Commissioners Present: Moreno,, Brightwell, Azpeitia, Jackson, Lichtman, Jones, Sheety, Sotelo, Wash Commissioners Absent: McIntosh Staff Present: Salazar, Jones, Parker, Cook, Perea Others Present: Sally Deniston, Tim Roberts, Pat Kuthe, Tom Scheuerell, Hugo Avendano, Sharon Darnell II. APPROVAL OF MINUTES - Regular meeting of December 14, 1993 - MSC Jackson/Jones Approved (9-0) III. WRITTEN COMMUNICATIONS - None IV. ORAL COMMUNICATIONS - None V. ACTION ITEMS - Metrolink Pass Subsidv Pr000sal A West Covina resident requested that the City offer a subsidy for Metrolink riders. A survey of the surrounding cities was conducted by staff to determine what cities were offering Metrolink rider subsidies. Staff proposed a pilot program providing a $25 subsidy for the remainder of the current fiscal year out of Prop A funds. Tim Roberts, a member of United Riders of Los Angeles, said he was not representing any group but was a concerned West Covina resident. He asked the Commission not to approve the .subsidy as taxpayers were already paying a share for Metrolink. Tom Scheuerell asked the Commission to approve a subsidy for West Covina residents who ride the Metrolink. He proposed the use of Prop A funds to encourage new people to use local mass transportation. His letter to the San Gabriel'Valley Tribune published 1/8/94 and the flyers he personally distributed resulted in over 20 letters to the Human Services Director requesting the subsidy. Sharon Darnell, Pat Kuthe, and Hugo Avendano (West Covina residents) asked the Commission to approve the subsidy. RECOMMENDATION That staff present a. report to the the City Council.which would: 1. Approve a $25 subsidy to West Covina residents for monthly passes on the Metrolink, and; 2. Approve $7,500 from unobligated Prop A funds to be used to cover -the cost of the program for the remainder of the current fiscal year. MSC Jones/Wash Approved (6-3) Sotelo/Sheety (No) Jackson (Abstained) VI. INFORMATIONAL 1. Meals -On -Wheels '- Senior Citizens Commissioner, Sally Deniston, who works for the' American Red Cross gave an overview of their Meals -On -Wheels program. Commissioner Jackson was particularly interested in finding out what the City is doing for its seniors who are unable to take advantage of the meals program at the Senior Citizens Center. She did not think the Meals -On -Wheels food was as good as the hospital food she had been fed as a patient. Deniston explained that meal preparation and packaging were dispensed by three local hospitals and volunteers delivered the meals to those who were unable)to cook. Salazar stated that OAA holds a meeting.every four years for meals prepared at senior centers. The reason for West Covina not being involved in Meals - On -Wheels is that the City has not been able to qualify for it. However, staff proposes to try again with a consortium of other cities. 2. Kids Park - The Human Services Department in cooperation with Eastland Center held an indoor kids park from December 17 through 30, 1993, in the former Miller Outpost Store for children '1 to 6 years old. Approximately 760 attended. Total cost of the program was $3,752. Although it was quite successful, the Commission did not feel the City could afford the luxury of continuing this program. 3. Coronado Lighting Update - An agreement with the West Covina Unified School District was signed and provided approval for the League to proceed with the installation of the lights. 4. West Covina Unified School District and City of West Covina Subcommittee Meeting - The Subcommittee met on January 19, 1994, and. reached agreement on :several joint projects. A report is scheduled for the February 1, 1994 City Council meeting. 5. West Covina Human Services Awards Edith Colantunono.- West Covina Human Services 1993 Volunteer of the Year Award Bruce Badoni -'West Covina Recreation Services 1993 Volunteer of the Year Award The recipients will receive their awards at the the City of West Covina's 71st.Birthday Celebration dinner hosted by West Covina Beautiful and the City of West Covina on Janaury 28, 1994, at West Covina Lanes. MSC Brightwell/Lichtman Approved (9-0) 6. Use of Foundations to Reduce General Fund Expenditures Staff compiled, information from various cities regarding the feasibility of utilizing foundations as a means of reducing General - Fund expenditures. Some advantages being: non-profit bulk rate mailing permit; using donated gifts for matching grant funds; ability to solicit donations from private individuals and corporations. 0 Commissioner Lichtman had twelve names of those who would be willing to serve on a Foundation Board (5 required) and he has offered to head such a. group. RECOMMENDATION That the City Council approve the formation of a Foundation to Reduce General Fund Expenditures. This item to be placed on the February 15, 1994 City Council Agenda. MSC Sheety/Lichtman. Approved (7-0) Sotelo/Wash had left the meeting earlier. 7. 1993 Haunted House and Halloween Festival Program Evaluation - Sponsors will be sought for 1994 to defray costs of putting this program on. RECOMMENDATION - Receive and file. 8. Statistical Reports - October (Revised) & November 1993 - Receive and file. VII. COMMISSIONER REPORTS Commissioner Brightwell - Sees Metrolink subsidy as a good thing as she works in Los Angeles and parking fees are expensive. Commissioner Lichtman - Happy to see the Foundation on the Human Services Commission agenda and scheduled for the February 15, City Council agenda. Commissioner Jackson. - She attended the ADA Task Force on Disabilities meeting today with Personnel Director Diane Ure, .and Glen. Buckingham, President, California People with Handicaps. She would like Al Marshall of Birtcher Development to be put on the February Human Services Commission agenda to speak on "Disabled Housing Design." She wants a percentage of condos and or/apartments within a complex to be designed for the handicapped. Commissioner Jones - Commented on the Recreation Winter -Spring 1993/94 brochure and the Mission Chrysler paid ad on the back cover. A meeting. of the 4th of July Parade/Picnic Committee is scheduled for January 20, 1994. With the difficulty in getting marching bands for the 4th of July, the Committee is considering holding the event in June. Attendance has been dropping off each year. Commissioner Sheety - Would appreciate any Commissioner who is unable to attend to let staff know or to call the Management Resource Center the night of the meeting. The December 14, 1993 meeting could not be held due to the lack of a quorum. VIII.
