STREAMLINING ORDINANCE INITIATION - STUDY SESSION
Continuation of discussion on material presented by staff at Planning
Commission hearing of January 11, 1994
Request: Staff recommends that the Planning Commission continue review
of the subject material, direct staff as to their preferences in preparation of
Resolution No. 1-94-4204, initiating an amendment to clarify regulations,
streamline approval procedures, and respond to changes in land uses over
time.
Received and filed.
Comments: The Commission directed staff to proceed with drafting the final
ordinance amendment to include provisions for regulating
businesses that serve alcoholic beverages subject to approval of
a use permit and to establish an amortization period, for existing
businesses to obtain a use permit. The proposed code language
was supported by Robert Bacon who represents an existing
billiard parlor and representatives of National Sports Grill, who
are proposing to operate in the former Red Onion restaurant.

DEFICIENCY PLAN - STUDY SESSION
Continued from January 11, 1994
The purpose of this study session is to receive an issue paper on the 1993
update to the Congestion Management Program regarding the Deficiency
Plan.

PET CLINICS
Request for interpretation of regulations governing mobile veterinary
services.
ACTION:
Agendize and notify pet stores and veterinarians for a discussion of the
matter at a future meeting. Ask City Clerk to attend.
Comments: Dr. Sidney Brown, DVM spoke regarding concerns that pet
stores are allowed to conduct temporary vaccination clinics and
carry out disease testing procedures. He thought this wasn't
permitted. He is concerned such temporary uses don't
necessarily provide adequate care.
