SUBJECT: COMMISSION SALARY SURVEY DATE January 16, 2001
SUMMARY: The City Council requested that a survey be conducted as it relates to
Commission salaries.
BACKGROUND:
The City Council requested a salary survey of comparable cities to discover what commissions
are paid. The findings are.outlined below. Attachment A, entitled "Commission Salary Survey"
shows the information in a detailed format.
DISCUSSION:
Staff surveyed thirteen comparable cities. The survey is attached for your review. Two cities
did not respond. Of the eleven cities that responded, eight cities provide stipends to some or all
of their appointed citizen bodies. Three cities do not pay stipends. None of the cities provide
benefits.
Planning Commissions
Eight of the eleven cities that responded provide stipends to their Planning Commissions.
The range is $30 to $75 per meeting. Chino provides $30 per meeting; Orange provides $40
per meeting. Baldwin Park, Buena Park, El Monte, Montebello, and Westminster provide
$50 per meeting. The City of West Covina provides $75 per month as well as an accidental
death and dismemberment insurance policy of $100,000 (covers city business activities
only). Baldwin Park and Ontario meet once per month. The other eight cities meet twice per
month. West Covina meets twice per month.
Personnel Commissions
Four of the eleven cities that responded have a personnel commission or board. Two cities,
Buena Park and Monterey Park do not pay stipends. Baldwin Park provides $50 per meeting
and meets once per month. El Monte provides $25 per meeting and meets as needed. The
City of West Covina meets once per month and provides $30 per month.
Community Services Commissions
Ten of the eleven cities that responded have a community services or recreation and parks
commission. All ten cities meet once per month. Five cities provide a stipend; Baldwin
Park, Montebello, and Westminster provide $50 per meeting; Chino provides $40 per
meeting; El Monte provides $25 per meeting. The other five cities do not provide a stipend.
West Covina's Community Services Commission meets once per month and provides $30
per month.
Senior Citizens Commissions
Four of the eleven cities that responded have a senior citizens or commission on aging. One
city, Westminster, provides a stipend of $35 per meeting and meets once per month. The
other three cities do not pay a stipend. Buena Park and Monterey Park meet once per month;
Orange meets every other month. West Covina's Senior Citizens' Commission meets once
per month and provides $30 per month.
Waste Management & EnvironmentaI Quality Commissions
None of the cities reported that they had a similar commission. West Covina's meets once
per month and provides $30 per month.
