Motion by Solinger, seconded by Melendez to approve the Consent
Calendar. Motion carried 4-0.
B. NEW PUBLIC HEARINGS

CONDITIONAL USE PERMIT NO. 470
NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT
APPLICANT: Michael and Deborah Miller
LOCATION: 140 S. Bandy Avenue
Motion by Solinger, seconded by Melendez to adopt findings as
recommended by staff, to waive further reading of the body of the
resolution and adopt Resolution No. 01-95-4268 certifying the Negative
Declaration of Environmental Impact for Conditional Use Permit No. 470.
Motion carried 4-0.
Motion by Solinger, seconded by Melendez to adopt findings as
recommended by staff, to waive further reading of the body of the
resolution and adopt Resolution No. 01-95-4269 approving Conditional Use
Permit No. 470. Motion carried 4-0. '

ORANGEWOOD PARK'MASTER PLAN AMENDMENT NO. 1
NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT
APPLICANT: City of West Covina
(California. Street Hockey Association)
LOCATION: Orangewood Park
1615 West Merced Avenue (east of Orange Avenue)
Motion by Connolly, seconded by Solinger to adopt findings as
recommended by staff, to waive further reading of the body of the
resolution and adopt Resolution No. 01-95-4270 certifying the Negative
Declaration of Environmental Impact for Orangewood Park Master Plan
Amendment No. 1. Motion carried 4-0.
Motion by Connolly, seconded by Solinger to adopt findings as
recommended by staff, to waive further reading of the body of the
resolution and adopt Resolution No. 01-95-4271, recommending that the
City Council approve Orangewood Park Master Plan Amendment No. 1.
` Motion carried 4-0.
COMMENTS - The applicant and a local business owner spoke in favor
of the item. The business owner requested that "Free
Play" time; be provided for adults in the evening and
stated that he felt the pro shop was an unfair advantage
to California Street Hockey Association. The
Commission unanimously recommended approval of the
Master Plan Amendment subject to adding a condition
stating "Operation of the Pro Shop shall only occur in
conjunction with the operation of the hockey rink or as
otherwise ;provided in the operator's agreement with the
.City."
C. NON -HEARING ITEMS

MODIFICATION RELATING TO THE SEQUENCE OF PROJECT
IMPROVEMENTS UNDER PHASE I OF PROJECT IMPLEMENTATION. (FAITH
COMMUNITY CHURCH - Precise Plan No. 848)
APPLICANT: Faith Community Church
Location: 1200 San Bernardino Road
Motion by Solinger, seconded by Zeller to waive further reading of the body
of the resolution and adopt Resolution No. 01-95-4272, authorizing the
Planning Director to approve a Planning Director's Modification to Precise
Plan .No. 848. Motion carried 4-0.
