a) Authorize the transfer of $10,000 from Project SP-79011
and $6,500 from MP-80039 to Project MP-80012-1
b) Accept the bid of Slater Construction Company from Upland,
California, in the amount of $28,360 as presented at the
bid opening on October 6, 1981, for City Project MP-80012-1,
and authorize the Mayor and City Clerk to execute an Agree-
ment with said Slater Construction Company for the work to
be done.

Review staff report. Recommendation is that Council authorize the
Mayor to send a letter to the affected property owners expressing the
City's concern for the proper maintenance of the slopes, particularly
along the west side of Azusa Avenue, bearing in mind that lack of
maintenance can be considered to be a violation of the Municipal Code.

Final Report by,the University of Southern California on odor

the conditions contained in the Solid Waste Facilities Permit.
