I. ROLL CALL: Commissioners Present: Azpeitia, Vice Chair Lane, Ramirez, Scheuplein, Chairman Thrasher Staff Present: Ure, McIntyre, Gardner, Hoppe Others: Attorneys Peter Godfrey (representing City) and Steven Spindel (representing Marc Ugarte) H. PLEDGE OF ALLEGIANCE - Commissioner Scheuplein III. ORAL COMMUNICATIONS - None I IV. APPROVAL OF MINUTES - Motion by Azpeitia, seconded by Lane, to approve Minutes of December 11, 1996. Motion by Scheduplein, seconded by Iirez, to provide disability retirement as recommended. Motion carried 5-0. regular meeting was adjourned at 7:56 p.m. to a closed session regarding existing ition James Bean vs. City of West Covina. Attorney Peter Godfrey briefed emission of the status of ongoing litigation involving former police officer James i. The closed session was prompted by a presentation by Mr. Bean to the Personnel unission at their September 11, 1996 meeting. Commission reconvened the regular ing at 9:28 p.m. The�Commission reviewed a draft City Council report prepared by staff. By motion of Scheuplein, seconded by Azpeitia, recommendation was made to send report on to the City Council for action. Motion carried 5-0. Commission Duties. Role and Protocols Commissioner Scheuplein requested a copy of the City's Personnel Rules as mentioned at a previous meeting in order to ascertain the role of the Commission in City processes. Eligibility List Recruitments were reviewed which had been completed through the month of December 1996: 1. Fire Captain -December 5, 1996 2. Day Care Director - December 10, 1996 3. Day Care. Teacher - December 10, 1996 4. Planning Intern/Redevelopment Agency - December.19, 1996. B. Monthly. Reports The Commissioners received and filed the following reports for the month of December 1996: Employment/Separation Report Employee Turnover Report Personnel Recruitments C. Thursday Letters/Memos The Commissioners received and filed the Thursday Letters/Memos for the month of December 1996. D. Safety Committee Meeting Minutes - None. The Committee had a Christmas luncheon in lieu of a meeting and no business was conducted. E. Informational Items - None. VII. STAFF REPORTS Director Ure indicated that the meet and confer process with eight bargaining units would be commencing in February. Unless there was a change in the composition of a bargaining unit by classifications represented, no further review of the bargaining units by the Personnel Commission would be required. Staff indicated a tremendousamount of time would be invested in the next four to six months on this process. VIII. COMMISSION'S COAEM[EENTS Commission Chair Thrasher requested status of "employee of the quarter" program. Staff advised they are still trying to get a committee together and have had only a few employee volunteers. With the new year, will proceed quickly with whatever size -group can be pulled together. Commissioner Scheuplein would like City employees be reminded on a regular basis that the. Personnel Commission has monthly meetings with an oral communications section for their use. Motion by Scheuplein, seconded by Lane, to notify employees via bulletins. or newsletter of Commission meetings, and that oral communications are welcomed. Motion amended by Chairman Thrasher to allow Personnel Director to determine the format and frequency of employee notification. Seconded by Ramirez. Motion carried 5-0. IX. ADJOURNMENT - Motion by Azpeitia, seconded by Ramirez, to adjourn at 10: 10 p.m. The next regularly scheduled meeting will be held Wednesday, February 12, 1997. word:%fcmin1.296
