SAFE NEIGHBORHOOD PARKS GRANT

The City of West Covina has prepared applications for funding of various park projects
from Los Angeles County's Proposition "A" finds.
BACKGROUND
Proposition "A" was approved by Los Angeles County voters on November 3, 1992. This
proposition is comprised of grants to the County and cities that are allocated
proportionally based. upon the number of land parcels in each jurisdiction, as determined
by the Los Angeles County Assessor. The City of West Covina has been allocated
$827,083 for park and recreation projects.
Mine projects have been identified in this year's capital improvement program as
candidates for Proposition "A" funding. These nine projects total $692,000. The
remaining funds will be used for additional park projects to be proposed in the 1995-96
Capital Improvement Program.
IMPORTANT POINTS
1. Project costs incurred before the execution of a project agreement between the
Los Angeles Regional Park and Open Space District and the City of West Covina
are not eligible for reimbursement.
2. Applicants must encumber their funds by July 1, 1996.
3. The minimum amount that the City of West Covina may request for any individual
projeet is $20,000.
4. Separate applications. must be submitted and separate agreements executed for
each project.
5. For development projects a complete bid package should be submitted before
commencing development;
6. Applicants may expend up to 20% of the grant funds for each project on non -
construction costs. Non -construction costs include plans and specifications,
acquisition documents, environmental documents, construction inspections, and
directly related project management costs.
7. The District may, audit grant accounts at any time during the performance period
and up to five years after project completion. To avoid audit exceptions, keep
accurate and complete records for all expenditures.

2. Cortez Park football and minor baseball field lighting. $100,000
3. Cortez Park rehabilitation of north parking lot. $125,000
