JOINT CITY/S.CHOOL DISTRICT PROJECTS DATE 2-1-94
SUMMARY: A Subcommittee of two West Covina School District Board
Members, two City Council members and City and School
District staff was appointed to finalize and expedite the
proposed City/School projects. The Sub -Committee has
reached agreement on the following projects which are
being presented to their respective governing bodies for
final approval and direction for staff to proceed.

BACKGROUND
The Joint City/School District Projects Subcommittee has met twice
to review and evaluate the list of proposed projects first
presented at a joint meeting of the City Council and School
District Board in 1992. The following projects are listed in two
categories:
Category A is a list of those projects for which there is funding
available and seem to be desirable by both the City and School
District. These projects must be approved by both the City Council
and School District Board to begin the implementation process.
Category B is a list of projects that, although found to be desir-
able, require further study or require more funding.
Category A Projects the Subcommittee is recommending for approval
and authorization for staff to proceed with their implementation.
1. Edgewood School Track Lighting
This project would provide lighting for the track at the
Edgewood Middle School. The track is used by many residents
on weekends and in the evenings. The installation of four 70'
high light poles with 'appropriate fixtures will provide
adequate lighting for persons using the track in the evenings.
The poles would also serve to accommodate future lighting of
the football and soccer field, if desirable.
Community Benefit: The lighting of.the Edgewood Track will
provide a direct benefit to the hundreds of persons that walk,
jog or run around the track in the evenings in the dark.
Approximately 50 to 60 persons use the track daily.
Funding: Estimate: $75,000 to $100,000.

2. Edgewood School Outdoor Basketball Court Lighting (4 Courts)
This project is proposed to be done together with the track
lighting to reduce its cost. It is possible that lights can
be mounted on the gym wall to reduce costs. This project may
require additional fencing to separate the courts from the
rest of the school buildings.
Community Benefit: The installation of lighting for four
basketball courts will provide extended play time for the
.general public and practice time for the.Youth Basketball
League and other basketball programs.
Funding: Estimate: $50,000 to $75,000 if poles are required.
Source: City Park Dedication Fees.
Energy & Maintenance: Unknown at this time.
3. West Covina High School Gym Lighting Upgrade
This project would increase the lighting level inside the gym
at West Covina High School by adding more light fixtures with
energy -saving lamps.
The Edison Company is conducting an analysis of the gyms to
determine what may be needed.
Community Benefit: The upgrade of the high school gym
lighting will not only benefit the high school basketball
program but other activities conducted in the gym. Of
particular benefit is the strong possibility of permitting the
Youth Basketball League to play their games in the gym free if
charge.
Access to the gym to conduct other basketball or volleyball
programs is another community benefit.

4. West Covina High School Outdoor Basketball Courts (4 Courts)
This project would be done together with the gym lighting to
reduce costs. It is proposed that lights be mounted on the
side of the"gym wall to light four basketball courts.
Community Benefit: The lighting of the outdoor basketball
courts will provide the same benefits as lighting the Edgewood
courts. The Youth Basketball League will have extended play
and practice time in the evenings as well as other basketball
programs. The general public will also have another place to
play at night and relieve some of the pressure on the
Walmerado and Shadow Oak Park courts.
Funding: Estimate: $25,000 to $30,000 if mounted on
gym wall.

5. Resurfacing of the Tennis Courts and Upgrading of Nets/Posts
at West Covina High School
The Subcommittee is recommending approval of this project
fully funded by the School District.
Community Benefit: The resurfacing of the tennis courts and
upgrade of the net hardware will provide a direct benefit to
all the tennis players that use the courts in the evenings and
on weekends.
Funding: Estimate: $16,000 - $20,000.
Source: School District
Category B Projects the subcommittee is recommending be placed on
temporary hold until funding is identified and made available.
6. Edgewood Pool Renovation
This project is badly needed but it has a high cost. The City
has committed $94,160 to the renovation budget; however,
$250,000 is the estimate for total renovation. Because of the
joint usage, the City is requesting that the District share in
the cost of this renovation. Additionally, Queen of the

Valley Hospital has expressed an interest in conducting health
related programs at the pool and has expressed a willingness
to explore sharing some of the cost. The Committee placed
this project on temporary hold pending further. funding
possibilities.
Community Benefit: The upgrade of the Edgewood pool will
provide a direct benefit to the thousands of persons that use
the pool in the summer (30,000+) and the students that use it
for water sports and physical education classes. If the Queen
of the Valley becomes a participant in this project, it is
envisioned that health sports medicine and therapy classes
would also benefit by the pool's renovation.
Preliminary Design of a New Pool at West Covina High School
This project would pay for the preparation of a preliminary
site plan for a pool at West Covina High School. The intent
is to be ready with a preliminary design and cost estimate for
a new pool in case grant funds become available.
The Subcommittee did not reach full agreement on this project
so it is placed on temporary hold at this time.
Estimated cost is $25,000.
Willowood School Softball Field Lighting
This project would provide for the construction of a lighted
softball field at the Willowood School. The need for another
lighted softball field for senior citizens softball and adult
leagues is very high and space on City property is every
limited. The City Park District in which this school is
located does have sufficient funds to cover the estimated cost
of this project. The energy and maintenance responsibilities
have not been agreed upon and will require further
negotiations.
Benefit: The need for a dedicated lighted softball field has
reached major. proportions. The demand for adult softball and
senior citizens softball far exceeds our two fields. Although
two new baseball fields will be lighted in the next year,
these must be shared with the Little League hosts. This
situation is constantly aggravated by time constraints and
conflicts. Both adult and senior softball players will
directly benefit from this project.
Estimated cost is $125,000.
Willowood School Soccer Field
This project would provide f'or the construction of a soccer
field at Willowood School. 'Similar to the softball field,
this project would meet the need for a dedicated soccer field
for the West Covina Express Soccer Club and Youth Soccer
League. Park Dedication Fees. are available; the water and
maintenance cost responsibilities remain to be agreed upon.
Community Benefit: The West Covina Express Soccer Club team
and the West Covina Youth Soccer League do not have dedicated
fields. The Youth Soccer League seems. to be fairly
comfortable at Edgewood School during their seasons, but are
cramped for space.
The West Covina Express is sharing a field at West Covina High
School and -does not have a stable situation.

A soccer field at Willowood will alleviate a big need for the
West Covina Express Soccer Club which, has approximately five
teams of 18 players each or 90 players. The Youth Soccer
League has approximately 800 players.
Although a lighted field would provide for extended play, this
could be deferred or coordinated with the lighting project on
the softball field.
Estimated cost is $55,000.
10. Edgewood Sports Complex
This project requires further information and consideration.
Other Requirements
In addition to funding considerations, it should be noted that Park
Dedication Fees require City access to the facility for a minimum
of 10 years. This access requirement will necessitate an agreement
between the School District and City to address facility access and
use by the City to improvements on School District.property.
RECOMMENDATION
That the City Council approve the City's participation in projects
listed under Category A pending School District concurrence, and
authorize staff to proceed with their implementation.
