C-2b SUBJECT: SENIOR CITIZENS COMMISSION DATE 2-1-94 SUMMARY OF MINUTES 1/13/94 I. Commissioners Present: Kowalski, Duncan, Buckingham, Deniston, Gratz, Lewis, Pahner Commissioners Absent: None Staff Present: Salazar Others Present: Bella Gratz, Bill Polich II. ACTION ITEMS 1. Minutes of December 9, 1993 approved as presented (7-0) 2. Dial -A -Ride - The Commission approved the selection of DAVE Transportation, Inc. as the operator of the Westpark Dial -A -Ride service and recommended approval to the City Council. Motion (Lewis), seconded Buckingham. Passed (7-0) III. WRITTEN COMMUNICATIONS - None IV. CITIZENS PARTICIPATION - None V. INFORMATIONAL ITEMS A. Visiting Nurses Association Mary Anne Martinko, Program Coordinator of the West Covina Geriatric Outreach Program, presented a summary of the status of the program. It was noted that the program has a total of 18 clients registered and a total billing of 82 units of service. There are 6-10 clients per week that participate in the program. Home visits are made to 4 clients who are unable to attend the group. A continuing problem has been the difficulty making. the program known to those that need the service. There is also the problem that seniors do not identify themselves as needing the program until it becomes severe. Commissioner Deniston suggested that the program description in the brochure be expanded and highlighted as. being free. Commissioner Lewis encouraged the Coordinator to visit room and care facilities. B. BINGO UPDATE The bingo group continues to recruit volunteers and finalize details pertaining to the.operation of the games. An advisor has been working with the group and a draft report will be finalized by next month. We hope to bring a report with recommendations to the February Commission meeting. C. STATISTICAL REPORT - December 1993 Staff was asked to check on the figures for the West Covina Food Bank for last year, and the shelter vouchers which show only 3 to date. VI. COMMISSIONER REPORTS LEWIS - Requested that the Commission's goals be placed on the agenda next month. Duncan - Asked each Commissioner to bring the goals they feel the Commission should be pursuing. t Requested that the availability of a'wheelchair be posted so those that may need it to get from the Northwing to their auto may request. it. This may be very useful for those that have attendants escorting them to the Center. Deniston - Noted that classes at the Center advertised in the brochure do not indicate any age restrictions. Readers may infer that only senior citizens may attend those classes. Gratz - Noted that the National Council of Senior Citizens will be sponsoring a Health Summit to discuss "How the different proposed Federal Health Plans affect you." It is planned that a forum format with panel members sitting in a round or oval configuration will be used. A task force has been formed with representatives from community groups. Dr. Carlisle from UCLA will be asked to moderate the discussion. It will be filmed for Cable T.V. and will include a number of local health providers. Fred is working with Pat Bommarito and his task force to finalize details. The date has not been selected at this time. Salazar noted that the Center Support Group had decided not to get involved with the health forum at this time. The Support Group also decided to not get involved with the intergenerational program at this time. Their focus is on getting the bingo program established and do not want to take on other activities. Commissioner Gratz was encouraged to proceed with these two activities as a National Council of Senior Citizens activities. Staff will provide assistance where possible. Buckingham - Noted that he is serving on the City Committee regarding the Americans with Disabilities Act compliance. He noted the Committee met with Diane Ure, Personnel Director. Items discussed were the curb cuts that do not meet code standards, parking problems, and Dial -A -Ride issues. Deniston - Noted she had attended a Committee -meeting at Paul Horescher's office in West Covina to discuss senior citizen issues. Kowalski - Noted she is having surgery and will not attend the Commission meeting next month. Noted that Al Marshall from the Bircher Development Co. had written a thank you note to Commissioners for their support of the project on Barranca Avenue. The project was approved by the City Council. Gratz - Noted that AB 1549 has become law and will add a 5-year sentence to 'anyone guilty of a crime against persons 70 years of age or more. VII.
