I. Commissioners Present: McBride, Brown, Grant, Gaudiz, Johnson, Puchalski,

II. APPROVAL OF MINUTES - Motion by McBride and seconded by Puchalski to
approve the November 14, 1995 minutes. Motion carried 8-0.
III. WRITTEN COMMUNICATIONS -
Motion by McBride and seconded by Puchalski that staff forward a letter given to
him from Mr. John Smith to the City Manager for investigation. Motion carried
8-0.
IV. ACTION ITEMS
Motion by Guadiz and seconded by Grant to appoint Dane Johnson as the Human
Services Commission liaison to the Youth Sports Council.
Amended motion by Johnson and seconded by Singleton that Rob Sotelo continue
as the Human Services Commission liaison to the Youth Sports council. Motion
carried 8-0.
Chairperson Brown moved forward Item VIH. STAFF REPORTS 2. Homeless Assessment
at this time. The Commission concurred.
Joe Colletti, Director of Lutheran Social Services, was introduced to the Commission.
Mr. Colletti explained his role and the services that the Lutheran Social Services would
provide as the Homeless Assessment consultant. The Cold Weather Shelter will start on
December 15 and continue through February 29. 'Interviewing the homeless at the five
shelters was seen as an excellent opportunity to get the questionnaires completed for the
study. Discussion followed. Commissioners voiced their concerns on spending $9,000
for the study and felt that other cities that would benefit from this study should share in
the cost. The Commission wanted more time to make a decision. Mr. Salazar stated
that the study is included in the Consolidated Plan that the City approved last year. Staff
estimated that $10,000 would cover the cost of this study. The questionnaire is being
designed by a Task Force at no cost to the City of West Covina. The study was
allocated $10,000 in the current CDBG program.
Motion by Brown that the Commission defer this decision until the Commission had
time for further study and to direct staff to check with other local cities. Motion
failed for lack of a second.
Motion by McBride and seconded by Johnson that the Human Services Commission
recommends to the City Council to accept Lutheran Social Services proposal to
conduct a Homeless Needs Assessment and authorize funding not -to -exceed $3,000
to do the initial interviews of the homeless at the Cold Weather Shelters. Motion
carried 6-2. Against - Brown/Grant.
V. STAFF REPORTS
1. Shuttle and Dial -A -Ride IPro rg ams - Bruce Sessler of DAVE Transportation
Services, Inc. gave an overview of the Dial -A -Ride and Shuttle Programs and
responded to questions by the Commissioners.
2. Director's Report Receive and File.
3. Statistical Report - October. 1995 - Receive and File.
VI. COMMISSIONERS REPORTS
Puchalski - Asked if the Hoop Shoot Contest sponsored by the. Elks would be held at the
West Covina High School. Commissioner Sotelo had checked and the high school has
not received an application for this event.
Sotelo - Would like repairs made to the tiles at corners of the walls and baseboards inside
the Cameron Youth Center. Staff will follow up to see what can be done.

VIII. ADJOURNED - At 8:58 p.m. Chairperson Brown adjourned to the next regular meeting
of the Human Services Commission on Tuesday, January 9, 1996 at 7 p.m. in the MRC
Room 314, City Hall.
