XED PLAN
Ralph Castenada presented an overview of the draft report "Guidelines for Setting
Priorities" intended to provide information to both the Senior Citizens commission and
the Human Services Commission to help set priorities on a five-year basis and determine
annual allocation of CDBG funds.
The 5-Year Strategic Plan attempts to identify long range needs and resources and
establish a coordinated housing and community development strategy. In the past, the
allocation of CDBG funds was done on an annual basis and the needs were based on year
to year assessments.
The 5-Year Strategic Plan must describe actions, projects, and programs that will be
stated and completed during the life of the Plan. Priority needs and allocations must
address the following:

A. Housing Needs
B. Homeless Person's Needs
C. Community Development Needs (Barrier Removal, Senior Center Rehab, etc.)
D. Special Population Needs (Elderly, Homeless, Disabled, Persons with Aids,
Lower Income Persons, etc.)
A key feature of the Consolidated Plan process is the consultation with Service Providers
and with those that are in need of services. The hearings conducted by both
Commissions, as well as the survey sent to housing developers and nonprofit Service
Providers, begin to provide needed information that will help in the decision making
process.
The United Way's Assessment of Human Service Needs in the San Gabriel Valley - 1992
was also used to gather insights into the human service needs in the San Gabriel Valley.
"Elderly care" was ranked eighth among household issues in the 1992 survey. The
types of carer most frequently sought for an elderly person are:

The Consolidated Plan process includes a recommendation from the Senior Citizens
Commission to the Human Services Commission for funding of priority services or
projects that benefit senior citizens. Service Providers will present their specific
proposals at the February 9, 1995 Commission meeting.
• SHARE
Betsy Stinson, Manager of the S.H.A.R.E. Program (Senior Help and Resource
Enterprise) provided an overview of this senior peer counseling program which
started in 1987 by the Foothill Community Mental Health Center. The program
trains and supervises volunteers to provide counseling and related services to
senior citizens in Azusa, Covina, Glendora and West Covina. The volunteers
help seniors directly or make necessary referrals for proper attention. The service
is provided one-on-one in'homes or at centers.
This program is in danger of being canceled because Foothill Community Mental
Health Center cannot afford to subsidize it any longer.
• .. VISITING NURSES ASSOCIATION - Shirley Rude
The VNA provides a Group Therapy Program at the. Senior Citizens Center on
Tuesdays from 10-12 a.m. Counseling on a number of topics is included and the
service is also provided in the homes of selected seniors. The program is
working on a promotion flyer to advertise the program in the community.
Many problems that have been identified relate to affordable housing and referrals
to other agencies is common. During November, this program provided service
to 38 seniors. This program is currently funded by the CDBG program.
• RED CROSS - Jenny Jacobson
Ms. Jacobson indicated that the Red Cross currently provides meals -on -wheels to
homebound West Covina residents north of the 10 freeway. Almost all are senior
citizens. Meals are prepared by Beverly Manor. Cost is $3.75 for a hot lunch.
18 to 20% are West Covina residents. Approximately 14 to 16 residents are
currently provided a meal. The cost of the meal is $3.50 plus a 25C
administrative cost. Grant funds would be used for needed equipment such as
portable hot containers.
CLAREMONT DISPUTE RESOLUTION CENTER - Jerry Pearson
The Resolution Center provides service by appointment at the Senior Citizens
Center. Mr. Pearson noted that those that he sees at the Center are fairly
sophisticated and can access other resources. Those that need services the most .
do not know or are aware of how to receive services. These are the persons that
we should be trying to reach. Traditional public relations promotions do not
work with this group. The needs of female headed households are probably a top
priority need in this community. What is needed is an enhanced network that can
reach persons that need the services but are unsophisticated and do not access
available resources.

PATIO RECONSTRUCTION
The revised plans for the patio construction were presented noting the elevation
of the covered center walkway. Plans will be finalized and cost estimates
prepaied.
