Correct spelling of Penny Consolidated Plan Mr. Ralph Castaneda, the consultant retained by the City to prepare the Consolidated' Plan (five-year), gave an overview of the elements of the Plan and the process we must go through to complete the Plan and submit it to HUD. The target date is to get it before the City Council by mid - May. Consultation with service providers is a mandatory requirement of the Plan preparation process. The needs of our senior citizens will be the focus of the Senior Citizens Commission to justify recommendations for CDBG fund allocations to the Human Services Commission. At our next Commission meeting, senior citizens service providers present their need descriptions and requests for funding. A deficiency list of needs will be prepared to help the CDBG allocation decisions. Mr. Castaneda described his experience in working with local governments in housing and preparation of Comprehensive Housing Affordability Strategies (CHAS). 2. Bingo Update At the time of the Commission meeting, the State Franchise Tax Board had. granted "tax exempt" status to the Bingo Group., The IRS tax exemption had not been received. Once the exemptions are received, the Bingo Corporation will open a business ,checking ,account to begin their operations. In the interim, training for the volunteers will being December 16, 1994. Stat Report Work is still needed on the Stat Report to reflect attendance numbers and registration numbers. Commissioner Duncan would also like to see the amount of revenue collected to date from- fees. Staff will continue work on the report to try to provide the desired information. The number of organizations that use the Center for their meetings free -of -charge was noted by the Commission. This may be an area that might be looked at as a possible revenue source, if a small fee was charged to meet at the Center. IV. CONDMSIONER REPORTS • Gratz - Noted the misuse of handicap parking at the Center. It was noted that the SHOP program has been issuing citations and that the problem has been significantly reduced. Noted that his organization was not listed on the Stat Sheet. Felt that his organization seems to always be forgotten. Staff will correct this omission. Noted a problem he has had of his organization's (National Council of Senior Citizens) sign being taken off the bulletin board and lost. Staff, will investigate. Noted a problem he had with an article in the VOICE on health care that he wanted printed but was told it had to be re -written. Staff will follow up. Would like to see an information sheet on scams that target senior citizens especially those that indicate you have won millions of dollars. Staff will contact the Police Department to see if they might save some information J we can reproduce on this topic. • Palmer - Noted she had seen a directory from Walnut Creek that listed senior citizens services. Staff will get Commissioner Palmer a copy of the currenv City directory which seems to be a similar document. • Duncan - Indicated that he attends the monthly Dial -A -Ride and Shuttle Coordination meetings where it was noted that senior citizens from West Covina were getting rides to the Senior Citizens Center between 8:30 a.m. and 10 a.m. to get an early number for the Meals Program. The volume is so great that no one else can reserve a ride at that time for doctor appointments and other locations. The problem is compounded because many of these seniors have an automatic pick up reservation in the mornings five days a week. These trips are called subscription trips which means they, do not have to call and reserve a ride. It is pre - approved by your ;subscription. Staff is currently reviewing the whole subscription program to see if it has gotten too large. Also noted that on Wednesdays, there are too many people in the kitchen when Staff and the Association share the facility. The County Nutritionist has seen the situation but has not indicated it is a problem. Staff noted the enlarged serving window may provide some help to the situation. -2- V .
