SUMMARY OF ACTIONS OF THE REGULAR MEETING
OF THE PERSONNEL COMMISSION OF NOVEMBER 14, 2001
MEETING CALLED TO ORDER: 7:30 P.M.

III. CLOSED SESSION
A. PERSONNEL ACTION
Pursuant to Government Code Section 54957
Disability Determination — Kenneth Stowe — Fire Engineer
Mr. Stowe stated that the member of the audience did not have to leave for closed
session. Motion by Velasquez, seconded by Heieck, to concur with the
recommendations in the staff report,and to approve an industrial disability
retirement for Kenneth Stowe, retroactive to his service retirement date of
December 29, 2000. Motion carried 4-0.

V. APPROVAL OF SUMMARY OF ACTIONS
The Summary of Actions of the Regular Meeting of September 12, 2001 were adopted with
no changes.

VII. STAFF REPORTS/DISCUSSION
A. Personnel Director's Report
1. Discussion on Meeting Times — Sharon Gardner reported that the City
Council wanted to inform the Commission that they could change their
meeting time if the Commission so desired. The consensus of the
Commission was to keep the meeting time of 7:30 P.M.
2. Informational Item - Classification Specification for Secretary H —
Distributed.
VIII. COMMISSION'S COMMENTS
Commissioner Heieck had requested that Police Reserve Officer pay structures be placed on
the Agenda. After discussion, Commissioners Heieck and Azpeitia requested a survey of
neighboring cities.
Commissioner Velasquez inquired as to the status of the Finance Director recruitment and
the status of the Third Party Administrator bids (for general liability and workers'
compensation services).
Commissioner Azpeitia requested that Erin Hoppe, Risk Management, and an attorney (one
that the City has provided in the past to inform the Commission of the disability retirement
process) provide a presentation to the Commission at their December 12 Meeting regarding
risk management functions, including disability retirements.
Commissioner Velasquez stated that he would like a report on the Personnel Department's
functions at a future meeting (not December).

VIII. COMMISSION'S COMMENTS (Continued)
Commissioner Heieck stated that she attended the Youth Council Meeting, hosted by
Community Services. Some of the Commissioners stated that they did not receive an
invitation.
Commissioner Heieck stated that Cookie Nance, Roberta Azpeitia, and she recently
attended a Women's Conference. She wanted to thank the City for providing that
opportunity.
Commissioner Heieck inquired as to the status of the Commission's shirts. At the joint
meeting with the City Council, the Council agreed to provide shirts for the Commission.
Commissioners Azpeitia and Nance requested updated City phone books.
IX. ADJOURNMENT
Motion by Velasquez, seconded by Heieck. to adjourn the meeting at 9:15 P.M. Motion
carried 4-0. The next regular meeting of the Personnel Commission is scheduled to be held
on December 12, 2001.
