January 5, 1993 SUMMARY: This report transmits to the City Council a resolution for .the second year salary changes as agreed upon between the City and the West Covina City General Employees' Association in a Memorandum of Understanding covering calendar years 1992 and 1993. Background Meet & Confer sessions were held with the West Covina General Employees' Association in 1991. Agreement was reached at that time for a two (2) year contract which provided for a salary increase, effective January 1, 1993, of 3% tied to the Consumer Price Index (CPI).. Pursuant to contract language, if the CPI is as low as 4% or more, there would be an increase in the salary adjustment. For the period October 1, 1991 to September 30, 1992 the CPI was 3.4%; therefore, the General Employees' Association salary adjustment.will be 3%, effective January 1, 1993. Discussion Submitted for Council approval is an implementing resolution concerning compensation of personnel. The resolution provides a new salary schedule for the second year of a two year Memorandum of Understanding between the City and the General Employees' Association. Fiscal Impact Funds have been provided in the FY 1992/93 budget for this increase. Recommendation It is recommended that the City Council adopt the following resolution: RESOLUTION NO. A RESOLUTION OF THE CITY.COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING APPENDIX "A" OF RESOLUTION NO. 8770, THE CITY'S SALARY RANGE STRUCTURE FOR EMPLOYEES IN THE WEST COVINA GENERAL EMPLOYEES' ASSOCIATION AS AMENDED; AND RESOLUTION NO. 7223, RELATING TO CLASSIFICATION AND COMPENSATION OF POSITIONS AS AMENDED; AND FIXING COMPENSATION AND BENEFITS FOR PERSONNEL AND CLASSES REPRESENTED BY THE WEST COVINA GENERAL EMPLOYEES' ASSOCIATION. 9 Diane Ure Personnel Director WCOLA-93.GF.N
