SUBJECT: FEDERAL MINIMUM WAGE ADJUSTMENTS
SUMMARY: Staff is requesting that the City Council approve wage adjustments for the
Crossing Guard positions to comply with the federal minimum wage.
BACKGROUND:
Effective January 1, 2001, the new federal minimum wage was increased from $5.75 per hour to
$6.25 per hour. Staff presented a report to the City Council at their Regular Meeting of
January 16, 2001, which outlined those limited service positions affected by the new minimum
wage law. Due to an oversight, we inadvertently omitted the Crossing Guard classification. This
resolution corrects that oversight. It is necessary to increase the first step to the new minimum
wage for this class to be in compliance with the federal guidelines. The other two steps will be
adjusted consistent with the practice of maintaining five percent increments between steps.
With one exception, the Crossing Guards were on holiday break and the paychecks for the
subsequent pay period will be distributed on February 8, 2001. Hence, they were not adversely
affected by the new minimum wage. One employee did have minimal hours for the first week in
January and he was compensated to be in compliance with the new law.
FISCAL IMPACT:
The cost of the proposed adjustments will be approximately $877 for the remainder of the fiscal
year. Funds are available in account number 110-320-2110-5112 of the Police Department's
budget.
RECOMMENDATION:
It is recommended that the City Council authorize the use of $877 for FY2000/01, and adopt
the following Resolution:

CALIFORNIA, FIXING THE COMPENSATION OF
CLASSIFICATIONS WITHIN THE LIMITED SERVICE
CLASSIFICATIONS AND AMENDING RESOLUTION
NO. 9546.
WHEREAS, the federal minimum wage has been increased to $6.25 per hour effective
January 1, 2001; and
WHEREAS, the City of West Covina is required to comply with such law by assuring
City employees are paid at the level established; and
WHEREAS, the federal minimum wage of $6.25 per hour impacts the current starting
hourly wage for the classification of Crossing Guard.
NOW, THEREFORE, the City Council of the City of West Covina does resolve as
follows:

SECTION 1. That Resolution No. 9546 is hereby amended by this Resolution.
SECTION 2. That the hourly wage range for.the class below is hereby established as

SECTION 3. Funds for these adjustments are contained in the Police Department's
FY 2000/01 Budget.
