This report requests approval to ask for proposals from fixed route transportation operators to continue the service. BACKGROUND The current contract with DAVE Transportation Company for the operation of the fixed route Shuttle service ends on June 30, 1995. The Shuttle service provides a fixed route, four -vehicle service, seven days a week, generally serving the central area of the City. (Brochure information attached.) The ridership on the Shuttle averages 10,000 rides per. month and has been relatively problem free for the past four. years. A new route serving the Baldwin Park Metrolink Station was added last year and complements the City's park -and -ride parking spaces in the City Hall parking structure. To continue the service after June 30, 1995, Staff has prepared a Request for Proposals to seek competitive proposals from transit operators familiar with fixed route operations. ANALYSIS As desired by the City Council, Staff is requesting alternative fuel vehicles (propane) for the new Shuttle service. Both electric vehicles and liquified natural gas vehicles have been found to be too costly and not as reliable as propane vehicles. Electric vehicles would cost approximately $150,000 each. Propane vehicles would cost $65,000.each and can be fueled at the City yard. The current fixed route is not planned to be changed at this time. except for a possible service link to the automobile Plaza between Azusa and Hollenbeck Avenues along Garvey Avenue. The service uses four 18-seat vehicles plus a backup vehicle. All five new vehicles will be provided by the successful operator. The term of the contract is for five years which coincides with the life of these size vehicles. The delivery time of vehicles is running 20-24 weeks, therefore, the Request for Proposals must be released as soon as possible. Allvehicles must meet Americans with Disabilities Act standards. FUNDING Our current year contract amount (July 1990) is approximately $405,000. The proposed propane vehicle annual service contract is estimated to cost in the $425,000 per year range. Prop A funds are available to continue to fund this service. TIMETABLE Proposals are requested to be submitted no later than February 9, 1995. The award of a contract is scheduled for February 21, 1995. RECOMMENDATIONS That the City, Council authorize the Human Services Director, to solicit. proposals from transportation operators for the operation of the Shuttle service.
