Hobbs, City Manager and City Council FROM: Carol Fox, Director Personnel and Risk Management Department SUBJECT: COMMISSION STIPEND INCREASES AGENDA ITEM NO. C-8i DATE February 6, 2001 SUMMARY: It is recommended that the City Council adopt a Resolution implementing the increases to the Commissions' stipends. BACKGROUND: At the City Council Meeting of January 16, 2001, staff presented a salary survey as it relates to Commission stipends. At that time, the Council approved increases to the Planning Commission stipends from $75 per month to $100 per month, and all other Commissions' stipends from $30 per month to $50 per month. Pursuant to the West Covina Municipal Code, Section 2-71 (c), "Any compensation shall be set by resolution of the City Council." Therefore, staff is requesting that the City Council adopt a resolution approving the increases to the Commission stipends. FISCAL IMPACT: The additional cost to implement the increases to the Commissions' stipends is approximately $3,990 for the current fiscal year. Funds for FY 2000/01 have not been budgeted. The Environmental Management Department will be able to fund half ($300) of the increased cost from their budget to fund the additional costs to the Waste Management Commission. The remaining balance of approximately $3,690 will need to be funded through an appropriation from the General Fund's fund balance, as shown in the table below. RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADJUSTING THE COMPENSATION OF COMMISSIONS. WHEREAS, the City conducted a survey related to commission stipends; and WHEREAS, the City Council approved increases to the monthly commission stipends at their Regular Meeting of January 16, 2001; and WHEREAS, the West Covina Municipal Code, Section 2-71 (c) provides that compensation shall be set by resolution of the City Council. NOW, THEREFORE, the City Council of the City of West Covina does resolve as follows: SECTION 1. That the monthly stipends for the City's Commissions is hereby established as follows: (a) The Planning Commission stipends have been increased from $75 per month to $100 per month; (b) The Community Services, Senior Citizens, Personnel, and Waste Management Commissions' stipends have been increased from $30 per month to $50 per month. SECTION 2. Funds for these adjustments are contained in the Environmental Management Department's FY 2000/01 Budget ($300); and the remaining funds (approximately $3,690) will be appropriated from the General Fund's fund balance. SECTION 3. The effective date of this Resolution is January 16, 2001. SECTION 4. The City Clerk shall certify to the adoption of this Resolution. APROVED AND ADOPTED THIS 61h day of February, 2001.
