavation, grading, and other
construction activities to daytime hours. Upon the start of operations,
existing noise ordinances will ensure that acceptable noise levels are
maintained. Noise nuisances are not expected to adversely affect nearby,
residents since the closest single-family residential properties are located
over 400 feet away from the roller hockey rink sites. The site shall be
monitored for adverse noise impacts. Should adverse noise impacts
occur at the site, the hours of operation and/or other aspects of the park
operation shall be modified to mitigate the noise impacts.
LIGHT AND GLARE
7. - New lighting will be introduced to the area in the form of pole -mounted
fixtures to light the roller hockey rinks. No adverse effects of light and
glare onto residential properties or public streets are expected due to the
distances between these and the roller hockey sites. In any event,
lighting will be designed to maximize illumination onto the while. directing
_ lighting away from- adjacent properties. -

8. The proposed amendment to the approved park master plan is not a
substantial alteration of the current or planned use of the site since the
current, planed, and proposed uses are all recreational in nature. The
proposed use is consistent with the "Open -Space" zone and the "Open
Space land use designation of the General Plan of the subject property.
The site has been used as a park since 1954 and is overdue for upgrades
of its facilities. In 1979, the City approved a specific plan which would
upgrade the park, but it was never implemented. The project consists of
the construction of new roller hockey rinks on a portion of the park site
currently occupied by a grass field used for soccer activities. The
proposal consists of removing the designation of this area on the park
master plan for use as additional parking, main building (snack shop,
restrooms, equipment rental), and a covered arbor with seating areas
underneath, and to address the accommodation of these uses elsewhere
in the park site in a future park plan amendment.

demand, the project involves the use by park patrons of existing
parking lots. located in adjacent properties after business hours. As a
condition of approval, an agreement shall be recorded prior to the
start of construction with the owner of an adjacent property to
provide an adequate number of off -site parking spaces for use by park
patrons. The layout of the hockey rink sites is set back from the
existing driveway to allow enough room to accommodate future
construction of an additional row of parking spaces along the west lot
line.

has vehicular and pedestrian access from Merced Avenue (a minor

generated by the proposed use. The facilities serving the roller
hockey rinks are designed to meet minimum handicapped accessibility
standards. The rest of the park, including the parking lot, are
expected to .be. upgraded to meet the handicapped standards as part

The project will not alter the movement of waterborne, rail or air
traffic, since none exist nearby.

MITIGATION MEASURES
1. All grading shall comply with Chapter 9 of the West Covina Municipal Code and
Chapter 29 and 70 of the Uniform Building Code.
2. Normal wetting procedures or other dust palliative measures shall be followed
during demolition and excavation activities to reduce fugitive dust emissions in
order to meet AQMD Rule 403 requirements.
3. Grading and, construction activity shall comply with the City's grading and
noise ordinances. Requirements include, but are not limited to, restricting
excavation, grading, and other construction activities to the hours between
7:00 a.m. to 8:00 .p.m. Also, all construction equipment, stationary or mobile,
shall be required to have properly operating and maintained mufflers.
4. Comply with Chapter 15 of the West Covina Municipal Code regarding noise
nuisances. The site shall be monitored for adverse noise impacts. Should adverse
noise impacts occur at the site, the hours of operation and/or other aspects of the
park operation shall be modified to mitigate the noise impacts

SUMMARY: The City Council and Agency Board shall consider the approval of separate
resolutions which would facilitate the infusion of capital into Southland
Motors dealership through a purchase of the site from Fejtek and a leaseback
to the dealer. The City, will adopt a resolution consenting to the approval of
the DDA between the Agency, Val J. Fejtek and .Southland Motors. The
Agency will adopt a resolution approving a DDA between the Agency, Val
J. `Fejtek and Southland Motors.
Agency staff has-been working diligently with the developer to finalize all issues relating to this
matter. Unfortunately, several critical deal points are still unresolved; therefore, staff is
recommending that this hearing be opened and then continued to February 21, 1995. In the
interim, negotiations Will continue in an effort to resolve all outstanding issues.
It is recommended that the public hearing be opened and continued to February 21, 1995.
