A. Industrial Disability - Officer Tames Bean
The Personnel Commission conducted a Hearing to make a determination of eligibilityfor a
disability retirement for Police Officer James Bean. Pursuant to review of relevant medical
reports and provisions of Government Code 21025, Officer Bean was determined unable to
perform his customary duties, his condition was permanent and stationary and industrial in
nature. Motion by Thrasher, seconded by Lane, Officer Bean was determined eligible for a
disability retirement effective December 2, 1995. Motion carried 4-0.
B. Petition for Recognition - West Covina Mid -Management Association
Pursuant to West Covina Municipal Code Sections 2-216 and 2-217, the Commission ..
determined that the petitioning employee group of Mid -Management employees constituted an
appropriate unit.
Motion by Thrasher, seconded by Azpeitia, to recommend that the West Covina Mid -Management
Association be recognized as an appropriate unit for the purpose of bargaining for the classifications
listed in the petition.1 Motion carried 4-0.
C. Petition for Recognition -
Pursuant to West Covina Municipal Code Sections 2-216 and 2-217, the Commission
determined that the petitioning employee group of Confidential Exempt employees constituted
an appropriate) unit.

Recruitments were reviewed which had been completed through the month of November
1995.

B. Monthly Reports
The Commissioners received and filed the following reports for the month of November
1995:
Employment/Separation Report
Employee Turnover Report (correction on amount of Police Department staff
at beginning of month to 147.5)
Personnel Recruitments
C. Grievance Bearing - George Gundel
Commission indicated they would like to hold the hearing February 7th and 8th and, if need
be, have the 14th and 15th set aside for additional dates. Hearing to start at 7:00 p.m. Staff
needs to check the availability of attorneys and availability of place (room) to hold the
hearings. Letter will go out to. Commission within a few weeks confirming dates.
VI.. STAFF REPORT Items required by Commissioners:
1. Business Cards
2. Names and addresses of all City Commissioners
3. Thrasher gave Kate Court as correction of address .spelling.
4. Make sure elevators are unlocked before the meetings. They have been locked
several times.

regularly scheduled Personnel Commission meeting will be held Wednesday, January 10, 1996.
