Mr. Colletti explained his role and the services that the Lutheran Social Services would provide as the Homeless Assessment consultant. The Cold Weather Shelter will start on December 15 and continue through February 29. 'Interviewing the homeless at the five shelters was seen as an excellent opportunity to get the questionnaires completed for the study. Discussion followed. Commissioners voiced their concerns on spending $9,000 for the study and felt that other cities that would benefit from this study should share in the cost. The Commission wanted more time to make a decision. Mr. Salazar stated that the study is included in the Consolidated Plan that the City approved last year. Staff estimated that $10,000 would cover the cost of this study. The questionnaire is being designed by a Task Force at no cost to the City of West Covina. The study was allocated $10,000 in the current CDBG program. Motion by Brown that the Commission defer this decision until the Commission had time for further study and to direct staff to check with other local cities. Motion failed for lack of a second.
