C-8g FROM: Carol Fox, Director DATE February 6, 2001 Personnel and Risk Management Department (9 PRINTED ON RECYCLED PAPER SUBJECT: TRANSMISSION OF RESOLUTION PROVIDING CHANGES TO SALARIES AND BENEFITS FOR COMMUNICATION SUPERVISORS SUMMARY: It is recommended that the City Council adopt a Resolution implementing proposed salary and benefit adjustments for unrepresented management employees, Communication Supervisors. BACKGROUND: The majority of the City's employees are represented. There are a few small groups of management employees, including the Communication Supervisors, who remain unrepresented and depend upon recommendation by the City Manager and approval of the City Council for all salary increases. DISCUSSION: The Communication Supervisors received a 3.47% increase effective June 26, 1999. Personnel and other management staff have met with the Communication Supervisors. In addition to the management responsibilities, they also perform the duties of the dispatchers. Because there is similarity in the duties and working conditions of the two groups, and to address the issue of salary compaction between the two groups, it has been agreed that the Communication Supervisors should receive the same salary and benefit enhancements as the Public Safety Dispatcher Association. The Public Safety Dispatchers' Association has completed their negotiations and a Memorandum of Understanding (MOU) was approved by the City Council on December 12, 2000. The terms proposed for the Communication Supervisors are: 1) A 3% salary increase for the pay period beginning on or after July 1, 2000; a 3% salary increase for the pay period beginning on or after January 1, 2001; a 3% salary increase for the pay period beginning on or after July 1, 2001; a 3% salary increase for the pay period beginning on or after January 1, 2002; a 3% increase for the pay period beginning on or after July 1, 2002; and a 3% salary increase for the pay period beginning on or after January 1, 2003. 2) Effective January, 2001, the City shall increase the amount provided to offset the employee cost of health insurance from $442 per month to $516 per month. Effective January 2002, the City shall provide $536 per month; and effective January 2003, the City shall provide $556 per month. 3) The City shall establish a labor-management advisory committee that will assist with the implementation of (an IRS) Section 125 Plan. It is understood by the parties that participation in the plan is voluntary for employees and the City will not be obligated to contribute to this plan once it is implemented by the City. 4) The City shall establish a labor-management advisory committee that will explore the feasibility of implementing (an IRS) Section 401 (a) Plan. It is understood by the parties that participation in the plan is voluntary for employees and the City is not obligated to contribute to, or fund in any way, this plan if it is implemented by the City. 5) Effective as soon as administratively practical, the City shall implement the Ca1PERS Section 21574 (Fourth Level of 1959 Survivor Benefits) for employees. 6) Effective July 2001, employees with bilingual skills shall receive seventy-five dollars ($75) per month, provided that they possess and are using a language skill necessary for effective communication within the community, are assigned to use this language, in writing, by their Department Head, and have been certified through testing coordinated by Personnel staff. The Department Head shall determine the language skills necessary to effectively conduct City business and activities with the citizens of the community, subject to prior approval of the City Manager. Personnel Services shall certify, through testing, that the employee has a basic fundamental conversational skill level. Only one (1) allowance will be paid to an employee regardless of the number of certified languages. 7) Effective January, 2001, the uniform allowance rate for employees required to wear uniforms will be increased from $375 to $400 per year; and effective January, 2002, the uniform allowance will be $500 per year. 8) For the calendar year 2001 only, the floating personal leave hours shall be increased from 40 hours to 48 hours. FISCAL IMPACT: The additional cost of these salary and benefit adjustments is approximately $10,640 for FY 2000-01; $18,187 for FY 2001-02; and $18,173 for FY 2002-2003. Funds are available within the General Fund budget for FY2000-01. Funding for subsequent years will be budgeted in the respective years' budgets. RECOMMENDATION: It is recommended that the City Council approve the proposed salary and benefit enhancements for the unrepresented Communication Supervisors, authorize the use of $10,640 for FY 2000/01, and adopt the following Resolution: RESOLUTION NO.o`1C1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 9729, RELATING TO MANAGEMENT COMPENSATION; AND RESOLUTION NO.7223, AS AMENDED, RELATING TO CLASSIFICATION AND COMPENSATION OF POSITIONS.
