SUBJECT: APPROVAL OF REVISED CLASS SPECIFICATION . DATE 1/4/2000
ENTITLED,: FIRE CAPTAIN ® PRINTED ON RECYCLED PAPER
SUMMARY: This report recommends the approval of a revision to the class specification for Fire
Captain. The, revision is being made in order to receive investigative training and
reimbursement for staff time, from the Bureau of Alcohol Tobacco Tax and Firearms.
DISCUSSION:
The City of West Covina has an -opportunity. to participate in the, San Gabriel Valley Arson Task Force..
The Task force is made up of several Los Angeles County`Fire Departments and the Bureau of Alcohol
Tobacco Tax and Firearms (BATF).
The Bureau of Alcohol Tobacco Tax and Firearms will train two of our captains to conduct
investigations. We will also have the ability to use their entire task force if needed. If we assist with
investigations outside of West Covina, we will be reimbursed for any task- force activity we provide.
Other departments who have participated in this program have been provided vehicles, funding, and
personnel.
There is a federal requirement that in order:for our Fire Department to be reimbursed for the training
received from BATF, the Fire Captain's job specification must be changed to include assignments as a
Fire Investigator. The current job specification does not include this language.
The advantage to the City of West Covina is that two of our Fire Captains will be trained by BATF to
do our fire investigations, in additional to having the ability to use the entire .Task Force, if needed.
Department personnel are very enthusiastic.
PERSONNEL COMMISSION'S REVIEW:
At their. meeting on December 8, 1999, the Personnel Commission reviewed the proposed revised class
specification for Fire Captain (Exhibit A), and concurred with the Personnel Director's
recommendation. Item number five on the attached. job description is outlined in bold print. This is
the only proposed change.
FISCAL IMPACT:
There is no fiscal impact for West Covina to belong to the Task Force. The BATF will reimburse the
City for any task force activity that we provide outside of West Covina.
RECOMMENDATION:
It is recommended that the City Council 'review. and concur with the Personnel' .Director's
recommendation for the revised class specification for Fire Captain.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, AMENDING RESOLUTION NO.7223, RELATING
TO COMPENSATION AND CLASSIFICATION OF POSITIONS AS
AMENDED, AND APPROVING THE REVISED CLASS SPECIFICATION FOR
FIRE CAPTAIN.
WHEREAS,the Personnel Commission has reviewed the proposed revised class specification
for Fire. Captain, and concurred with the Personnel Director's recommendation;
NOW, THEREFORE, The City Council of the City. of West Covina does hereby resolve as
follows:
SECTION 1. That the specification of Fire Captain, attached and marked as "Exhibit . A", is
hereby amended and adopted.
SECTION 2. That Resolution 7223, as amended, relating to classification and compensation
of positions, is hereby further amended by this Resolution.
SECTION 3. The effective date of this Resolution is January 4, 2000.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution.-

FIRE CAPTAIN
Job Summary
Under direction, commands a first company and fire station on an assigned shift responding to fires
and emergencies; supervises a systematic and intensive program of company fire prevention and pre -
fire planning inspections; participates in coordinating and performing assigned departmental
administrative activities; performs related work as required.
Essential Functions
1. Responds to alarms and directs the route to be taken to the fire; decides firefighting methods to
be employed, and the need for additional assistance; activates the standardized Emergency -
Management System.
2. Supervises and as crews in the process of firefighting and related life and property
protection.
3. Supervises the upkeep of station grounds, all equipment, and apparatus assigned to the station.
41. Distributes educational material and educates the public in fire prevention.
5. May perform duties as'a Fire Investigator, within and outside the City of West Covina as
needed.
6. Inspects and tests fire equipment and apparatus assigned to company.
7. Accurately maintains logs and other periodic special activity records.
8. Supervises and participates in the in-service training of probationary and regular firefighters.
9. Inspects business establishments, residences, public buildings, warehouses, and other buildings
in the enforcement of laws and regulations pertaining to fire prevention; prepares reports and
maintains records of inspections.
10. Prepares and recommends changes in fire regulations required to keep pace with current fire
safety developments.
11. Meets with business and.industrial representatives in order to secure cooperation of fire
prevention measures.
12. Prepares a plan for extending Department services to -a specific geographical area covered by
his/her station.
13. Speaks to groups to encourage outside support of department programs and other activities.
