CODE AMENDMENT NO.283
CODE REVISIONS (PHASE III)
GENERAL EXEMPTION
APPLICANT: City of West Covina
LOCATION: Citywide
The project consists of amendments to certain sections of Chapters 1, 5, 15, and
26 of the West Covina Municipal Code and Woodside Village Master Plan Text,
including corrections of editorial and typographical errors, updates to
administrative procedures, changes in organization of certain sections, changes to
improve clarity of terms and standards, and other minor changes to address
emerging issues.
COMMENTS:
City Planner Doug McIsaac explained that the City Attorney had some concerns
regarding some of the proposed changes and requested more time to discuss this
with staff.
Motion by Clayton, seconded by Tarozzi, to continue this item to the. meeting of
February 9; 1999. Motion carried 4-0.

C. NON -HEARING ITEMS

STUDY SESSION
PIGEON REGULATIONS
Due to a recent complaint, the City Council has requested the Planning
Commission to review and consider the adequacy of the City's zoning regulations
pertaining to the keeping of pigeons.
COMMENTS:
Insofar as it was explained that the actual source of the complaint were pigeons
that were not being kept by a property owner and that the complaint had been
resolved, the Commission was divided as to whether there was a need to amend
the City's regulations. The Commission concluded that staff'had already done.
much of the needed research and that amending the Zoning Code now might help
to head off problems in the future. The Commission therefore directed. staff to
proceed with a code amendment to (1) reduce the number of common pigeons
allowed from the current. number of 24; (2) establish a requirement for an
administrative use permit for the keeping of pigeons; and (3) establish minimum
standards for the keeping of pigeons.

STUDY SESSION
INDOOR SWAP MEET
On October 13, 1998, the Planning Commission considered Code Amendment
No. 280 related to the regulation of indoor multi -tenant retail centers (indoor swap
meets). At that time, the Commission requested additional information to be
brought back at a study session prior to proceeding with Code Amendment No.
280.
COMMENTS:
In the discussion, some Commissioners expressed the ' opinion that indoor swap
meets would help .to occupy space in struggling shopping centers and that other
concerns could be addressed through conditions. Other Commissioners expressed
the opinion that indoor swap meets could be detrimental to the economic health of
a shopping center, but that more specialized uses such as a "Fred Segals" store
could be desirable. It was concluded to proceed with Option #2 as proposed by
staff, which is to prohibit "indoor swap meets," but to expand the definition of
"Themed shopping uses" to encompass uses of the nature of a "Fred Segals" store,
and make these uses subject to approval of a conditional use permit.

.AUTO DEALER PROMOTIONAL EVENT STANDARDS
The, City Council has requested that the Planning Commission review the
appropriateness of the . City's regulations pertaining the permitted length of
promotional events for auto dealers.

COMMENTS:
The Commission directed staff to proceed with a code amendment to establish an
exception to the normal 14-day limit for an auto dealer promotional event when in
conjunction with a regional or national sales events. In a related matter brought
forward by staff, the Commission directed staff to also proceed with a code
amendment to increase the number ' and length of major promotional events .

proposal for a special event planned for February 15 at Club Disney, where
Eastland already had plans for the maximum number of two major promotional
events for the year.
