The California Street Hockey Association (CSHA) and the City are processing an agreement for the construction and maintenance of the proposed hockey facility. BACKGROUND Orangewood Park is located on a 8.3-acre site. on the north side of Merced Avenue, between Orange Avenue and Sunset Avenue. The parks amenities include a soccer field, baseball diamond, basketball court, picnic area, tot lot and bathrooms. This park plan amendment is intended to respond to the rising demand for roller hockey rinks by West Covina residents. The City selected Orangewood Park as a potential site for new roller hockey rinks. The following is a chronology of the key events leading up to this park plan amendment: August 1994: The City Council selected the California Street . Hockey Association (CSHA) to develop and operate a hockey rink facility at the park after the. completion of the RFP (Request for Proposals) process. November 1, 1994: The City Council reviewed. a Memorandum of Understanding with the .CSHA was presented outlining the financial agreement between the two parties. Work proceeds on the maintenance agreement and the construction agreement. November 8, 1994: The Human Services Commission held a public hearing regarding the proposed hockey facility layout. The Commission voted to recommend approval, but expressed concerns regarding the availability of parking for the new rinks, possible intensification of grading problems already present at the park site, possible placement of safety netting . along the baseball field to the north of the site, and the availability of portable restrooms. The CSHA expects to operate the hockey rink facility from 4:30 p.m. to midnight on weekdays, and 8 a.m. to midnight on weekends. Presently, the CSHA is finalizing an agreement with the West Covina Unified School District to allow the use of the 93 parking spaces at their office headquarters site, located immediately to the west of the park The availability of the existing 139 parking spaces to park patrons should be more than adequate to meet the parking needs. This agreement is required prior to the start of construdio 1. Implementation of the second component (parking lot redesign) of this amendment would add 25 more parking spaces to the park site for a total of 164 parking spaces. The Planning Commission expressed concerns that the pro shop not be allowed to operate independent of the hockey facility. Commercial activities are not permitted at public park sites unless specifically authorized by the City Council as stated in -Section 16-23--of the Municipal Code. Paae 3 is owned and operated by the, operator of the hockey facility, that the approval of the pro shop expires when the hockey facility is no longer operational, and that the pro shop does not operate beyond the hours of the hockey facility. In order to ensure this, the Planning Commission added a condition requiring that the pro shop be allowed to operate only in conjunction with the hockey facility or as otherwise allowed by agreement with the City Council. In conclusion, the proposed park master plan amendment will result in a substantial upgrade to a park that is long overdue. It will fulfill the existing demand for hockey facilities as well as provide additional parking for park patrons, while also conforming with State and Federal handicapped accessibility standards. Overall, it will produce a benefit to park patrons and the community at large. FISCAL IMPACT The implementation of this park plan amendment involves a loan from the City to the CSHA of $175,000 for the construction of the hockey rink facility and approximately $40,000 for the parking lot and driveway modifications, resulting in a total estimated cost of $215,000. Under the financial agreement between the CSHA and the City, the loan shall be repaid to the City over the course of 15 years with all maintenance and operation costs associated with the hockey rink facility being absorbed by the CSHA Construction of the hockey rink facility is expected to be completed this year and the parking lot shall be completed at some later date. Orangewood Park is located ona 8.3-acre site on the north side of Merced Avenue, between Orange Avenue and Sunset Avenue. Adjacent uses to the site include Edgewood Middle School to the south (across from Merced Avenue), the Queen of the Valley Hospital and other medical buildings to the east, and the West Covina Unified School District Headquarters to the west. To the north of the site is a single-family residential neighborhood separated from the site by a concrete flood control wash (Walnut Creek Wash) owned by the Los Angeles County Flood Control District The site has beeen used for park and recreation purposes since 1954. In 1979, the City Recreation and Park Commission determined that the park needed to be upgraded and re- designed since 'most of the park features were reaching the end of their useful life. That same year, a park specific plan,. as required by the Environmental Quality Element of the West Covina General Plan, was approved by the Planning Commission. The park specific plan is a City -initiated document intended to serve as a guideline for future development of the park Due to financial constraints however, the specific plan was never implemented and, according to the Human Services Director, is now declared null and void. Due to the proposal to provide a hockey rink facility at the park, _a new park master plan (as the specific plan! is now referred to) is now necessary. Orangewood Park was identified as one of the- potential sites for hockey rinks. The City Council selected the California Street Hockey Association (CSHA) to develop and operate a hockey rink facility at the park after the completion of the RFP (Request for Proposals) process in August, 1994. On November 1 1i 1994, a Memorandum of Understanding between the City Council and the CSHA was presented outlining the financial agreement between the two parties. On November 8, 1994, the proposal was presented to the Human Services Commission. The following are c6mments by the Human Services Commission, followed by how the comments have 16een addressed. 