F-] r�A DATE January 7, 1992 SUMMARY: This report transmits to the City Council two resolutions for salary and benefit changes in order to implement provisions of agreed upon Memoranda of Understanding between the City and the following two associations: the West Covina.Public Safety Dispatchers' Association and the West Covina City General Employees' Association. Background Meet & confer sessions were held with the Public Safety Dispatchers' Association -in 1989. Agreement was reached at that time for a three (3) year contract which provided for a salary increase effective January 1, 199,2, of 5% tied to the Consumer Price Index (CPI). Pursuant to contract language, if the CPI is as low as 4% or less, but more than 31, the salary adjustment will be reduced by .5%. For the -_.period October 1, 1990 to September 30, 1991 the CPI was 3.6%; therefore, the Public Safety Dispatchers' Association salary adjustment will be 4.5% instead of 5%, effective.January 1, 1992. The West Covina City General Employees' Association and the City's negotiating team recently completed the meet & confer process as the current contract expired December 31, 1991. Agreement has been reached with this unit regarding wages, hours, and conditions of employment. The agreement calls for a two-year memorandum of understanding (MOU) and provides for a salary increase of three percent (3%), effective January 1, 1992 and January 1, 1993. The increase for January 1, 1993 is tied to the. CPI and cannot exceed four percent (4%). Equity adjustments of an additional one-half of one percent (.5%) for specified clerical classes and one percent (1%) for the Jailer class are also provided each year effective January 1, 1992 and January 1,' 1993. Increases to City contributions to health and dental benefits for employees have also been.agreed upon and included. Discussion Submitted for Council approval are two implementing resolutions concerning compensation of personnel. The first resolution relates to the third -year salary increase as agreed upon by the City and the Public Safety Dispatchers' Association as part of a three-year MOU package. The second resolution implements the MOU approved by the City's representatives and the West Covina City General Employees' Association.
