APPROVAL OF SUMMARY OF ACTIONS The Summary of Actions of the Regular Meeting of October 11, 2000 were adopted with no changes. V. ACTION ITEM TO CITY COUNCIL OR CITY MANAGER A. Class Specification — Purchasing Manager Motion by Higuchi, seconded by Roman, to concur with the Personnel Director's recommendation to approve the Class Specification for Purchasing Manager. Motion carried 5-0. B. Class Specification — Community Services Supervisor Motion by Heieck, seconded by Roman, to concur with the Personnel Director's recommendation to approve the Class Specification for Community Services Supervisor. Motion carried 4-1. Chairman Zeller asked for a roll call vote. VI. INFORMATIONAL A. Peggy Golden inquired about the previous and upcoming studies conducted on the Risk Management functions and the elimination of a Risk Management position. III. CLOSED SESSION A. PERSONNEL ACTION Pursuant to Government Code Section 54957 Disability Retirement -Kenneth Fields, Police Commander Motion by Heieck, seconded by Azpeitia, to approve the Disability Retirement for Police Commander Kenneth Fields, effective December 22, 2000. Motion carried 3- 1 (Azpeitia voting no). B. PEPSONNEL ACTION Pursuant to Government Code Section 54957 Disability Retirement — Wayne Heieck, Police Lieutenant Motion by Azpeitia, seconded by Roman, to approve the Disability Retirement for Police Lieutenant, Wayne Heieck, effective December 22, 2000. PERSONNEL ACTION Pursuant to Government Code Section 54957 Disability Retirement — Debbie Siedentopp, Police Corporal Motion by Heieck, seconded by Azpeitia, to approve the Disability Retirement of Police Corporal Debbie Sieddentopp, effective December 22, 2000. Motion carried 4-0. D. PERSONNEL ACTION Pursuant to Government Code Section 54957 Disability Retirement — James Johnson, Fire Engineer Motion by Azpeitia, seconded by Heieck, to approve the Disability Retirement of Fire Engineer, James Johnson, effective July 21, 2000. Motion carried 4-0. V. APPROVAL OF SUMMARY OF ACTIONS The Summary of Actions of the Regular Meeting of November 8, 2000 was adopted with no changes. VI. ACTION ITEM TO CITY COUNCIL OR CITY MANAGER A. Class Specification — Planning Permit Technician Staff report presented by Wanda Stanley and Doug McIsaac, Planning Director. Motion by Azpeitia, seconded by Roman, to concur with the Personnel Director's recommendation to approve the class specification for Planning Permit Technician. Motion carried to 4-0. VII. INFORMATIONAL A. Monthly Reports - November 2000 The Commissioners received and filled the following reports for the month of November 2000: Employment/Separation Report Employee Turnover Report Personnel Recruitments VIII. STAFF REPORTS/DISCUSSION A. Personnel Director's Report Report on Colen & Lee — Carol Fox provided a written and oral report. The Commission had questions and comments regarding the City's agreement with Colen & Lee. Motion by Zeller, seconded by Heieck, recommending that the City issue a Request for Proposal (RFP) for Third Party Administrator (TPA) services. It was also recommended that in the RFP, vendors be asked to define medical (bill) review costs and procedures. Motion carried 4-0. 2. COMMISSION'S COMMENTS Commissioner Heieck made reference to Peggy Golden's comment on eliminating a Risk Management position and the previous Risk Management study. She also stated that the recommendations in the previous study were not implemented. Carol Fox reported that the previous study was more of an audit and the upcoming study will consist of a workload analysis. Work is to commence in early January. X. ADJOURNMENT Motion by Zeller, seconded by Roman, to adjourn the meeting at 9:20 P.M. Motion carried 4-0.
