H. APPROVAL OF MINUTES of November 9, 1995 as written.
III. WRITTEN COMMUNICATIONS - Letter from Area Agency on Aging regarding
California Senior Legislature election 1996-98. Commissioner Deniston, expressed
interest and would follow up.
IV. ORAL COMMUNICATION - None
V. STAFF REPORTS
Senior Citizens Center at Shadow Oak Park (FASA) - Gratz commented that he felt the
two issues should be separate. There was a need for a Center at the south end but that
the FASA (Filipino American Senior Citizens and Associates) should not be the focus of
such a project. j
Meals Program - Staff reported that donations are increasing and distributed a copy of
the Meals Program stats.
Gratz would like to see a comparison of expenses and income. Discussion was held on
issue of budget status and need for fund generation.
CDBG Application Date. - January 31, 1996
Birthday Celebration - Deniston, Kowalski, Gratz, Buckingham and Pahner will be
attending.

VI. COMMISSIONER REPORTS
Commissioner Buckingham - Thanked staff for the Christmas Dinner/Dance.
Commissioner Kowalski - Asked if pot lucks were now being allowed at Center since
cakes and cookies'have been allowed back into the building. She also shared that seniors
were eligible for reduced trash pick up rates. Staff asked for a copy of the application
to keep at the Center.
Commissioner Pahner - Shared that she will be retiring this month and offered to do
emergency work at the Center.
Commissioner Gratz - Thanked Commission and City for support during his illness. He
questioned if the definition of "homeless" covered those that have moved in with
someone because they have no place to live. Could money for homeless be used to find
them a place tollive? Staff will respond at next meeting.

He questioned the issue of an easement that backed up to his house and a neighbor's
house in La Puente. Is it possible to fence the area off and reclaim the area for West
Covina? Staff will follow up.
He shared concern over the -decline of the National council of Senior Citizens.