1. Installation of additional netting along the third base fence of the baseball field north of the''site to avoid balls flying into the hockey rink areas. According td the Human Services Director, the City will provide the netting prior to the start of operation of the hockey rinks. 2. Make accommodations for sufficient parking by obtaining an agreement from the Queen of tte Valley Hospital allowing use of their parking lots, or re -designing site to create additional parking spaces. I, Prior to construction, the CSHA must obtain an agreement with the property owner of an adjacent lot for use of off -site parking during off -business hours to accommodate parking demand. The CSHA. is presently finalizing an agreement with the West Covina School Distric11 t for use of their office headquarters site. At a minimum, the project will not exacerbate the existing drainage problems at the site as identified by the Human Services Commission. . Since the meeting, the layout of die hockey rinks has been modified. However, these modifications have not been of a substantial nature to warrant taking the item back to the Human Service Commission. According to the Human Services Department, the'soccer leagues presently using the field will be accommodated at Orangewood School to the south. The park master plan indicates the general location of the proposed facility, while the details of the hockey rinks are shown on a separate informational plan. As shown on this plan, two hockey rinks, with dimensions of 80 feet by 180 feet each, are proposed. Appurtenant structures, such as bleachers for spectators, players benches, scorer and penalty boxes, and light standards, are provided - for each rink. A portable trailer is proposed to be used as a staff office for the league and, eventually, to also serve as a pro shop for the sale and rental of hockey -related equipment Based on the Zoning Code's parkking requirement for commercial skating rinks, the hockey rink facility. is expected to generate a parking demand for 72 additional parking spaces. This figure is based on estimates from the CSHA that 90 persons (40 players or coaches, plus 50 spectators in bleachers) will generate demand on the average. Utilizing the parking standard of one parking space for each 2.5 persons, it is estimated that each rink will generate a demand of 36 parking spaces. Since two rinks are proposed, a total demand for 72 parking spaces is expected. The park site presently provides a total of 46 parking spaces. Since most of the existing spaces are presently being used by the baseball league, during games, and other park patrons, the increased parking demand will accommodated through an agreement with a property owner of an adjacent property allowing use of parking spaces during off -business hours (evenings; weekends). The CSHA expects to operate the hockey rink facility from 4:30 p.m. to midnight on weekdays, and 8 a.m. to midnight on weekends. However , in the event that the demand for parking is not adequately met, the second component of this amendment should address this since it involves the re -design of the parking lot layout to create an additional 25 parking spaces on the park and school district sites for park patrons, as well as providing handicapped -designated parking spaces in conformance with State and Federal Law. This would result in a total of 164 parking spaces available on the'two sites upon completion. This component is expected to be completed some time in the future and is not required for the development of the hockey rinks (provided the agreement for off -site parking is secured). These changes would result in shifting the existing driveway eastward to allow for the creation of additional rows of parking spaces along the property line with the school district. This modification, when implemented, will require the cooperation of the school district. The implementation of this park master plan amendment is not expected to create any significant environmental impacts in regards to aesthetics or light and glare issues since the hockey facility Isite is located away form public streets and single-family residential properties (more than 400 feet away). Mitigation measures have been incorporated into the project to address any potential noise impacts that may occur. Noise generation at the site will be monitored for compliance with. existing noise standards. The proposed amendment to the approved park master plan is not a substantial alteration of the current or planned use of the site since the current, planed, and proposed uses are all recreational in nature. The site has been used as a park since 1954 and is overdue for upgrades of its facilities. In 1979, the City approved a specific plan which would upgrade the park, but it was never implemented. The project consists of the construction of new roller hockey rinks on a portion of the park site currently occupied by a grass field used for soccer activities. The proposal consists of removing the designation of this area on the park master plan for use as additional parking, main building (snack shop, restrooms, equipment rental), and a covered arbor with seating areas underneath, and to address the accommodation of these uses elsewhere in the park site in a future park plan amendment.
