I. ROLL CALL: Commissioners Present: Scheuplein, Thrasher, Lane Commissioners Absent: Ramirez, Azpeitia Staff Present: Ure, McIntyre, Gardner II. PLEDGE OF ALLEGIANCE - Commissioner Lane. III. ORAL COMMUNICATIONS - None IV. APPROVAL OF MINUTES - Motion by Lane; seconded by Thrasher, to approve Minutes of November 13, 1996 as amended. Motion carried 3-0. V. ACTION ITEMS TO CITY COUNCIL OR CITY MANAGER A. Phvsical Fitness Program for Police Chairman Scheuplein indicated he felt the draft report written by staff well done overall, but felt some mention of lower back injuries to officers should be included as one reason for Commission concerns. Commissioner Thrasher also suggested that the incentive be modified from monetary to "monetary or other" and let the City Council determine the incentive. Staff, agreed to make these modifications. The Commission agreed to put the report on next month's agenda for final review by all Commissioners by motion of Thrasher and second by Lane. Motion carved 3-0. Lan Scheuplein indicated he and Commissioner Thrasher could not go beyond a point in their review of the Commission roles because they read in the Municipal nder Duties and Powers, the language "as provided in division 3 of article III of Ipter". Without knowing what "division 3, article 3", said they could not proceed. ,plained Article III covered "Boards and Commissions", Division 3 addressed the iel Commission specifically. A discussion concerning legal areas of Commission ty continued including who the "Personnel Officer" was (the City Manager), and of the Commission in relation to other persons in the organization. Chairman lein stated the main motivation for clarification of roles is to be taken seriously as ssioners. He stated it is to the advantage of the City Council to have Commission k and to the average worker also. By motion of Thrasher and second by Lane, ll be continued to the next meeting. Eligibility List Recruitments were reviewed which had been completed through the month of November 1996: Police Records Clerk I - November 7, 1996 Police Officer Lateral - November 27, 1996 B. Monthly Reports The Commissioners received and filed the following reports for the month of November 1996: Employment/Separation Report Employee Turnover Report Personnel Recruitments C. Thursday Letters/Memos The Commissioners received and .filed the Thursday Letters/Memos for the month of November. 1996. The Commissioners expressed appreciation receiving these reports. D. Safety Meeting.Minutes The Commissioners received and filed the Safety Meeting Minutes of November 1996. E. Informational Items Discussion about James Bean's presentation at the September meeting and Commission questions about the issues brought up. Commissioner Thrasher would like to see the Risk Manager present to answer questions. Staff indicated they would arrange for her appearance in a way that would not conflict with an upcoming disability retirement hearing at the next meeting. VII. REORGANIZATION Chairman Scheuplein indicated he had spoken with Commissioner Azpeitia and she did not wish to accept any nomination as Chairman due to her involvement in running for City Council. Chairman Scheuplein stated he would have asked to be reappointed as Chairman a few months ago because of issues that had been started for Commission review. But the List couple of months he has been pleased by staff cooperation in following the interests of the Commission. Commissioner Thrasher was nominated for Chairman by Commissioner Lane, seconded by Chairman Scheuplein. Motion carried 3-0. Commissioner Lane was nominated for Vice Chair by Commissioner Thrasher, seconded by Chairman Scheuplein. Motion carried 3-0. VII. STAFF REPORTS - Covered during discussion of informational items of interest to Commissioners. VIII. COMMISSION'S COMMENTS Commissioner Thrasher expressed appreciation to Commissioner Scheuplein as outgoing Chairman. IX. ADJOURNMENT - Motion by Lane, seconded by Thrasher, to adjourn at 9:36 p.m. The next regularly scheduled meeting will be held Wednesday, January 8, 1997. wondApcmin1.296
