C-4f DATE January 2, 2001 SUBJECT: APPROVAL OF CLASS SPECIFICATION ENTITLED: PLANNING PERMIT TECHNICIAN SUMMARY: This report recommends the approval of the new classification of Planning Permit Technician. This recommendation is related to the recent restructuring of the Public Services Department. BACKGROUND: On November 14, 2000, the City Council approved a proposal to restructure the Public Services Department into two departments, the Public Works Department and the Planning Department. As part of this proposal, the position of Public Services Director was eliminated and the funds allocated to this position were recollected for other purposes. One of the designated uses for these funds was the creation of a Planning Permit Technician position. The first step in filling this new position is the approval of a new class specification. DISCUSSION: One of the primary responsibilities of the Planning Department is to provided information to the public regarding zoning regulations, permits requirements and processing, plan checking, and other information. The Planning Permit Technician will provided those services in an efficient and -cost-effective manner, rather than assigning one of three professionals planners. This classification is similar to that of the Building/Engineering Permit Technician. Therefore, staff is recommending that the same salary range of $2512-$3053 per month be applied to the Planning Permit Technician classification. PERSONNEL COMMISION'S REVIEW: At their meeting on December 13, 2000, the Personnel Commission reviewed the proposed classification for Planning Permit Technician (Exhibit A) and concurred with the Personnel Director's recommendation. FISCAL IMPACT: There is no fiscal impact resulting from approving this class specification. The Fiscal Year 2000-2001 Budget includes funding for the Planning Permit Technician position due to cost savings incurred through the elimination of the Public Services Director position, as detailed in the re -organization report to City Council on November 14, 2000 (agenda item number C-6n). RECOMMENDATION: It is recommended that the City Council review and concur with the Personnel Director's recommendation for the classification of Planning Permit Technician. AYES: NOES: ABSENT: ABSTAIN: City Clerk APPROVED AS TO FORM: City Attorney CITY OF WEST COVINA EXHIBIT "A" CLASSIFIED CLASS SPECIFICATION NOVEMBER 2000 PLANNING PERMIT TECHNICIAN Job Summary Under general supervision, performs technical work- involving the processing of permit applications, calculating fees, issuing permits, reviewing development plans for zoning compliance and completeness; receives, logs, routes, and tracks various permits being processed; provides information to developers, contractors, homeowners, members of the public and private agencies at the counter and by telephone; and maintains related files and records. Essential Functions 1. Assists the public at the counter, processing plans, forms and permit applications for zoning procedures, and entitlements. 2. Reviews permit applications, plans and specifications for compliance with applicable codes and standards; calculates fees in accordance with established fee schedules; inputs information into computer. 3. Advises developers, contractors, homeowners, members of the public and private agencies at the counter and by telephone on matters pertaining to zoning codes, plan requirements, specific plan regulations, permitting and plan checking procedures, and other information required by law. 4. Maintains permit forms and handout materials related to permit requirements and issuance, and provides clerical assistance. 5. Responds to inquiries and provides information related to permit procedures, policies and functions at the counter and over the telephone. 6. Coordinates the tracking, routing, and filing of plans and permits. 7. Calculates and determines a variety of fees for permits, taxes and other charges. 8. Maintains records and logs of plans and applications submitted; directs the filing and routing of plans and permits to appropriate City departments and staff. 9. Work with planners to complete permit applications, and track various permits being processed. 10. May assist with departmental clerical activities. PLANNING PERMIT TECHNICIAN Page 2 QUALIFICATIONS Required Knowledge and Abilities Knowledge of processes and procedures associated with various zoning permits, record keeping and records management practices; knowledge of zoning codes and requirements; proven ability to consistently use good customer service practices, and modern office equipment and methods. Knowledge of Geographic Information Systems (GIS) and computer -based permit issuance and tracking systems is desirable; the ability to learn those systems is essential. Experience and Training Guidelines: A combination of experience and training that would likely provide the required knowledge and abilities can be qualifying. A typical way to obtain the knowledge and abilities would be: Education: Graduation from high school or equivalent. Education beyond high school may be substituted for the required experience. Experience: Two years of permit issuance experience in a municipality or similar organization, which requires the interpretation and applications of policies, rules and regulations, or four years of increasingly responsible professional -level clerical experience requiring the application of policies, rules and regulations. Licenses: A valid Class C California Driver's License.
