Subsequent to the departure of the Environmental Services Director, closure of the landfill and
assessment of needed residual enforcement activities, it was decided to assign all waste and landfill
management activities to the Enforcement Manager. ' This action necessitates the creation of a new
classification specification which encompasses the major responsibilities of both positions. The two
prior specifications as well as the proposed revised specification are provided for review. A change
in compensation is not recommended at this time.
At their January 14, 11998 meeting, the Personnel Commission reviewed the proposed classification
specification for Environmental Management Director and recommended approval to the City
Council.
FISCAL IMPACT
There is no fiscal impact as no change in compensation is recommended as part of this action.
It is recommended that the City Council approve the proposed specification, and adopt the
following enabling Resolution:

Job Summary
Administers waste
management programs including oversight of
landfill monitoring and regulatory reporting, city waste
collection systems; recycling
and disposal of hazardous waste;
and, air and water quality -compliance.
Essential Functions
1.
Manages the City's solid.waste enforcement and disposal
programs.
2.
Ensures that landfill=or.waste disposal,facilities in the
City are operated and maintained in accordance with
applicable
laws and regulations.

Knowledge of the physical, biolo ical g , and social sciences used
in environmental health and safety;'landfill management
principles including gas collection and groundwater monitoring
systems; waste disposal methods; federal and local laws
.pertaining to public health and safety; environmental research
and statistical.methods;'ability to communicate effectively both
orally and in writing..
Exuerience:
Four years experience in the management and supervision of solid
waste and/or environmental services including environmental
health issues'`in the area -of landfill maintenance and operations.
Education:
Bachelor's Degree in'Physical Science, Environmental Health
Services or related field.
License:
Possession of,a'valid certificate of registration as an
Environmental aHealth Specialist issued by the State of California
or other requirements as may later be determined needed by a
local enforcement agency. Possession of a Class C California
Driver's License.

Job Summary
Directs waste management enforcement activities and performs
professional, supervisory and technical work in managing the
activities of landfill operations; including maintenance,
monitoring and regulatory reporting; and performs related work as
required. Serves as the Local.Enforcement Agent for the
California Integrated Waste Management Board.
1. Implements and administers the City's solid waste
enforcement program.
2. Ensures that any landfill, materials recovery facility
and/or transfer station in the City is operated and
maintained)l in accordance with all laws and regulations.
3. Recommends and.directs remedial action if groundwater wells
show evidence of contamination from landfill gas or contact
with refuse.
4. Directs landfill operators to submit applications for any
required permits through the appropriate regulatory agency.
5. Administers the landfill gas and groundwater monitoring
programs.
6. Reviews and .tracks all monitoring data submitted by staff
and takes appropriate action to correct undesirable trends.
7. Prepares the Waste Management Enforcement Agency budget and
controls appropriated funds to assure that expenditures are
in compliance with the budget.
8. Inspects various landfill, transfer station, and material
recovery facility development projects.
9. Monitors all legislation, rules, regulations and laws
affecting landfill operations and maintenance.
10. Reviews and evaluates employees' job performance and
recommends appropriate personnel action.
11. Prepares formal reports and correspondence.
