Pursuant to Government Code Section 54957
Disability Determination - Ben Farrell, Police Corporal
The closed session commenced at 8:40 p.m., and concluded at 8:51 P.M.
Motion by Thrasher, seconded by Lane, to approve the Disability Retirement for
Officer Ben L. Farrell, effective December 26, 1998. Motion carried 50.
V. ORAL COMMUNICATIONS
Interim Personnel Director Francis asked to move Oral Communications ahead of closed
session.
Lt. Heieck spoke about Holiday Pay as it relates to Injury on Duty (IOD) time off.
VI. APPROVAL OF MINUTES
November 11, 1998
October 14, 1998
Motion by. Thrasher, seconded by Scheuplein, to approve Minutes of September,
October, and November 1998 meetings and attach the two letters from Scheuplein.
Motion carried 5-0.

MEETING CALLED TO ORDER: 7:40 p.m.

IV. APPROVAL OF MINUTES
Chairperson Scheuplein submitted a memorandum to the Commission of suggested
amendments to the Minutes of September 9, 1998. Following discussion, the
Commission recessed to obtain a copy of the Personnel Rules.
Meeting recessed at 8:14 p.m., and reconvened at 8:22 p.m.
Interim Personnel Director Francis read to the Commission the "Amendment of Rules"
located in the Personnel Rules. Manual, Rule I, General Provisions, Section 1.11.
After further discussion, motion by Scheuplein, seconded by Azpeitia, to approve striking
the last sentence of the second paragraph under Item III-A-2, Comments section. Motion
carried 5-0.
Motion by Ramirez, seconded by Azpeitia, to approve Minutes of September 9, 1998, as
amended. Motion carried 5-0.
V. ACTION ITEMS
A. Review of New and Revised Class Specifications for the Newly Created Public
Services Department Division Managers.
B. Review of the Class Specification of the Newly Created Position of Director of
Public Services.
Motion by Thrasher, seconded by Lane, to recommend that the City Council approve the
classification specifications for Public Services Department Division Managers and
Director of Public Services. Motion carried 5-0.

VII. REORGANIZATION
Motion by Scheuplein, seconded by Lane, to appoint Ramirez Chairperson. Motion
carried 5-0.
Motion by Thrasher, seconded by Ramirez, to appoint Azpeitia Vice -Chairperson.
Motion carried 5-0.
VIII. STAFF REPORTS/DISCUSSION
A. Follow-up information report by Interim Personnel Director Kermit Francis.
(1) Gardner provided an update on the Voluntary. Physical Fitness Program
for Police Officers at Mount San Antonio College.
(2) Interim Personnel Director Francis discussed injury reports and
confidentiality.
B. Sick Leave Reinstatement rule.
The Commission requested the following language be used as it relates to
reinstatement of sick leave: "Upon re-employment (within one year), an
employee who has separated in good standing will be given full credit for his/her
unused accumulated sick leave (at the time of termination), up to a maximum of
320 hours. Staff will bring revised language back to the Commission.
IX. COMMISSION'S COMMENTS
The Commission requested a report on the Peggy Golden Workers' Compensation matter
for their meeting of December 9, 1998.
X. ADJOURNMENT .
The meeting adjourned at 10:00 p.m.
