Commissioners Present: Puchalski, Grant, Michaud, Sotelo, Vargas, Valles Commissioners Absent: Johnson, McBride, Singleton Staff Present: Markham, Jones, Cook, Martel Others Present: Councilmember Manners, Judy Ellsworth, Euta Logoai II. APPROVAL OF MINUTES - Motion by Grant and seconded by Sotelo to approve the December 10, 1996 minutes. Motion carried 6-0. III. WRITTEN COMMUNICATIONS None VI. ORAL COMMUNICATIONS - Councilmember Manners welcomed the new members of the Commission. V. ACTION ITEMS - 1. YMCA's Reauest for Reduction of Hours at _ Shadow Oak Center - The YMCA's representative, Judy Ellsworth, .addressed the Commission of the necessity to change the hours of operation at Shadow Oak Center due to a lack of open recreation participants at the Center. The hours that affect Latch Key kids would remain intact. 'A reduction of six hours per week of open recreation time would help to alleviate the YMCA's budgetary constraints. Ms. Ellsworth assured the Commission that the YMCA would return to the original hours of operation should it become feasible in the future. RECOMMENDATION Motion by Grant and seconded by Vargas that the Human Services Commission recommends that the City Council approve the change in Hours of Operation under Article IO of the Agreement with the YMCA at Shadow Oak Center as follows: Monday & Wednesday - 3:00 - 6:00 p.m. Open Recreation/Classes 6:00 - 9:00 p.m. Karate Only Tuesday & Thursday - 3:00 - 7:00 p.m. Open Recreation/Classes (Eliminate 7:00 - 9:00 p.m.. Open Recreation) Friday (Eliminate 3:00. - 5:00 p.m. Open Recreation/Classes) Saturday 8:00 - 12:00 p.m. Classes Only Total reduction of 6 hours per week. Motion carried 4-2. Sotelo/Puchalski against (felt other ways to handle budget than by cutting hours) VI. STAFF REPORTS 1. Volunteer of the Year - Staff reviewed the Human Services Volunteer of the Year and Recreation Services Volunteer of the Year Awards Program with the Commission.. The event recognizes the award winners at the City of 0 0 West Covina's 74th Birthday Celebration hosted by West Covina Beautiful and the City. It is scheduled for Friday, February 14, 1997. Invitations to attend will be forwarded to the Commission. Commissioners Vargas, Grant and Valles were appointed as a Special_ Committee to meet at the Human Services Office on Wednesday, January 15 at 3 p.m. to select the winners of the awards. 2. CDBG Subrecipient Applications - Staff has mailed the applications for the 1997-98 CDBG funding to the Subrecipients. ' The deadline to submit an application is January 28, 1997. 3. 1997-98 CDBG Program Funding Level - Staff informed the Commission that the City will receive $1,408,000, in CDBG funds for the fiscal year 1997-98. The next three Commission meetings will be used to determine the priorities and where these funds can be used to the best advantage of the City. 4. Implementing Community Connections Visions of the Community) - The Commission received this HUD informational item to assist them in understanding the CDBG process. 5. Los Angeles County Prop -A Bond Assessment Measure Passage - Staff informed the Commission that the City of West Covina is entitled to $393,360. These funds will be included in the City's 1997-98 Capital Improvement Projects. 6. Statistical Reports - November 1996 - Receive and File VII. COMMISSIONER REPORTS - Commissioner Sotelo - 18 kids ages 8-13 participated in the Elks' Hoop Shoot in Pasadena. Greg Jones noted that the Portable Backstop at West Covina High School will be included in the 1997-98 Capital Improvement Projects. VII1. ITEMS TO BE AGENDIZED - None IX. ADJOURNMENT. - At 8:12 p.m., Chairperson Puchalski adjourned to the next Regular Commission meeting on Tuesday, February 11, 1997 at 7:00 p.m. in Room 314 of the West Covina. City Hall.
