SUACUARY: This report outlines the current- City policy regarding the consumption of
alcohol in beverages in City facilities and some options the City Council
may wish to pursue.
BACKGROUND
Chapter 16, Articlel� II, Section 16-21 of the West Covina Municipal Code grants the City
Council the Authority to approve the consumption of alcoholic beverages in City facilities by
Resolution.
In 1990, the City Council permitted the renting of City facilities for private and public purposes.
Since that time the Senior Citizens Center, Shadow Oak Center, Palm View Center and the
Youth Center have been rented for wedding receptions, anniversary parties, birthday parties and
other similar occasions. With the popularity of this program, the administrative process of
placing Resolutions for Council approval when alcohol consumption was requested became an
administrative process that was very time consuming and many times was not timely.
On April 20, 1993, lithe City Council amended the Municipal Code to designate the Human
Services Director aslithe individual authorized to approve written requests for consumption of
alcoholic beverages in public facilities. (Ordinance 1918 attached).
It is. noted that alcoholic beverages can be consumed without an alcoholic beverages .license,
which is, the, case in I' most of these rental activities. A license is required if there is sale of
alcoholic beverages at the site.
This policy was revised in September 1994 when as a result of neighborhood complaints of loud
music, disorderly conduct, parking and trash and litter left on front yards, the rental of the
Senior Citizens Center was restricted to rentals that end at 10 p.m. or earlier with no alcohol
consumption and the Fuse of West Covina Police Reserve Officers as security at all events.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA
.AMENDING CHAPTER 16, ARTICLE II SECTION 16-21 OF THE MUNICIPAL
CODE PERTAINING!TO PARK AND RECREATION AREAS.
THE CITY COUNCIL OF -THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. Article II ofiChapter 16 Section 16-21 of the West Covina
Municipal Code is amended to read as follows:

Sec. 16-21. Alcoholic Beverages
No person shall, within the limits of any publ.ic.park or public place,
consume any alcoholic beverage. Any person with an alcoholic beverage
in his or her possession shall store the alcoholic beverage in a closed
vehicular trunk or storage compartment when within the limits of any
public park or public place except at locations and times.approved
by the Director in advance and in writing.
SECTION 2. The City Clerk shall certify to the passage of this ordinance
and shall cause the same to be�*blished as required by-law.
