PROVIDING CHANGES TO SALARY
FOR EMPLOYEES REPRESENTED BY
THE WEST COVINA FIREFIGHTERS'
ASSOCIATION AND FIRE MANAGEMENT
EMPLOYEES
SUMMARY: Salary increases are recommended for Fire Management
classifications and represented Fire Department employees
pursuant to previously approved Memoranda of
Understanding (MOUs) between the City and the West
Covina Firer fighters' Association (Pure Association).
BackVound and Discussion:
Firer Association: On August 3, 1993, an MOU was approved between the City and
employees represented by the Fire Association. The contract term was for the period ending
December 31, 1995.
During the term of the agreement the City committed to making incremental adjustments to
salary if certain goals were achieved within the Fire: Department. Those goals required that
the represented employees work cooperatively with Fire Management to determine new
sources of revenue, areas of cost savings and potential work efficiencies.
In the period since the MOU was approved, the employees and management have worked
together in committees and have brought together a number of plans for future programs and
departmental efficiencies.
The City has, therefore, moved forward to conduct a market salary survey in October as was
outlined in the MOU. The purpose of the survey which covered all fire departments in Los
Angeles County, was to determine the market average salary paid to various ranks of fire
personnel. The survey has been completed and reflects the following disparities between the
survey city average salaries and similar classifications in the City: Captain - 6.9 %; Engineer
and Firefighter/Paramedic - 7.2 %'; and Firefighter - 5.9 % .
Pursuant to terms of the MOU, the City agreed to provide an incremental salary adjustment
effective January 1, 1995 which would allow the City Fire personnel to reach parity with the
survey group by the end of the contract term. This adjustment would be second of three
within the contract period necessary to achieve market parity. The incremental salary
adjustments recommended at this time are as follows: Captain, 3.5 %; Engineer and
Firefighter/Paramedic 3.6%; and Firefighter, 3.0%. These recommended adjustments are
reflected in Appendix "A" of the enabling resolution.
Fire Management: At the November 15, 1994 City Council meeting, a Resolution was
approved which provided salary increases to Police Management and Department Heads. the
philosophy expressed by the City Council at that time was to tie future management salary
increases to those received by the departmental represented employees whenever practical
and economically feasible. The enabling resolution did not include the Fire Chief or three
Battalion Chiefs as the Fire Department represented employees were scheduled for their next
adjustment January 1, 1995. The Resolution before the City Council at this meeting .provides
for salary adjustments .for the Fire Association pursuant to their current MOU. An increase
for the Fire Chief and Battalion Chiefs of 15 % is being proposed, which is the amount
being provided to the Fire Captains.

Financial Impact
The FY 1994/95 cost of the salary changes for the Fire Association .is $75,161 and $6,660
for Fire Management. The approximate costs of these increases were anticipated and.
estimates covering these amounts were included in the preliminary FY 1994/95 budget.
Recommendation
The City Council is asked to adopt animplementing salary Resolution as follows:

CLASSIFICATION AND COMPENSATION OF POSITIONS AS
AMENDED.
